Double trouble for Lagos landlords
By TESSY IGOMU
Wednesday, September 2, 2009
Fashola

TESSY IGOMU mirrors the pains and fears of property owners who may not qualify for compensation after having lost their homes to the new Lagos-Badagry Expressway project On Monday last week, the Lagos State government commenced the first phase of compensation to some residents whose properties were demolished along the Lagos-Badagry Expressway.

But not all those whose houses were demolished will have the opportunity of smiling to the banks. Those who lack what the state government tag genuine documents will be left to groan and grieve.

According to the director of Lands Services in the state, Mrs Nike Animashaun, only 48 of the 112 property owners have submitted genuine documents.

The emphasis on genuine documents has pitted most property owners affected by the expansion project against the state government. Many of them claimed to have bought their lands from traditional land owners, the omo onile, and are yet to complete the process of full acquisition. To such people, the call to submit genuine documents is a mere ploy to dispossess them of their properties. In the minds of such people, anger, apprehension and gloom are the dominant emotions.
Close to Orile Bus stop, Ali Olamigunno stands with hands akimbo as he inspects the ruins of his father’s house. Looking dishevelled and obviously troubled about the issue of compensation, he launches into history, narrating how his late father, an Awori, came to settle in the area.

“This house has been here since 1962. I inherited it from my father, the late Shittu Olamigunnro who died in 1982. The only things I have to show for this building are survey papers, receipts and tenement rates. A lot of our people have been displaced. They now sleep in the open.”
Most property owners whose buildings have been demolished are complaining that efforts earlier made to obtain proper C of Os were frustrated by government officials.

Femi Ajayi’s house was demolished around Orile. He tells Daily Sun: “Now that they are saying we won’t be compensated, how do they expect us to live? We had hoped that we would settle some of our tenants from the money so that they can look for another place. Now we are confused.”

Mr. Tajudeen Balogun sits in a pensive mood by Mazamaza bus stop. Now in his late 50s, he says he has submitted documents of his demolished home even as he awaits words from the authorities.
“I am not happy,” he says. “We expected them to pay us before demolishing our properties. Now, what they would do is to give us just anything. They told us that they would come to value our properties. But when they came, they did not speak to us.” He laments that some people whose properties were demolished along the Lagos-Badagry Expressway have since committed suicide.

“This is pure murder,” he laments. “It is wicked to put people who have lost everything through this torture. I don’t see why the government would be cheating its citizens. I was forced to pay N700 by PHCN even though I haven’t had light for the past two months. All we want is for the project to have a human face. There is nothing we can do if they decide not to pay us. We can’t sue the government because they own the court and the lawyers. Our only prayer is that God should touch their hearts,” he prays.

Daily Sun gathered that a prominent hotelier in Mazamaza is still recovering from the shock of the demolition. The owner of Great Destiny Hotel in the same area, Mr. Kayode Isiaka, reportedly slumped and died because of the likelihood of not getting compensation.
Alhaja Ayi Balogun notes that unless something positive comes out of the compensation plan, more people will die of shock.

Mr. Sunday Oremolade at Alafia Market is uncertain about the future even as he notes that his savings are depleting since his house where he had a tailoring shop, was demolished. He is also not happy that the mammy market was left intact while other buildings were levelled.

“My last hope is the compensation,” he confides in Daily Sun. “The state government should consider those of us that have only receipts and survey plans. My place was not initially marked for demolition but it was demolished anyway. I have a family that depends on me for survival. My children are now scattered among my friends and relatives. This is not the type of life any man prays for.”

We are yet to register the new one. Can we actually call it a round about. It is more of an ellipse-about, if you get what I mean. wink

That is the one I have been referring to as Amazon Oil Junction.

We are on the same page. So comments above by Remii and I are valid.

Meanwhile, welcome to Lekki!

Lagos/Badagry road: Lagos pays N1.7bn compensation

Written by Kunle Awosiyan, Lagos
Thursday, 08 July 2010

Lagos State government has paid over N1.7 billion as compensation to owners of demolished landed properties on Lagos/Badagry Road .

