The card reader trick is evident that INEC has been compromised as it took the President more than 30 minutes to get accredited in Otuoke, even at that he and his wife had to be accredited using the incident form.


The APC trick with card readers is now confirmed. Card readers working well in APC strongholds (Buhari was accredited in less than 40 seconds). Card readers in PDP strongholds seem to be having issues (it took Mr President over 30 minutes to be accredited). Nigerians remain calm. God's will shall prevail! Amen

Card readers were apparently failing often at a polling booth near an Accenture staff's home. And the guy couldn't understand why...cos the readers were all new. So he approached the INEC woman. Inspected the reader. Only to find the protective film on the lense of the reader had not been removed. After a protracted argument he convinced the woman to remove it. The reader not only read the prior rejected cards, it was reading with even faster response time. Please share. It could help a lot.

The Rivers State Governor, Chibuike Amaechi, has said the reasons adduced by his deputy, Tele Ikuru, for resigning from the All Progressives Congress, APC, were shocking to him.
He stated this via a statement by his Commissioner for Information and Communication, Ibim Semenitari, on Sunday.
Mr. Ikuru resigned from the APC and immediately canvassed support for the governorship candidate of the Peoples Democratic Party in the state, Nyesom Wike. He followed Mr. Amaechi to the APC after the latter and four other governors dumped the PDP for the opposition party in 2013.
Mr. Ikuru, who was deputy governor to Mr. Amaechi’s predecessor, Celestine Omehia, retained his position after Mr. Amaechi assumed office in October 2007 following Mr. Omehia’s sack by the Court of Appeal.
Ms. Semenitari’s statement said the governor received the news of Mr. Ikuru’s resignation from the APC on Sunday evening. It stated that the news remained unofficial as the deputy governor was yet to notify the governor of his move. It, however, said the governor wished him the best in his future political endeavours.
“He however wishes to note that the reasons adduced by Engineer Ikuru are shocking as Deputy Governor lkuru has consistently been the one driving political activities in his local government area of Andoni. He has also been the second in command driving politics and governance in Rivers State,” the statement said.
It also said the governor had hoped that “the numerous rumours of Engineer Ikuru’s double-faced membership of the APC and open romance with the PDP were not true, he however appreciates the fact that every individual has a right to pursue his political dreams, as he deems most appropriate.”
The statement further stated that it was regrettable that Mr. Ikuru chose the path of bare faced lies and name calling rather than the path of simply retracing his steps to where he has always been.
“On a personal note, Governor Amaechi has accorded Engineer Ikuru all the privileges and respect due the office of the Deputy Governor and has treated him with love as a friend and brother,” it stated.
Ikuru’s reasons

In an address entitled “A Call on the Conscience of The People of Rivers State,” in which he announced his resignation from APC earlier on Sunday, Mr. Ikuru said “Ever since, as the true nature and motives of APC are unveiled, I have continued to twist and turn in extreme mental and emotional agony.
“The more I struggle to belong, the more the Rivers man in me rejects the APC.
“After carefully studying, interacting and analyzing the leadership of the party, I have come to the sad conclusion that the APC is a party of rebels, insurgents and anarchists, clothed in robes of pretense and deceit. APC is a party founded on deception and it thrives on unholy propaganda and falsehood.”
The deputy governor said he would not want to be among the Niger Delta people who will chase out their kinsman, President Goodluck Jonathan, from the position.
Mr. Jonathan, from neighbouring Bayelsa State, is the presidential candidate of the PDP in the March 28 election.
Mr. Ikuru said, “I wash my hands off this treachery and in the light of the above, I wish to urge all my supporters, the good people of Rivers State to join hands with other well-meaning Nigerians to massively vote for President Goodluck Jonathan and the Transformation Agenda that has brought so much relief and succour to the greatest number of Nigerians.
“I also urge all Rivers People to vote for Nyesom Wike (CON), who has shown by his antecedents, track records and boundless capabilities that he will deliver good governance to the People of Rivers State,” the Deputy Governor said in his defection speech.

