It Seems Like The App Was Installed To Your System So Try This;

- Root Your Device If It Isnt Rooted "
- Download Uninstaller Pro Or Es File Explorer From Playstore
- Locate The App In The Uninstaller Pro And Uninstall The Cool Browser
- If You Want To Use The Es File Explorer, Navigate To / > System > App And Longpress On The Cool Browser Then Tap On The Uninstall.