The Permanent Secretary, Lagos Lands Bureau, Mr. Gbanga Ashafa, said this during the presentation of cheques to beneficiaries on Wednesday.

He said that the government had already approved the sum of N2 billion as compensation for the affected people out of which over N1.7 billion had since been paid in the last 10 months.

It will be recalled that the government awarded the expansion of the road to 10 lanes with the promise to compensate owners whose properties fell within the right of way more than a year ago.

As a mark of commitment to its promise, Ashafa said that the government had paid over N1.5 billion to 30 property owners between August and December, 2009, while another 12 received the sum of N266 million on Wednesday.

He reiterated the commitment of the government to regularly pay compensation to the affected people whose properties fell on the construction line of the Lagos/Badagry 10-lane expressway.

“The government will continue to provide enough fund as part of our budgetary and project plans to ensure that property owners who are affected by this landmark infrastructural development are adequately compensated in line with the provisions of the law,” he said.

Meanwhile, the construction company handling the project, Messrs Julius Berger Nigeria Plc, had commenced work on the first phase of the road, spanning 7.3 kilometres.

You mean in the morning.

@AjanleKoKo,

Don't fret if you are moving to second round about. The traffic you'll experience heading towards V/I will be very minimal, if any, in the morning.

In the evening, the traffic bottle neck starts just after the Amazon Oil junction so you would spend minimal time in it getting to the second round about. Alternatively, you could go in through Phase 1.

LCC, please do something about the second roundabout quick!

I spent two hours between the first round about (Phase 1) and the second round about last night.

The second round about was heavily flooded. Kudos to the LASTMA guys. They were there till quite late last night.

I missed watching the semi-final match between Spain and Germany by the way. Had to listen to commentaries on BBC World Service in the traffic.

I think I also have to take the weather forecasts more serious going forward.

Traffic was also heavy this morning. The traffic stretched all the way from second round about back to the third round about.

I was told it took about four hours from Ajah to Lagos Island later in the morning yesterday.

This is the original plan:

The project consists of upgrading, widening and tolling of the existing 49.5km long Lekki–Epe Expressway, which is the principal road artery linking Victoria Island in Lagos with the Lekki peninsula.

The objective is to alleviate traffic congestion and improve road safety along the Lekki corridor. It is based on Public-Private Partnership (PPP) under the Design, Build, Operate (DBOT), and Transfer and Rehabilitate, Operate (ROT) framework/business model.

The first phase of the project will involve the upgrade/rehabilitation of the existing 49.5km long expressway, the construction of a new ramp to carry traffic onto the Falomo bridge, construction of new interchanges, footbridges, walkways and bus stops along the expressway, construction of 6 kilometers of the new 20-km long coastal road (which will serve as an alternative road up to toll plaza 1), and build 10 interconnecting link roads between the Expressway and the coastal road respectively.

The company will also construct three toll plazas along the Expressway and will be responsible for the operation and maintenance of the toll road during the concession period.

Phase two consists of building the remaining 14 km of the coastal road, and is contingent on the Lagos State Government‘s completion of the civil works on the new coastal defences (to check erosion) that will require additional financial resources.

If we go by this information,

1. 6km of the coastal road ought to have been completed by now.
2. the remaining 14km is dependent on another project (to check coastal erosion). There is no sign that work has started on this yet.

The approximately, 50-kilometre road will be fully expanded and revamped and thereafter managed throughout the 30-year period. Another 20 kilometres of coastal road is also expected to be constructed in the second phase of the project.
I ask again,

Is LCC.Hi-Tech to construct the coastal road?
When will work start on the coastal road?
How long will it take to complete?
Which route will the coastal road pass?

Lekki road: LCC introduces toll-free number for reporting incidents
By Akinpelu Dada
Monday, 7 Jun 2010

The Lekki Concession Company, the concessionaire of the Lekki Toll Road, has unveiled a toll-free number for reporting road incidents along the road by members of the public to facilitate prompt responses to incidents along the road.

