He put the money there due to preventing paying for high tax and it is actually for his children. He did not declare it because it was mostly done for his children.

It was not stolen money. The criticism was him not declaring it in code of conduct, but it is actually not an ideal critique. I have filled code of conduct forms on repeated occasions and the children's account have never put children's account. Note, not my account but for my former boss.
