Some officials who served under former Osun State governor, Gboyega Oyetola, have returned government vehicles that they allegedly took away illegally, PREMIUM TIMES learnt. Governor Ademola Adeleke had on Sunday issued a 48-hours ultimatum to Mr Oyetola, his wife, Kafayat Oyetola and some officials of his administration to return the vehicles or face criminal charges. Before Mr Ademola issued the warning, Mr Oyetola’s wife had said she used her personal vehicle as First Lady of the state and did not take away any government vehicle. But while defending his former officials, Mr Oyetola said he gave out the vehicles to them in appreciation of their service to the state. The All Progressives Congress (APC) in the state also said the former governor and his officials are entitled to keep the vehicles in line with the laws of the state. However, a top official at the Bureau of General Service of the state, who requested not to be named because he has no authority to make public statements on behalf of the agency, told our reporter on Tuesday that some of the officials have returned the government vehicles in their possession. The source, who refused to mention their names, said they include a few of the former commissioners. “The commissioners are silently returning the vehicles, I think it must have been as a result of the 48 hours the governor gave them,” the source said. “I was informed that one of the commissioners returned a Toyota Hilux yesterday. The person said he will return the official vehicle today. He said he was not aware that no law gives them the permission to take the vehicles home,” the source added. “Another former commissioner also called and promised to return the vehicle. The thing is that they are secretly returning the vehicles.” When contacted, Olawale Rasheed, spokesperson to Governor Adeleke, confirmed the development. “It is true that the people are secretly returning the vehicles because they are now aware that there is no legal basis for them going away with government vehicles, it is like engaging in criminal conduct,” the governor’s spokesperson said. Mr Rasheed stressed that any of the public office holders who refused to return the government vehicle by Wednesday would face prosecution. The governor’s spokesperson explained that the implication of not returning the vehicles is that the state government will need to purchase new vehicles which he said will cost N3.2 billion. “People should not think that we are witch-hunting. We are telling them to return the vehicles because we do not want to spend extravagantly when the state is still lacking development, we are still even struggling to pay salary, even if we want to spend on vehicles, it should not be too much,” he said. “The challenge is that the state government will spend almost N3.2 billion to purchase new vehicles for all the government parastatals. We are not witch-hunting anybody, many people do not know the implications.” State pension law Meanwhile, the extant law of the state on pension, severance package and other fringe benefits for public office holders does not indicate that a public office holder can go home with government property. The “State of Osun Public Office Holders (Payment of Pension and Severance Package)” was signed into law by former Governor Oyetola on 3 June, 2019. Section 2 subsection 1(ii) of the law states that: “A duly elected or appointed public office holder shall upon the successful completion of his term: (a) In the case of Governor, the Deputy Governor and Members of the House of Assembly be entitled to a severance gratuity, and (b) In the case of members of the cabinet and members of statutory bodies be entitled to a one-off severance package. Provided that such person had not been impeached or removed from office for breach of any provision of the constitution. (2) The sum payable as pension and or severance package under the provisions of this law shall be charged upon the Consolidated Revenue Fund for the state. (3) The total emolument of public office holders shall include salary, allowances and fringe benefits as contained in the schedule to this law. (4) Subject to the provisions of section 124 of the 1999 Constitution of the Federal Republic of Nigeria (as amended), the pension and severance package mentioned in this law shall be payable at the expiration of the tenure of the holder of the office. (5) Where the public office holder vacates office before the expiration of the term of his office for reasons other than impeachment or breach or any provision of the constitution, he shall be paid pension and or severance on a pro-rata basis for the number of years he held such office. You will recall that couple of days ago, Governor Wike sealed the said office wherein he chased out all the security guards in the said building, today he has revoked the Certificate of Occupancy. Breaking: Another N1.5 billion Vehicle Disappearance Uncovered in Osun •No Law Authorises Oyetola and Officials to Bolt Away with N2.9bn Vehicles - Osun PDP The Asset Recovery Committee of the Osun State Government has uncovered another N1.5 billion worth of vehicles the former state officials bolted away with after their exit from office. This is coming just a day after the first batch of diverted vehicles valued at about N2.9 billion in possession of former Governor Oyetola, his deputy, wife and other top officials were released to the public. The All Progressives Congress had admitted the former government officials converted the listed vehicles for their private uses, citing a non-existing law and confirming the former Governor indeed illegally dashed away government vehicles. The Committee through its Chairman, Dr B.T. Salami have today issued new directive for the retrieval of another batch of vehicles numbering 55 with an estimated value of N1.5 billion. " We have uncovered another batch of diverted