The All Progressive Congress (APC) presidential candidate, Mohammadu Buhari recently returned from a visit to London. He went to London for a medical treatment. The grueling presidential campaign had taken a toll on the ailing Septuagenarian and he desperately needed medical attention. His appearance, while in London, at the Chatham House was merely a smokescreen; it dissembled the object of the visit: medical treatment. Although, the APC presented his London visit as a “working visit”, he failed to attend most of the programs organized as part of his “working visit”. His Chatham House appearance allowed the APC an opportunity to sell the Buhari presidential candidacy to the world, and especially, the United Kingdom. At the Chatham House, he presented a paper titled “Prospects for Democratic Consolidation in Africa: Nigeria’s Transition”.
The Chatham House hype belied the outrageous cost of that public relations outing for the APC. It cost the APC about N5 billion. The money was for the payments for the speaking engagement, numerous foreign consultants, air tickets for the huge APC delegation (including a contingent of governors), the purchase and renting of vehicles, hotel bills and other logistics. 
Unknown to many, is that the London visit also allowed Buhari the opportunity to source funds from a number of Arab donors. Despite repeated denial by General Muhammadu Buhari and the APC of being sponsored by Arab countries and businessmen, intelligent sources revealed that Mr. Buhari made contacts with at least two Saudi billionaires with links to the Al Qaeda terrorist group. He solicited and received their financial support for his presidential campaign.   
That Buhari is seeking financial help from Arab billionaires is fathomable. There are indications that some of his erstwhile financial backers are now withholding their funding from his political quest. Governor Rabiu Kwankwaso of Kano State, an APC stalwart, recently made it clear that he cannot continue to fund the Buhari campaign because he needs money to pay state government employees. Another major financier of the Buhari campaign, Alhaji Atiku Abubakar, is disenchanted with the APC. Consequently, he is hobnobbing with the ruling party, the People’s Democratic Party (PDP). And once provided a soft landing, he will readily return to the PDP. He has since seized to be a financial supporter of the Buhari candidacy. 
Governor Rotimi Amaechi of Rivers State was one of the most important financiers of the APC presidential candidate. Notorious for his flippancy and reckless remarks, he repeatedly embarrassed the APC with his unguarded statements. In one of his brazen remarks, he said that Nigerian soldiers fighting the Boko Haram insurgency can justifiably disobey orders from their commanders. Legal experts considered his statement treasonable because Section 44 of the Criminal Code provides that: Any person who attempts to (a) seduce any member of the armed forces of Nigeria from his duty and allegiance; or (b) to incite any such persons to commit an act of mutiny is guilty of a felony, and is liable to imprisonment for life. The party tried to rein in his glibness. Piqued by his party’s remonstration, Amaechi is sulking, and in retaliation against the party, is holding back funds from the Buhari campaign. 
With the once bloated coffers of the Buhari Presidential Campaign drying up, Buhari is in a desperate need of money. As such, he is reaching out to Arab donors for money. The sourcing of money by Buhari from Saudi businessmen with links to global terrorist groups is illegal. The Nigerian electoral act prohibits political candidates from raising foreign money and /or taking money from foreign donors. Yet, in his characteristic disdain for the constitution and national laws, Buhari went with cap in hand to London, begging money from fundamentalist Saudi Arabian billionaires with ties to both Al Qaeda and ISIS. It is important to note that Buhari, his Saudi sponsors and the leadership of both ISIS and Al Qaeda are all fundamentalist Sunni Moslems.   
Buhari’s ties to terrorist group, Boko Haram (with its enduring ties to Al Qaeda) that has lately declared its affiliation with ISIS have never been in doubt. For an earlier proposed negotiation between the terrorist group and the Nigerian government in Saudi Arabia, the Boko Haram chose him as its representative. He once proposed a general amnesty, financial rewards, jobs and political appointments for Boko Haram terrorists. Before he started feigning the image of a national, unifying figure and trustworthy presidential candidate, he was critical of the Nigerian army for killing Boko Haram members and his supporters celebrated Boko Haram attack on Nigerian soldiers.