It is expected to help in the maintenance of free flow of traffic as well as reduce the number of potential fatalities as a result of traffic incidents on the road.

The company unveiled the number to participants at the fourth interactive workshop on traffic management, health, safety, environment and law enforcement on the road last week. It also disclosed that steps were being taken to further enhance and accelerate incident reporting and response process, while also providing stakeholders with information concerning LCC‘s radio communication processes.

A statement made available to our correspondent on Friday said that the workshop was organised to create awareness on guidelines for optimal usage of the Lekki Toll Road. It said it was also to provide a forum for interaction between LCC and partner agencies and organisations involved in the regulation, monitoring and optimisation of the use of road infrastructure in Lagos.

In attendance at the event were key representatives of the Nigeria Police Force, Federal Road Safety Commission, Federal Fire Service, Lagos State Traffic Management Authority, AA Rescue, Man O‘ War, National Union of Road Transport Workers, and the Okada Riders Association of Lagos State.

The Head, Corporate Affairs and Communication Unit, LCC, Mr. Charles Imevbore, reaffirmed the company‘s commitment towards the provision of round-the-clock services and assistance to motorists and other users of the toll road.

He said, ”This is in addition to other benefits such as accident rescue and route patrol services that are already available to road users free-of-charge for optimal usage of the toll road.”

The workshop, which featured presentations by key personnel of LCC, commenced with an interactive session on the methods of intervention as well as the responsibility of all stakeholders in attendance in managing incidents on the toll road.

The session was facilitated by LCC‘s Route and Incident Manager, Mr. Tim Olusegun, who announced the availability of the toll-free number and other incentives put in place by the company to make the use of the road stress-free.

The Chief Technical Officer of the company, Mr. Ivan Bekker, in a presentation, explained the best procedures for using roundabouts on the road, while the Marketing Manager, LCC, Mr. Olumide Oni, addressed issues concerning the tolling process, payment modes and options as well as incentives available to users of the road.

The highpoint of the presentation was the announcement of the availability of frequent user discount as well as the high end technology being deployed to make toll payments as stress-free as possible.

The landmark Lekki-Epe Expressway project is a flagship Public-Private Partnership initiative, which is being driven by LCC under a 30-year, Build, Operate and Transfer concession model.

The approximately, 50-kilometre road will be fully expanded and revamped and thereafter managed throughout the 30-year period. Another 20 kilometres of coastal road is also expected to be constructed in the second phase of the project.

The initiative is privately financed from offshore and local financial institutions, and has attracted considerable international interest in the light of its importance and innovation. The entire infrastructure will be transferred back to the Lagos State Government at the expiration of the 30- year concession period.

kenyaman:
There is no need to argue whether or not Nigerian politicians are corrupt. I have not neither my authorities have argued that Kenya is not corrupt. We are talking about the degree of corruption. Nigerians tell me that in Nigeria today, the wealthy have to go to Ghana for the weekend. The Nira can be earned in Nigeria but spending the Nira must be in another country.

The authorities tell me that you can not travel by car, truck, or on foot without the fear of being mugged. Streets in all Nigerian major cities are extremely dangerous. People can be asked to alight from public transportation and then lined up on the street to be killed. Is this true or are my Nigerian source authorities wrong?
A major problem with SOME Nigerians is that they can say anything (no matter how negative, true or false) about their country to anybody, anywhere!

I am not usually thrilled with the prospect of travelling with some Nigerians outside the shores of the country. They say things about the country that make you cringe to non-Nigerians. You begin to wonder if they are truly Nigerians.

You won't believe what I saw last night.

There was this woman driving a black Toyota Corolla beside me on my way home last night. I observed that she was not keeping up with the car in front of her so I decided to take a closer look.

To my utmost surprise I discovered that she was plucking vegetable leaves while driving. This was around 8.00 p.m and between Amazon Oil junction and the second round about.

I was going to take out my camera and take her picture but decided against it to save her the embarrassment.