vehicles numbering 55. Those in possession of those vehicles should return them forthwith", he directed. Among the assorted vehicle models are Kia Sportage numbering 40, Toyota Hilux, Prado Jeeps, Toyota Avensis, Nissan Pathfinder Jeeps, Toyota Highlander, Ford Transit numbering seven among others. Ex-officials holding the affected vehicles include Oyetola's commissioners and Special Advisers, Head of Service, Chief executive of some government agencies. These categories of ex-officials are directed to return the vehicles in their possession before the administration trigger repossession operations, the Committee Chairman insisted. Meanwhile, the Osun State chapter of the Peoples Democratic Party(PDP) has expressed shock and indignation at the false legal claim to appropriate state vehicles made by the state's All Progressives Congress (APC), declaring that " there is no law in Osun books that empowers a Governor and cronies to bolt away with state vehicles. "It is embarrassing reading the opposition citing a fake law when in reality there is no state or federal law that support such brazen act of diversion. By openly admitting such diversion of public properties to private use, the ex-officials are culpable before the law”. We submit that a tradition of ex-officials going away with their official vehicles is a corruption ridden custom which is not known before the law. Using a supposed tradition to divert almost N4billion vehicles for private use is reprehensible and unacceptable. "We commend the administration of Governor Ademola Adeleke for issuing retrieval directive through the Chairman of the Assets Recovery Committee. Osun people expect nothing but that the ex-officials return the vehicles as urgently as possible", the State Caretaker Chairman of PDP, Dr Akindele Adekunle stated.

PRESS RELEASE 26/12/2022 Osun Govt disengages consultants, revenue collectors on quarry sites The Osun State Government has disengaged all consultants and revenue collectors on all quarry sites across the State with immediate effect. The disengagement was directed by Hon Samuel Yinka OyeDotun , Chairman Committee on Solid Minerals inaugurated by the Osun State Governor, Senator Ademola Jackson Nurudeen Adeleke. In a statement signed by the Secretary of the Committee, Barrister Hashim Abioye, the decision was necessary to stem the tide of loss of revenue for the State, warning all the illegal revenue collectors to steer clear of all quarry sites in the state. According to Barrister Abioye, the Committee is in receipt of information that some unauthorized agents have been collecting revenues purportedly for the State government on quarry sites, which end up in private pockets. "Consequently, as part of the mandate of the Committee, all individual or corporate consultants and revenue collectors on the State quarry sites should henceforth desist from plying the quarry sites in the State as a new arrangement will soon be announced in that regard in conjunction with the Osun State Office of Solid Minerals," he noted. "Furthermore, all quarry operators and stakeholders in the quarry business in the State are to within 48 hours from the time of this announcement contact the Committee on Solid Minerals for information about the new arrangement. Guber Tribunal: INEC defends Governor Adeleke’s victory, says there was no over-voting The Independent National Electoral Commission(INEC) has launched its defence of the July 16th victory of Governor Ademola Adeleke, positing that over-voting can only be proven through comparison of server secondary data with primary data in the BVAS machines. In a very revealing disclosure for the the second straight day of defence, the electoral body faulted claims of voting as emanating from lack of understanding or deliberate oversight on the part of the petitioners on the working of the voting machines. In a presentation by the witness from INEC, Abimbola Oladunjoye, the Tribunal was told that after the election, the electoral body had to embark on a synchronization process after which data will be transmitted to the backend server. According to the witness, if there is no network on a BVAS machine, the information will not be transmitted to the back-end server. This makes the back-end server an unreliable source to determine over voting. On the previous data provided a team of lawyers from the All Progressives Congress(APC) , the INEC witness said it was to fulfil the spirit of the freedom of Information law which mandates the commission to provide information sought within a stipulated number of days. While explaining that the commission deployed 976 BVAS devices to cater for some large voting centers during the election, the commission affirmed that over voting cannot be proven except through diligent comparison between form EC8A and the physical BVAS Machine. “The earlier report as at 22nd of July was in fulfilment of the FOI law mandating inec to provide response to information sought. As at this time, sychronization of data was still ongoing at the inec server backend”, the witness noted. The sitting at tribunal was punctuated by intermittent adjournments even as the the BVAS machines used at the challenged polling units by APC counsels were brought to court today. It will be recalled that the total sum of 976 polling units were falsely alleged for over voting. However, Mrs Oladunjoye who is a deputy director of ICT department cleared the mess by thorough explanation before the tribunal today. She further established that a BVAS machine was deployed to where the total registration of voters were more than 750, stressing that the primary source of overall result was form EC8A, BVAS machines and the registered voters. The details were given on how failure of network can cause awkwardness for transmission of the result to the headquarters. She thereby said the result will remain on the BVAS storage.
