The Eko Atlantic city came to be as a result of Tinubu attempt to solve the water waves that was disturbing Lagos citizens. He spent a lot on it. He ended up curbing it and also created a mega hub out of it, partnered it with investors and Lagos government. The eventual revenues goes to Lagos state government and the investors.

This is different from Innoson who's a private individual business where the revenue goes to him and his investors, similar to a proprietor of a private schools. They only pay tax to the state government. Digest these into your stoopid brain.

Any tax he pays to the state government is no different from what the proprietor of a private school pays to the state government. Doesn't mean the private school belong to the state government.