ONE month ago, the APC had whipped its supporters into frenzy in believing it is bound to win an election it really has no chance of winning. In truth, if the election had been conducted then for chairman of the EFCC, Muhammadu Buhari would have been declared winner by a landslide. However, with postponement of the election, a lot of water has passed under the bridge. Even Buhari’s self-styled credential as Mr. Integrity has unraveled.
Buhari’s entire campaign posture for the 2015 presidential election stands on two shaky grounds. He fashions himself as Mr. Integrity; the implacable enemy of corruption in Nigeria. He is the one who reportedly is going to ensure that corruption is a thing of the past in Nigeria. He is also the one who is going to destroy the Boko Haram in the twinkling of an eye; even though a number of months ago, he was negotiating for amnesty and golden handshakes for the insurgents, and they nominated him as their preferred middleman in any truce negotiation with Nigeria.
Buhari’s disappearance:
Things have not gone too well for the Buhari campaign since the postponement of the election. He did not help things by disappearing off the political radar for virtually two weeks. By the time he re-surfaced, Boko Haram was toast. We no longer needed Buhari’s vain promissory notes to deal with the insurgency. One after another, town after town were recovered from the Boko Haram. In many respects, they have been routed as the Nigerian army came into its own after having received its new consignment of weapons.
As a result, we are no longer hearing anything from Buhari about whipping Boko Haram. All he had left was his anti-corruption mantra. But that one also came to grief with the airing of AIT’s tripartite documentary entitled: “The Lion of Bourdillon.” This alleged that Bola Tinubu, the self-styled national leader of the APC, is steeped in corruption. It claims Tinubu is the biggest landlord in Lagos, and maintains he has acquired so much property through very sharp practices.
While the veracity of these allegations is yet to be ascertained beyond reasonable doubt, the documentary has brought to the fore the flies in the anti-corruption ointment of Buhari. The truth is that corruption in Nigeria is not the exclusive preserve of the PDP. It is also the chronic ailment of the APC. Neither is corruption only the malaise of the Federal Government; it is equally the malaise of state governments, including those ruled by the APC. Indeed, Murtala Nyako of the APC was impeached and removed as governor of Adamawa State partly because it was alleged that he had corruptly enriched himself with government funds.
The question then is this: Does Buhari’s so-called zero-tolerance for corruption extend to his APC colleagues? Will Buhari, in the unlikely event that he becomes president, go after APC thieves as well as PDP thieves? Or will he turn a blind eye to APC thieves and molly-cuddle them? Suddenly, the anti-corruption searchlight turned on to Buhari and his friends, and just as suddenly, we discovered what some of us have always known: that Buhari, the Emperor of Anti-Corruption, has no clothes.
Buhari’s response to the issue of corruption in APC ranks reeked with sheer hypocrisy and double-standards. Like charity, Buhari’s anti-corruption must begin at home in the APC if it is to be credible. However, Buhari is not inclined to prosecute his friends. Instead, he came up with a pronouncement that virtually rubbished his anti-corruption posture. He said: “Whoever that is indicted of corruption between 1999 to the time of swearing-in, would be pardoned. I am going to draw a line, anybody who involved himself in corruption after I assume office, will face the music.”
Insurance for corrupt supporters
This means as long as you steal money between 1999 and 2011, you have nothing to fear under a Buhari presidency. This is, of course, an insurance policy for his corrupt supporters, assuring them that they would have nothing to fear by giving him their vote. Buhari did not come out in strident support of Bola Tinubu. He did not come out to tell the world that, contrary to the AIT documentary, the Bola Tinubu he knows is a man of unimpeachable integrity. Instead, he told the world that if there are thieves among his friends, they can rest assured that he would pardon their thievery.
When President Jonathan pardoned the former governor of Bayelsa, Diepreye Alamieyeseigha, a man who had been convicted of corruption and was a refugee from justice from Britain, Nigerians were incensed. This was rightly seen as the president condoning corruption. One would have thought this kind of thing would not occur with a man who talks anti-corruption day and night. However, in the case of Buhari, he would not only pardon one corrupt associate, he would pardon them all.
When asked how he was going to get funds to revitalise the economy, Buhari stated that he was going to get all corrupt past leaders and officials cough out their stolen money. This was nothing but a nonsensical policy. It is bizarre and odd for Buhari to think he can run Nigeria, revamp the educational system for example, by recovering stolen money. Where will he get this money from? Who will give it to him? Would such recovered money not amount to a storm in the teacup?
