After Nigeria’s dismal outing at the World Cup, it is now time to find out what went wrong. The Economic and Financial Crimes Commission (EFCC) Tuesday invited the former President of the Nigerian Football Federation (NFF), Sani Lulu, and three others for questioning over an alleged N1 billion fraud. The others are ex-NFF Vice-President Amanze Uchegbulam, General Secretary Bolaji Ojo-Oba and Technical Committee chairman Taiwo Ogunjobi. They are to face interrogators tomorrow in Abuja. Their movement has been restricted to Nigeria, it was learnt Tuesday. The issues against the ex-NFF officials were on Tuesday identified and isolated, based on a petition by some members of the Federation’s board. One of the allegations is on the list of members of the 2010 World Cup Catering Committee, which is said to include a female GSM recharge card hawker and a corps member. A document obtained from the anti-graft commission indicates that the officials have more than 25 allegations to respond to. The document reads in part: "Alleged diversion and misappropriation of $5million grant from FIFA, CAF and other donors. "Mismanagement of another $1.2million grant from FIFA. "Why they took over 300 people to South Africa (not Supporters Club), including Personal Assistant to the General Secretary, weird members of Catering Committee, and a judge who is allegedly hearing a case in which some NFF members have interest. "Incurring a fine of $125,000 in South Africa over a deal with Hampshire Hotel in the course of looking for a cheap hotel for the Super Eagles. The hotel was below FIFA standard. "Alleged mismanagement of $250,000 to charter a faulty aircraft for the Super Eagles from London to South Africa. "Spending of $400,000 for a hidden friendly match between Colombia and Nigeria on a practising pitch in London. "Release of N34million to NFF Electoral Committee to conduct an election to be attended by 44 delegates. The chairman of the committee is alleged to be a personal lawyer to the ex-NFF chairman. "Disbursement of N185million bribe to state chairmen of Football Associations (FAs) to vote for the return of the NFF board. "Failure to account for missing $236,000 in NFF’s coffers till date. "Sale of NFF Guest House in Wuse part of Abuja with the transaction’s file declared missing. "Incurring reckless expenditure of N96million on purchase of buses for the use of NFF." Contacted last night, EFCC spokesman Femi Babafemi confirmed the invitation of the ex-NFF officials. He said: "I am aware we are investigating a petition containing sundry allegations against these ex-NFF officials." None of the former officials could be reached for comments. They switched off their phones. Sports Minister Ibrahim Bio yesterday accused the disbanded board of the Nigeria Football Federation of fraud. The board, he said, misapplied the funds meant for the development of football, noting that this was responsible for the Super Eagles woeful performance at the World Cup. Inaugurating the 12-member Presidential Committee on Football Development headed by former Nigeria Football Association (NFA) Secretary-General Mammud Kadiri, Bio said while the Eagles performed poorly at the tournament, the returning into office at the August 23 election. The action, Bio said, was the height of insensitivity by the Sani Lulu-led board. The Minister said: "Instead of heeding my advice that the election be put off to enable them concentrate on the World Cup, they blatantly ignored it and, rather reported to Federation of International Football Association (FIFA) that the Federal Ggovernment was interfering in the running of football. That was most unfortunate and an affront on the integrity of the nation. "No responsible government would sit back and allow its sovereignty to be ridiculed through subtle blackmail in the name of statutes". World Cup qualification money paid by FIFA to prepare the Eagles, the NFF used it to settle outstanding indebtedness to former technical adviser Berti Vogts and the purchase of World Cup tickets, Bio said. According to him, $213,217 was paid to Vogts; $264,000 went into World Cup tickets, adding that the expenditure profile of the N900 million World Cup budget showed "serious misapplication of funds". He wondered how $236,000 could develop wings inside the drawer of the General Secretary only for "some hapless security men to be punished." He cited the Hampshire Hotel and the chartered aircraft saga among reasons why government intervened in NFF affairs. "When government moved in to get a befitting hotel and charter a plane to airlift our players, it was not government interference. But when I told them to stop the election until after the World Cup they saw that as government interference". He urged the committee to evolve a blueprint for the development of football and identify other sources of funding football, among others.
