It's not yeye question. that situation happened because the cafe guy was doing the reg for more than 1 person at a time. the only explanation for the thumbprint part that was supposedly skipped is that the system picked another thumb.
as per the consequences of the skipped thumbprint, tell that person to forget about batch A because his thumb isnt in the nysc databaze. he will sent packing at arrival. @ oluwafirefunmi can explain better.

he claimed no one was there, he did his left and right thumbprint, d guy was trying to proceed but network was avin ish so the guy kinda cancelled d page and reloaded....then the next page gbam! So what can the person do now

I can assure u over and over again that this thing z not a scam...to b honest with u,wherever u get is where u ll serve,except u redeploy after camp.
The truth about it is that hackers were able to source out posting information we shouldnt b getting yet...we should b getting it later,probably few days to camp..