But now that he has dumped this anti-corruption charade in favour of a blanket pardon for the corrupt, it is clear that political reality is beginning to erode Buhari’s highfalutin campaign grandstanding. It is equally significant that Buhari’s new stance on corruption comes coincidentally after AIT documentary on “The Lion of Bourdillon,” where one of his most important allies was accused of corruption. Clearly, it is high time Buhari stopped deluding Nigerians that he is genuinely anti-corruption and that he can eradicate corruption in Nigeria by sending corrupt politicians to jail.
Buhari was Nigeria’s head-of-state for a period of 18 months in the 1980s. At the time, he ran so rough-shod over the Nigerian judicial system that the Nigerian Bar Association proscribed Nigerian lawyers from appearing in any of Buhari’s kangaroo courts. Buhari sent both corrupt and non-corrupt politicians to jail, sometimes for up to 300 years. Nevertheless, corruption was not eradicated. It continued unabated because it was not addressed structurally. Even the practice under Obasanjo of shooting armed robbers by firing squad in Bar Beach failed to stop armed robbery. All it did was to brutalise the Nigerian public.
Jonathan’s effective approach
Surely, the more reasonable and effective method is to remove the avenues for corruption. This is what Goodluck Jonathan has been doing. He has sanitized the payroll system by removing some 50,000 ghost-workers, saving the country a whopping N200 billion in the first instance. He has removed the fertilizer middlemen; saving Nigeria hundreds of billions of naira. He has sanitized the electoral register. Over three million ghost voters have been removed; one million in Zamfara State alone. He is going after corruption in the oil sector with the Petroleum Industry Bill.
In the vainglorious case of Buhari, it did not help matters that he fought corruption with corruption. He interfered blatantly in the judicial process. The judge who sent Fela to jail later went to apologise to him in hospital afterwards that he did it under government duress. Nevertheless, some members of the Nigerian public, baying for the blood of corrupt politicians, hanker back to the high-handed days of the Buhari era, when the human rights of innocent Nigerians were violated on the altar of anti-corruption, and some Nigerians were even judicially murdered under heinous retroactive decrees.
What Buhari is not telling them is that he has no power to do this under today’s democratic dispensation. Buhari goes on the stomp and says: “When we come into power, anyone who steals Nigerian money will end up in Kirikiri Maximum Prisons. We are going to make sure that Nigeria’s wealth belongs only to Nigerians.” But the truth of the matter is that, in a democracy, the president does not have the judicial power to send anybody to Kirikiri. If the EFCC does not prosecute, the president cannot become the chairman of the EFCC. If the judges do not convict, Buhari cannot transform himself into a judge.
Deceived electorate
All those who have been deceived into believing that Buhari will just become president and begin to lock up corrupt politicians left, right and centre are dreaming. In the unlikely event that Buhari becomes president, he will neither have the power to do so, nor the inclination to do so. The reason is simple: many of the thieves are his friends and allies in the APC. Buhari talks change, but he is running around with the old breed of politicians. You can always tell a lot about a man by the composition and character of his friends.
Buhari fashions himself as Mr. Integrity, nevertheless, he was not averse to serve under Sani Abacha, one of the most corrupt heads-of-state in the history of Nigeria. Even more significant, Buhari insisted that Abacha was not corrupt at all. On the 10th anniversary of Abacha’s death, Buhari told incredulous Nigerians that all the allegations of looting the treasury leveled against Abacha were “baseless.” He said: “ten years after Abacha, those allegations remain unproven because of lack of facts.”
Buhari held this position in spite of the millions of dollars of Abacha’s loot recovered from banks around the world, and in spite of the fact that the Abacha’s family signed a formal agreement to return over $1 billion of such monies to the Nigerian government. We can see therefore that, from the point of view of Buhari, only the PDP has the copyright on corruption. Every allegation of corruption leveled against his friends and financiers must surely be “baseless.”
It is this kind of double standard that prompted Buhari to jail Vice-president Ekwueme while only putting President Shagari under house arrest. Fela Anikulapo-Kuti poked fun at this in one of his songs. He said: “Driver commit accident Buhari lock conductor.” Given the many corrupt drivers that abound in Buhari’s APC’s, we can anticipate that he will only be interested in locking up conductors in the unlikely event that he ever becomes president

