The Federal Government has assured citizens of its determination to efficiently use the N6.2 trillion 2024 extra-budgetary proposal to turn around the country’s infrastructure.

The Minister of Budget and National Planning, Atiku Bagudu gave the assurance on Monday in Abuja while addressing the House of Representatives Committee on Appropriation chaired by Abubakar Bichi, who represents the Bichi Federal Constituency in Kano State.

President Bola Tinubu, had, last week, transmitted the request for an additional N6.2tn extra budgetary provision to both chambers of parliament — N3.2tn capital expenditure and N3tn recurrent expenditure for the newly proposed national minimum wage for Nigerian workers.
In his opening remarks, Bichi said there is a need for Nigerians to be adequately informed of the details of the proposed N6.2tn budget which is in addition to the N28.7tn Appropriation Act already approved for the 2024 fiscal year.

Speaking on the primary focus of the proposed extra spending, Bagudu pointed out that the security of lives and property is paramount.
He listed some of the projects in the budget, including the Lagos-Calabar 1,000km road project which will cost N150 billion and the Sokoto-Badagry road projects, as well as the rail project for which the Chinese Government had provided 85 per cent funding while the FG expected to provide 15 per cent counterpart funding.

The Minister added that the second project to be funded by the extra budget is the Badagry-Tin Can Port and Lekki Port while the third one is the Lagos-Ibadan standard gauge, adding that the fourth project is the Kano-Maradi standard gauge.

Bagudu also disclosed that the sum of N522bn was earmarked for the provision of water, irrigation and dam projects for farming purposes.

The Minister noted that the proposed N3.2 trillion Renewed Hope Infrastructural Fund was “intended to provide equity contributions of the Federal Government projects designated as priority projects as well as critical projects which needed more appropriation so that they will not suffer neglect.”


He said, “These projects, Mr. Chairman, include rail, the longest among them being the Port Harcourt-Maiduguri corridor which will traverse Rivers, Imo, Abia, Enugu, Ebonyi, Anambra, Benue, Nasarawa, Plateau, Kaduna, Bauch, Gombe, Yobe, and terminating in Borno State.

“We have the National Highway Construction Projects which require additional funding because this is already in the 2024 budget.

“The Sokoto-Badagry highway has been on the National Development Plan of Nigeria since 1970. It was awarded in 1975, but not much progress was made because of the visionary and bold endeavour of Asiwaju Bola Tinubu; he has brought it back to life.”

“It is going to traverse Lagos again, Ogun, Oyo, Kwara, Niger, Kebbi and terminating in Sokoto State, as well as the Africa-Sahara Highway which will traverse Benue, Kogi, Nasarawa, and Abuja,” [/b]Bagudu added.

The minister also emphasised the importance of revamping agriculture saying, “We need to take bold measures on our water, irrigation and dam infrastructure. We have met with several investors, including the International Finance Corporation, who are saying, that if we put some money to do your dams, they will provide money to provide infrastructure,” among others,

[b]The Minister also highlighted the importance of Compressed Natural Gas, stating that the Ministry of Science and Innovation “tested two vehicles from Abuja to Ibadan, one on Petroleum Motor Spirit, which consumed N42,000 worth of oil, and one on CNG which consumed N14,000.

“So, to help Nigerian citizens with this, we need more finance. The other investments in agriculture and food security, as well as the additional water resources, are to support ongoing projects for which the funding commitments are not adequate. But they are critical to the delivery of our agriculture and food security objectives.”

Bichi, who presided over the session, promised a continuous collaboration of the committee in any effort to revamp the nation’s economy.

Suspected gunmen, on Sunday, attacked the Rapid Response Squad (RRS) patrol team and killed a police Inspector and two civilians in Aba Abia state

The police officers attached to the Abia State headquarters of the Rapid Response Squad (RRS) situated within the Aba North premises, were in patrol when they were attacked around the Mosque road axis of the Aba South local government area of the state.

Our correspondent however gathered that the attackers caught the policemen off guard and engaged them in an open shout-out, killing two of them in the shootout.

Three civilians said to be coming back from Sunday service were reportedly caught in the shout-out and lost their lives.

The State Police Commissioner, Kenechukwu Onwuemelie, has confirmed the incident in a statement issued by the Public Relations Office (PRO) of the command, Maureen Chioma Chinaka, disclosing the death of one of its gallant officer Inspector identified as Shehu Oyibo.

The statement reads, “Today, July 21, 2024, at about 1128hrs, police operatives attached to the Rapid Response Squad (RRS) Aba, Abia State Command, while on patrol along Ngwa Road by Mosque junction, Aba, were attacked by armed men assailants[ in an ash-colored Sienna vehicle. The armed men opened fire on the police personnel, and the operatives repelled the attack, preventing what could have been a deadlier outcome.

“However, during the exchange of gunfire, two of the assailants were neutralized, while others escaped with various degrees of bullet injuries.
“Unfortunately, a police officer, Inspector Shehu Oyibo, three civilians who were later identified as Chika Godliveth ‘m’, Onyenaturuchi Jonah ‘m’ 32 years old, from Item, in Bende L.G.A of Abia State, and Eniobong Godsgift Clement ‘f’, 18 years old, from Akwa Ibom State were killed by bullets from the assailants.

“Bodies of the deceased have been deposited at the mortuary, while investigation is ongoing to arrest the fleeing hoodlums.

“The public are assured to go about their lawful activities without fear, as officers have been deployed to strategic locations in the state to ensure the protection of life and property”
“Abians are also urged to report any suspicious movements or individuals with bullet injuries to the nearest police station,” the statement concluded.

The National Executive Council (NEC) of the Nigeria Labour Congress (NLC) has provided more insights into how it brokered a deal with the Federal Government over the new national minimum wage, saying the leaders of the Organised Labour accepted the N70,000 offer to avert a threatened further hike in Petrol pump price by the President Bola Tinubu administration.

NLC said Labour leaders had to eventually compromise on the initial demand for a higher minimum wage since they cannot stand further hardship on Nigerians by a fresh increase in Petrol pump price by the Federal Government as a precondition for a minimum wage higher than N70,000 for workers.

This was disclosed by NLC after its emergency National Executive Council (NEC) meeting held in Abuja on Friday following the outcomes of the meeting with the federal government which earlier held on Thursday, July 18, 2024, at the Presidential Villa, Abuja, and presided by President Bola Tinubu.

According to the communique issued after the emergency NEC meeting signed by NLC President, Comrade Joe Ajaero, the NEC-in-session after extensive deliberations, unanimously commended and applauded the doggedness of the leadership of the Congress on the courage and forthrightness with which they handled the National Minimum Wage fixing exercise.

NLC NEC also accepted the President’s offer of N70,000 as the new National Minimum Wage and the three-year tenure for its review even as it demanded full and strict compliance by all to the dictates of the National Minimum Wage Law when it eventually becomes an Act of the National Assembly.

“NEC-in-session concluded that this decision, though challenging and far from our initial demand, was made in the spirit of solidarity and sacrifice for Nigerian masses to avert a threatened further hike in the price of Petrol which would inflict more hardship on the already suffering masses.

“Once again, NEC-in-session restates the commitment of the NLC to continue to stand resolutely in its mission to defend and advance the rights of Nigerian workers and Nigerian people at all times. It therefore calls on all Nigerians to unite in this cause and to hold our leaders accountable to the same standards of sacrifice and service,” the communique stated.
