Abba Kyari: 5 Nigerians who may succeed late Abba Kyari as chief of staff.

- At least five top Nigerians are up for the position of the chief of staff to President Muhammadu Buhari - This follows the death of Abba Kyari, who died from complications of COVID-19 - One of those believed to be highly qualified for the position is Babagana Kingibe, a very powerful politician The scouting for a chief of staff to President Muhammadu Buhari is believed to have begun with the death and burial of the former occupier, Abba Kyari. Kyari died on Friday, April 17, after contracting COVID-19 during an official trip to Germany. He was buried in Abuja on April 18, according to Islamic rites. However, hours after his burial, a report by The Nation named some top Nigerians who may either be qualified or are touted to be considered for the position.

Here are some of those being considered:
1. Babagana Kingibe This 75-year-old was the running mate of the late MKO Abiola during the June 12, 1993 presidential election that was truncated by the military. He is also believed to be one of the top figures behind the current government.

The report believes that Kingibe is highly qualified having served as secretary to the government of the federation, minister of foreign affairs, internal affairs, and power and steel at different times.

2. Adamu Adamu This current education minister is believed to be one of the closest cabinet members to President Muhammadu Buhari. The report says Adamu had acted as a personal assistant to Buhari for many years to the extent that many thought he would become the chief of staff in 2019 after the president’s return to government. 3. Hamid Ali Believed to be very disciplined and strict, Ali, a former military officer, is the current head of the Nigeria Custom Service (NCS).

4. Boss Mustapha The Secretary to the Government of the Federation (SGF), Boss Mustapha, is another person who, by virtue of his position, has earned the ears of President Buhari. He was appointed after the sack of Babachir Lawal.

5. Alh Moukhtar Lugga was a one of the founder Buhari Support Organization and Former Commissioner of Education of Zamfara State and is reported to have performed excellently in the positions.

THE COLLOSAL INDEBTEDNESS EX. GOV. YARI LEFT TO ZAMFARA STATE

The immediate past administration of ex. governor Abdulaziz Yari Abubakar has left behind a startling sum of N251, 951,849,482.50 as liability to the new administration of Gov. Mohammed Bello Matawallen-Maradun in Zamfara state.

This disturbing position was made known by Chairman Transition Committee ,Mallam Ibrahim Wakkala Muhammad while addressing Journalists at the transition committee Secretariat, Government House, Gusau,

The Chairman said
the Transition Committee was earlier set up by the present administration to verify the level of indebtedness of the state as of the time it took over the helm of affairs in the state.

The report included extractions from an earlier version of the report a transition committee of the immediate past government.

LIABILITIES FROM ONGOING PROJECTS:

The total liability drawn from ongoing projects as submitted by the last administration itself under economic, environmental, general administration and social sectors stands at the sum of N151, 190,477,572.02 (One Hundred and Fifty-One Billion, One Hundred and Ninety Million, Four Hundred and Seventy-Seven Thousand, Five Hundred and Seventy-Two Naira, Two Kobo).

LIABILITIES FROM MINISTRY OF FINANCE:

This includes outstanding loans, contact retention, bailouts and bank loans which left a burden of N65, 361,873,755.75 (Sixty-Five Billion, Three Hundred and Sixty-One Million, Eight Hundred and Seventy-Three Thousand, Seven Hundred and Fifty-Five Naira, Seventy-Five Kobo).

LIABILITIES FROM THE MINISTRY FOR LOCAL GOVERNMENT AND CHIEFTAINCY AFFAIRS:

Under this ministry which may have served as one of soft conduits to siphon public funds, the sum of N35, 399,498,154.53 (Thirty-Five Billion, Three Hundred and Ninety-Nine Million, Four Hundred and Ninety-Eight Thousand, One Hundred and Fifty-Four Naira, Fifty-Three Kobo) has remained unexplained.

For deductions towards National Housing Fund (NHF) scheme contributions to enable the state's civil servants own and comfortably retire in their personal houses as well as Contributory Pensions Scheme deductible from workers salaries, non remittance of these funds amounted to the sum of N1, 431,645,305.99 (One Billion, Four Hundred and Thirty-One Million, Six Hundred and Forty-Five Thousand, Three Hundred and Five Naira, Ninety-Nine Kobo) even as the amount was deducted from the workers' salaries between 2016 and 2019 as the money have not been remitted to the respective organizations.