He continued, “but we know better now, they come in every four years to plead for votes but ignore our existence when they win”.

For residents of Sagbokoji Island, Amuwo Odofin Local Government Area, of Lagos state, nothing is particularly special about the 2015 general elections.

The forthcoming poll serves as another Charade of Campaign Promises and unachievable plans by the ruling Political party in Lagos, the All Progressives Congress, APC.

“The APC government talks about change but deprive us of our rights to livelihood, I’ve stayed here all my life, ACN as we used to call it, now APC has abandoned us because we have continued to vote for the PDP,” Abi Jewel, an Ijaw settler says.

Just like the story with Makoko, a settlement on the Lagos Lagoon, forcefully demolished by the state government, which led to the deaths of many, residents express worry.

“Governor Fashola kept talking about mega city but the poor is not welcomed to such a city. Before the general election in 2011, they were in Makoko to campaign for votes but did you see what they did there? The government even called us foreigners, miscreants and thives”, Rosemary Magre, an Ilaje businesswoman in Igbologun tells me.



In the same vein, the Sagbokoji people have had to go to courts over the planned sack by the state government, having moved from Idiagbon community, another settlement sold to the rich and wealthy, says Abi Jewel.

“We are nomads’ but they come over here for votes when it’s time to woo electorates, we are waiting for the day of election so we can show those screaming ‘change’ a slogan that only protects the wealthy Lagosians but we will go all out to vote and we will see that our votes counts” Jewel maintained. “We have not forgotten and we cannot forget.”

The impoverished riverine settlers are right to consider their eviction a grave injustice. The government appears wholly disinclined to offer any housing assistance to evicted families.

Mrs Komolafe Ezikiel says “Fashola and APC do not want us but want our votes, they have moved against our means of survival by ignoring our existence and pushing for our eviction”.

“I am a trader,” she added, “all we have asked for is to be allowed to settle by the waterside to continue fishing, we do they sack us and now come for our votes,”



The micro-economy here survives mostly on fishing and the trade of basic staples, but that survival according to a fisherman Mr Deji Emerua, in Ilado, another riverine community in same Amuwo Odofin LGA, cannot be guaranteed by the APC led government.

A trip to Sankey Island, another community surrounded by wooden shacks, the riverine dwellers in strong terms vow to vote out the Fashola led government that it says has failed to provide the basic amenities for the people abandoned by the Babatunde Fashola government and successive governments since 1999. The riverine community is host to over a million settlera.



“We have seen them coming here to beg for our votes, someone has informed us reliably that Fashola asked the court to suspend the case until after elections, which means he wants our votes for Ambode and APC before sending his bulldozer to send us parking again for the wealthy to take over our Land”, the Baale, Ade Ogun, maintained.

“Can’t the poor live in Lagos”? The Baale probes further.

As I visited Igbologun, another settlement, and spoke with some of the settlers, I saw – and felt – fear and dashed hopes visibly written on the peoples’ faces.



“We have no boats for transportation, we have no healthcare facility, we’ve had to transport our heavily pregnant women to give birth in places like Apapa by paddling the boats, most have had to deliver their children on the high sea” explains Godson Abikwi, a resident said.

