The breeder will take care of the puppy for as long as it's with him/her. Mind you that to take care of puppies is both time and money consuming and as a breeder, if you wait for that long to complete the shots, not only would you have spent a lot of money, people wouldn't want to buy the dogs because they're too old
Besides, you shouldn't really be blaming the breeder if the dog contacts parvovirus when it's been delivered to you without any virus. That's as a result of poor handling
People like you even if all the vaccines have been administered and the pup you buy catches parvovirus or any other sickness I'm sure you would still blame the breeder