I could not but pity the poor woman. Incidentally, there was this debate on Masculine World (on Radio Continental) just the day earlier about men reaching the house before their wives and still expecting the woman to come home and do the cooking.

Between Amazon Oil and Jakande (third round about), I spent a total of 52 minutes yesterday.  undecided

I am wondering if the woman would be pleased to pay toll at the first plaza and still spend valuable time in the traffic.

Commissioner, others stranded for 10 hours on Lagos-Ibadan Expressway
By Success Nwogu
Monday, 5 Jul 2010

It was a hectic day for motorists and passengers that travelled on Lagos-Ibadan Expressway on Sunday as they were stranded for over 10 hours as a result of a tanker that fell on the road at Amo Oil Petrol Station near Arepo Bus Stop, Ogun State.

The Ogun State Commissioner for Water Resources, Mr. Kola Onadipe, was also affected by the gridlock and had to abandon his destination to monitor emergency operations.

The accident was said to have been caused by the driver of a tanker who allegedly dozed off and lost control of the vehicle. The tanker with registration number XG 180GML, which was loaded with Premium Motor Spirit, was said to have hit the median and tumbled while the fuel gushed out.

Some motorists either had to make a detour or take a bush path from Fatgbems Petrol Station. Many passengers had to trek a long distance before they got to their destinations.

When PUNCHMETRO visited the scene about 2 pm, Ogun State Government officials, men of the Federal Road Safety Commission, Transport Compliance and Enforcement Agency and Fire Service were seen making frantic efforts to contain the situation. Also the fuel being conveyed by the tanker was seen being transferred to another tanker with registration number AE 128BCH.

The traffic jam, which started around 6.00am when the tanker fell, did not ease until after 4.00pm when the tanker was evacuated.

The Unit Commander, Federal Road Safety Commission, Mowe, Ogun State, Mr. Olalekan Morakinyo, said the accident occurred around 6am. According to him the driver dozed off and lost control and later ran away when he realised the magnitude of the accident. He added that his men had to cordon off the scene and diverted motorists to avert fire disaster.

Morakinyo said, ”I was informed around 7am. I immediately mobilised my men. We have a standby rescue team. If they had called us immediately it happened, we would have been there earlier. Our men were just about going out when I heard of it.

”When we got there, we later tried to provide an alternative tanker. We approached some tanker drivers who demanded N200,000 before they could release their tanker. All we wanted was to siphon off the fuel into another tanker. We later had an agreement with Amo Oil to siphon off the fuel.

”We could have lifted the tanker but because it was containing some 33,000 litres of PMS, if we attempted to lift it, there could be a fire outbreak. So, we want to siphon it, after that we have a towing truck around, we will lift it and open the road.”

Ogun State Commissioner for Water Resources, Mr. Kola Onadipe, said the emergency response was impressive. He added that the team had to dislodge people who were about to foment trouble after the accident.

Onadipe said, ”The emergency response team is doing very well. When I got here, I found out that the firefighter is on standby. Government officials, FRSC, TRACE, police have already cordoned off the area and have diverted the tanker to another zone, which has helped in maintaining safety. Today is Sunday, even at that, they were on the spot since about 6.30 am. There was immediate chaos after the accident. There was the need to ensure that there was no chaos within the environment, that is what took time. They are now trans-filling the petrol to another tanker.”

The Commander, Head of Operations, Traffic Compliance and Enforcement Agency, Ogun State, Mr. Umoru Lawal, advised motorists to be patient and avoid dozing off while driving. He added that the agency had to clear obstructions near the Mountain of Fire Miracle Ministries to improve traffic flow.

He said, ”The greatest problem of Nigerian drivers is impatient. When you are impatient, especially these tanker drivers, they tend to drive recklessly.

“This is rainy season and the ground is very slippery, when they apply the break, it may not hold immediately.

They should be patient and drive safely so that we have less accident. Also, when a driver is feeling sleepy, he should park and rest a bit and continue the journey.”