This revealing story represents the the accounts of close to 2 Million Riverine settlers in Lagos who are yet to witness any form of change under the APC government and see the Party’s promise as failed while insisting that Charity – must begin from home.

A total of 120 support groups of former Vice President Atiku Abubakar on Tuesday defected from the All Progressives Congress to the Peoples Democratic Party.
They dumped the APC for the ruling PDP at an elaborate ceremony held at Shehu Musa Yar’Adua Centre, Abuja.
However, in a swift reaction, Turaki Vanguard, the umbrella group of Mr. Atiku’s supporters said members of the 120 groups are not supporters of the former vice president.
Mr. Atiku, the Turakin Adamawa, was a member of the PDP before decamping to the APC in 2014. He however failed to pick the presidential ticket of the party, losing to Muhammadu Buhari, who is flying the party’s ticket in the March 28 presidential election.
Peter Ogar, national coordinator of Renaissance for Socio-political Transformation of Nigeria, who spoke on behalf of the groups, said they decided to return to the PDP that there was no alternative to President Goodluck Jonathan.
He said after critically analysing the president’s development programmes, the groups came to the conclusion that they surpassed all those executed by previous governments in the country.
“We have understood the event of December 10, 2014, wherein our able leader, the Turakin Adamawa, Alhaji Atiku Abubakar, was, through a gang up, denied us and indeed Nigerians the chance to have a true option in the forthcoming presidential election,” Mr. Ogar said.
“Accordingly, we had to take time to analyse the inner workings of the current administration under President Goodluck Ebele Jonathan and came to the conclusion that outside the Turaki, there is no better candidate within any opposition political party, hence the need for a rethink and strategic political repositioning for the sake of our great country, Nigeria.”
Receiving the defectors, the National Deputy Chairman of the PDP, Uche Secondus, assured them that they were now in the right party.
“Today, you have decided to return, you have equal rights with any other member of the party who have been there for a long time,” Mr. Secondus said. “You are free to engage in any party activities especially at this time when we are campaigning and election coming on the 28th.
“There would have been no better time for you to show and to declare your support for the party and our candidate, Jonathan. The rally point today is Jonathan; he is the symbol of Nigerian unity.”
Mr. Secondus accused the APC of planning to churn out false information against Mr. Jonathan and the PDP as the elections approach.
He said, “Let me give you this alert – the opposition especially the APC, in the coming days and weeks towards the March 28 have deliberately packaged well misinformed and propaganda that they are ready to be dishing out to the public.
“These propagandas are aimed at blackmailing with the president, the party or people in government. It is good for us to alert you on this so that by the time you see all sorts of headlines….I saw a headline in the newspaper today saying that the Federal Government had contracted an Israeli company to jam the card readers. Can you imagine?”
Also speaking at the event, the Minister of the Federal Capital Territory, Bala Mohammed, said the APC was already divided against itself and that its members were always in conflict.
He said Mr. Jonathan had performed well since he assumed office. According to him, under the Jonathan administration, Nigeria had become the largest economy in Africa while other infrastructures are now working in the country.
The Special Adviser to the President on Political Affairs, Ahmed Alkali, described members of the APC as “desperate politicians” who should not be identified with.
He said the opposition regrettably did not want the elections postponed even though they knew the Independent National Electoral Commission was not ready for the polls.
Mr. Alkali said by their defection, the 120 groups had become part of the over 5000 groups supporting Mr. Jonathan.
The presidential aide said Mr. Atiku was on vacation from the PDP and would return to the ruling party like his supporters soon.
However, Mr. Atiku’s spokesperson, Garba Shehu, could not be reached for comments as he did not pick telephone calls to his mobile telephone.
The National Publicity Secretary of Turaki Vanguard, Soji Bamidele, told PREMIUM TIMES that the defectors were not Mr. Atiku’s loyalists as they claimed.
“They are faceless groups, we don’t know them,” he said.
Mr. Bamidele, who confirmed that Mr. Atiku was being wooed back into the party, said the former vice president “is not shifting ground and will never go back to the PDP”.

