That's where people buy them, and then reach out to the service provider to provide the code after a certain period. This is how you unlock Samsung and OnePlus devices. When that time pass and you have paid off the sum required, you can use any other Sim with it. Until that happens, you can only use the phone with wifi or ask for an unlock code from the network provider which is usually in the US.
