Majority of policemen in Nigeria are amateurs. Mere looking at them physically, you'll wonder if they're competent enough for their scope of work.
Coupled with the fact that some of them also indulge in drugs...
I bet you, this very Inspector MUST either be high on some cheap drugs or alcohol!!