Nigeria’s March 28 presidential election will be the first in which the ruling People’s Democratic Party (PDP) has faced serious opposition. The All Progressives Congress (APC) was formed in 2013 and is led by former military ruler Muhammadu Buhari – its presidential candidate.
The APC has made rapid political gains and has welcomed swathes of defectors from the ruling party. It now governs 14 states and has edged a majority in the House of Representatives.
Recent public polls put Buhari and President Goodluck Jonathan in a dead heat for the top job, each commanding about 42% support.
Buhari, who was in power for 20 months from 1983, is seen as being strong on corruption and security. Much of his party’s campaign has focused on those issues, couching his appeal in the vague language of “change”. Is there any proof that his party delivers?
Electricity
The claim: “The only states which have invested billions into and actively developed and built independent power plants… can be found in APC governed states.”
Our verdict: This claim, made in a television advert, is false. PDP states have also invested in independent power plants (IPPs).
APC states do however appear to have been particularly proactive regarding power generation. Among them, Lagos – the commercial capital – stands out. It has built six functional independent power plants, with a total capacity of 60MW, to power public schools, hospitals, street lighting, and government facilities across the state. Other states investing in power include Kano, which is undertaking a 35MW IPP, and Sokoto.
However, a number of APC state governments, like Oyo, Osun, Ogun and Ekiti, have not invested in any power plant projects. A 49MW power plant inherited by the APC government in Ogun State is not currently in use.
Most of the IPPs in Rivers State were originally built when the state was under the control of a PDP government; state governor Rotimi Amaechi defected to the APC a little over a year ago.
Other PDP states have also made efforts in the power sector. The Akwa Ibom state government’s 190MW capacity power plant predates Lagos’ IPPs. Delta state has also invested billions of naira in an IPP, although the project has since become bogged down in controversy.
Roads
The claim: “The APC has built thousands of kilometres of quality roads.”
Our verdict: The claim that thousands of kilometres of roads have been laid, also made on television, is true. Whether they are “quality” is difficult to ascertain.
It is not possible to quantify the total length of road the opposition has built, because most states in Nigeria do not make their budgets publicly available or publish comprehensive project lists. However, “put together, APC states have built thousands of kilometres of road,” confirms Stanley Achonu, of the Lagos-based BudgIT Nigeria, a start-up using creative technology to represent budgets.
For instance, Sokoto has reportedly constructed 3,775 miles (6,075km) of road in the past seven years. Local press say that over 1,000km of new roads have been built in Rivers state. In a briefing last year, Lagos state said it had completed 147km of roads, with another 211km ongoing. Lagos is home to some of the nation’s more innovative infrastructure public-private partnerships, such as the Lekki-Epe Expressway, and quality constructions like the Lekki-Ikoyi Bridge.
Quality is dependent on the contractor, and harder to ascertain. Poor construction and maintenance mean that many of Nigeria’s public roads degrade almost as fast as they are built. “Most of the roads cannot be described as quality,” Achonu argues. “APC states like Kano, Rivers, Lagos, Edo have done well in terms of quality of roads, but poorly done roads can be found. States like Imo have more of badly done roads than quality roads.”
Nigerians are not particularly happy with the state of their roads, whether state or federal. A 2013 snap poll by NOIPolls, a Gallup-affiliated agency, showed that 7 out of every 10 consider them “unsafe”.
Pensions
The claim: “We [Kano state] have increased the pension by more than 4,000%.”
Our verdict: This claim, specific to Kano state, is misleading.
A 2012 pension review made available to Africa Check by Suleiman Abdullahi Dederi, the spokesman of the Kano State Pension Fund Trustees, showed only 1 out of the 10 different categories of pensioners in the state have enjoyed 4,000% increases to their pension payments. Those in the 9 other categories only enjoyed increases ranging between 10% and 45%.