LIABILITIES FROM THE MINISTRY OF EDUCATION:

As one of the major sectors providing social services in the state especially in the provision of educationally sound and crime free society, this sector has suffered from the deprivation of an unexplained sum of N2, 812,172,155 (Two Billion, Eight Hundred and Twelve Million, One Hundred and Seventy-Two Thousand One Hundred and Fifty-Five Naira which had denied several indigent secondary school leavers from furthering their education over the years as they could not collect their results due to the government's failure to settle the bills as promised.

Although the past government claimed to have settled outstanding gratuity to retired civil servants following the approval of the sum of N2, 000,000,000 (Two Billion Naira) by the ex-governor, the committee discovered that only retired Permanent Secretaries benefited and that only about N400, 000,000 (Four Hundred Million) was utilized while the remaining N1. 6 billion (One Billion, Six Hundred Million) is still unaccounted for.

These are, but some of the revelations and discoveries made by the Transition Committee set up by the Executive Governor of the state, Alhaji (Dr.) Bello Mohammed Matawallen-Maradun and chaired by the immediate past Deputy-governor of the state, Mallam Ibrahim Muhammad Wakkala

STEP 2: LOGIN WITH YOUR APPLICATION NO AND PASSWORD

Use the login details sent to your mail by supplying the application no and password to have access to your session on the application portal. On login in, notice that some fields have been automatically filled? yes! Those are some of the information we recieved from you on creating your account. Fill the other blank fields. However, you can still edit some of the pre-filled fields. Also notice that; email address, phone no, faculty/department/unit and Job title are not included? Yes! Which is why you should make sure your email address, phone no and Job positions are chosen appropriately as you may not be able to change that later.

STEP 3: SAVE YOUR ENTRIES AND PROCEED

You can then proceed by filling all other required information by clicking the menus. Academic Records, work experience, memberships, certifications, research, award/prizes, workshops, interests, have almost the same processes. Just fill all the required fields. Your entries automatically appears in a grid at the right side of the page, you can however, edit or delete any of the entries if you so wish. There's no limit to the number of entries you can key-in on each of the menus. Remember you can leave blank any of the menus or fields to which you do not have relevant information.

STEP 4: UPLOAD YOUR PASSPORT AND CREDENTIALS

You will be required to upload all your credentials here including your passport-sized photograph. Remember however, that all your credentials must be in .pdf format not more than 200kb, likewise, the passport must be in .jpg format only and not more than 100kb. All uploaded credentials automatically appears in a grid on clicking the 'Upload' button.

STEP 5: REFERENCES

Senator Saidu Dansadau said on Sunday that he had written to President Muhammadu Burahi asking him to declare a state of emergency in Zamfara State.

Dansadau, who addressed journalists in Abuja, said he listed various offences committed by the Zamfara State Governor, Abdulaziz Yari, in his letter to the President.

The Senate President, Bukola Saraki, and the Speaker, House of Representatives, Yakubu Dogara, were copied in the letter.

He urged Buhari and the nation’s parliament to invoke the necessary provisions of the Constitution which empowers them to declare state of emergence in the state, in the interest of peace and safety of the residents.

The letter read in part, “By Sections 4 (2) and 176 (2) of the Constitution of the Federal Republic of Nigeria the executive powers of a state are vested in the governor of that state.

“By Section 215 (4) of the Constitution, the governor is the chief security officer of the state. The Constitution envisages that to perform these onerous responsibilities, the governor is expected to be resident in the state and give his full attention to the governance of the state.

“I wish to bring to the attention of Mr. President that since the incumbency of the Governor of Zamfara State, Alhaji Abdulaziz Yari Abubakar which began five years ago, public perception is that the Governor has spent only about 20 per cent of that whole period in Zamfara State.

“He had utilised the other 80 percent junketing from one part of the country to the other and shuttling around the globe. All matters of State that require action are kept waiting until he returns to the State.

“Consequently, intelligence and security reports are kept in abeyance. For instance, at a period, out of 60 straight days, the governor spent only two days in Zamfara State.”

He said as a result, there are increasing threats to public order in the state with hundreds killed.

“If the killings in the remaining 23 State Constituencies in the state are added, the total number of lives lost can better be imagined. All these losses would have been averted were the Governor alive to his constitutional responsibilities,” he added.

He said anything short of anything short of a state of emergency would “turn the thick forest between the southern border of Zamfara State with Katsina, Kaduna, Niger and Kebbi States into a national park of criminals and killers, worse than what the nation has ever witnessed before”.

The state governor could not be immediately reached for comments. The Commissioner for Information, Mr. Umar Jibo, did not pick his call or respond to a text message sent to him.