LCC To Collect Toll On Lekki Road
Wed Jun, 30 2010

By Ajibola Abayomi, Senior Correspondent,Lagos

Lekki Concession Company (LCC) under the Public Private Partnership (PPP) project with the Lagos State Government will effect a toll on Lekki-Epe Peninsular road with effect from August this year.

The project is the first PPP project in Nigeria. LCC was incorporated specifically to design, finance, rehabilitate, upgrade, operate and maintain the Lekki Toll Road under a 30-year Concession mandate from the Lagos State Government.

According to the Managing Director of the company, Opuiyo Oforiokuma, LCC has completed the first phase of the project, which includes rehabilitation and upgrade of the existing road as well as creating new road infrastructure along 49.4 kilometer of Lekki Express Way. The phase is aimed at constructing of 20 kilometers of Coastal Road in the same axis.

Lagosians are entitled to 24 hours free toll call line; accident rescue team and automobile services in case of any car break down on the road.

Oforiokuma said LCC would officially announce the toll fees covering different categories of road users two weeks before commencing full operation as stated in the contact.

Speaking in Lagos with reporters, he said the modalities for collection of the toll have been carefully designed to ensure that Lagosians make convenient payment through electronic devices tagged ‘Swift Pass’ and e-Tag to be attached to cars screen capable of receiving signals from electronic sensors installed at the toll plazas from several commercial banks in the country.

He explained that prospective road users, who chose to ply the road, are expected to access the card free with deposit in their bank account. “If you are in the dedicated express lane for e-Tag users and you do not have sufficient funds in your account, you will be ejected to a mixed lane, where you will be able to pay cash and also recharge your account.

“Toll road will be different in comparison to how roads have been managed previously. It will be maintained by LCC throughout the 30-year concession term, using effective and durable maintenance technique.

“A fast growing development corridor such as that served by the Lekki-Epe Express, with over 85,000 vehicles using the express daily, needs good road infrastructure to support its continued development and growth,” he said.

Are those pictures of Okun Ajah? Many have been hearing about this sea side location but haven't seen or experienced it.

Can you repost the pictures and any others you have on:

I noticed that there is diversion of the traffic going to Alpha Beach to Igbo Efon.

When you go along the expressway towards Ajah, you would see the diversion signs just before you get to Igbo Efon.

It seems the signs were placed there by Julius Berger. Is this what you were referring to in your earlier post about some work being done on the Alpha Beach road?

Can you confirm that Julius Berger would be re-constructing the Alpha Beach road and the extent of work they would be carrying out? The Beach is too much of a tourist attraction to be left isolated by such a bad road.

Also, a link road to Okun Ajah would provide an alternative route (to the one leading to Abraham Adasanya) for residents of Okun Ajah and environs.

There have been a few developments in the last few weeks:

1. The construction of a pedestrian bridge at the entrance of Oniru Estate. Casting of only the support in the middle of the road has been done.

2. Work on the Amazon Oil "round-about" seems to be nearing completion. What exactly is planned is not yet clear since it is not really a round-about.

3. The construction of a pedestrian bridge at Ilasan (Jakande). Piling for the support in the middle of the road is on-going.

4. A diversion of traffic going to Alpha Beach into Igbo Efon. It seems as if Julius Berger is about to work on the Alpha Beach Road.

Do you have any info on why the road work between Okun Ajah and Alpha Beach is yet to commence and the likely commencement date?

Thanks, your efforts are appreciated.

Granted, our team was no team.

We haven't finished the first round and he has already awarded two 'worst' titles to Nigeria?

First it was his post 'Kaita's red card could be this World Cup's worst' on June 17.

See more on this at:

Then 'Yakubu automatically wins worst miss of the World Cup' today (see http://g.sports.yahoo.com/soccer/world-cup/blog/dirty-tackle/post/Yakubu-automatically-wins-worst-miss-of-the-Worl?urn=sow,250521)

And it got me thinking if this Peck guy has some axe to gring with Nigeria or Nigerians!

Am I missing something?

Well done!

Those are great pictures you have there.

I especially love the one with the lightning around the ecunemical centre (is it still called that name?)

Keep up the good work!