According to the review, Kano’s pensioners were classified according to their monthly earnings. The take-home of pensioners who were previously receiving between 135 and 4,000 naira ($0.67-19.9) has been increased to N5,000. That equates to a more than 4,000% increase for those who were previously receiving below N1,000.
Those that were receiving between N4,001 and N5,000 got a 45% increment; whereas the pension of those receiving between N5,001 and N10,000 was increased by 40%. Other increments were for the categories: N10,001 – N15,000  (35%); N15,001 – N20,000 (30%); N20,001 – N30,000 (25%); N30,00I – N40,000 (20%); N40,001 – N50,000 (15%); and N50,001 and above (10%).
“There are now ten categories of pensioners who have all benefited from the increment,” said Balarabe Gwarzo, chairman of the Kano state branch of the Nigeria Union of Pensioners. “This has really changed the lives of our members especially those that were receiving as meagre as N135 a month.”
Schools
The claim: “We built 500 of the best model primary schools in Africa.”
Our verdict: Africa Check could not independently verify this claim, made in a speech by Rotimi Amaechi, the governor of Rivers State.
Amaechi’s policy on education has drawn attention, with students reportedly moved from old to new classrooms. However, we were unable to confirm if as many as 500 primary schools have been completed and are active. Exam records, which could be used to judge their standards against other primary schools in Nigeria, are not readily available. Independent observers in the past have criticised the quality of new Rivers schools, which they say differ from what was promised.
Revenue
The claim: “Internally generated revenue (IGR) increased from 300-million naira to 1.5-billion naira per month in Osun State.”
Our verdict: This claim was made by governor Rauf Aregbesola on a number of occasions in late 2013, and features today on the Osun State’s “achievements” board. While not far off the mark, it is exaggerated.
According to data from the National Bureau of Statistics (NBS), Osun generated N3.376-billion ($16.7-million) IGR in 2010; 7.398-billion in 2011; and 5.020-billion in 2012.
This means that in 2010 – the year Aregbesola took office – Osun State generated an average of N281-million every month. The N300-million figure pushed by the state for that year is therefore roughly accurate. In 2011, the IGR soared to an average of N616-million per month. But in 2012 the numbers dropped, to an average of N418-million per month.
There is no national data for Osun 2013. But in a September 2014 note, Global Credit Ratings, a ratings agency, noted that Osun State generated N13.1-billion in IGR in 2013, translating to about 1.1-billion monthly.
That represents a significant increase, but not as significant as the state claims.
Hospitals
The claim: “Our concern about the wellbeing of our people has seen us build many high quality hospital facilities in all of our states.”
Our verdict: This claim, made in a television commercial, appears to be false. Some new hospitals have been constructed, but not “many” in “all” states.
Lagos, for instance, has built six new general hospitals under the tenure of governor Babatunde Fashola. But the Oyo state website makes no reference to new hospitals. A request for clarification from state officials did not receive a response at the time of publication.
Some states have built single new facilities. In Edo, for instance, only one new hospital appears to have been established under the current administration. It opened in December 2014. Another is under construction, but incomplete.
Many states have concentrated almost exclusively on primary health centres, which aim to provide accessible healthcare for all. As an example, the Ogun state governor claimed to have rebuilt and reequipped 50 PHCs in his first 100 days in office and a further 50 thereafter. Africa Check contacted the state health commissioner Dr Ola Soyinka, to see if any hospitals have been built, but did not receive a response.
Quality remains a huge problem. An investigation by Punch newspaper quoted a doctor at the Obafemi Awolowo University Teaching Hospital, based in the APC-run Osun state, claiming that they “treat patients with old equipment”. Punch found similar problems in other states – Ogun, Oyo and Kwara – where hospitals are “on the verge of collapse”. It concluded that “decay is now [the] norm.”
A survey carried out by the state chapter of the Nigerian Medical Association in 2013 labelled health reforms “an abysmal failure” due to underfunding. It cited harassment of doctors, “archaic equipment” and an absence of management boards, among other problems.
