In Nigeria, it is believed that politics is like business where an ‘investor’ recoups his money and makes some profit after being elected. But Under President Muhammadu Buhari, the case may be different. Many political office holders, including members of the National Assembly are not finding it easy to make back their investments. Recall that some cabinet members in the Buhari government had once revealed that they are also passing through financial difficulties. Some senators have now had reasons to vent their frustration over their inability to make money as expected despite cries from Nigerians that the budget to the National Assembly should still be reduced. In a report by Daily Trust, just like it is widely known, those seeking political offices often spend beyond the threshold stipulated by the electoral act. Daily Trust says section 91 of the electoral act 2010 puts elections spending for Senate at N40 million and House of Representatives at N20 million. For the Senate, violators could pay a fine of N600,000 or spend six months in imprisonment or both while for the House of Representatives, the fine is N500,000 or five months imprisonment or both. Upon taking his oath of office, Buhari began implementation of the Treasury Single Account (TSA) bringing all public funds into a pool from which money can be taken with permission. Senator James Manager, a Peoples Democratic Party member representing Delta South, exposed the challenges faced by National Assembly members. Though Manager has been at the Senate since 2003, he declared that senators were drained before, during and after the election by the public. Daily Trust quotes the Senator as saying: “Calls are coming from all over the places, bring this and bring that even after the election, we are still spending. In the electoral act, there is specific amount but in practical terms it is not possible. We borrowed and are still borrowing.” Speaking while screening Professor Okechukwu Ibeano for the position of national commissioner for the Independent National Electoral Commission (INEC), the senator recalled how a senatorial candidate jumped into the lagoon after spending huge sum on election. “A man who contested for one of three senatorial districts of Lagos in 2011 drove to his bank six months after the election. On his way back, he asked his driver to stop, he walked for few minutes and jumped into the lagoon. “We are in trouble, Professor please how do we resolve this?” Manager asked Professor Ibeano. In his own contribution, the chairman of the Senate committee on INEC, Abubakar Kyari (APC, Borno North), said the amount stipulated in the electoral act was not realistic. He said: “We have 120,000 polling units across the country and if a Presidential candidate pays N10, 000 to each agent at each of the polling units, he will spend N1.2billion just for agents on election day.” In his response, Professor Ibeano said: “I definitely feel your frustration but my profession is against borrowing for elections. “The only way out is for political parties to go back to the 60s where volunteer party members assist without being paid. As long as you pay for everything, you will continue to spend.” Daily Trust quotes a lawmaker as saying his colleagues were afraid to ask the ministries, departments and agencies for anything. “We are afraid to ask themnow and they too are afraid to bring anything. Like now that we’re approaching the end of the year, MDAs would bring a lot of things to us, but last year was totally different, and I’m sure this year too will be the same,” the lawmaker said. The report quoted another senator as saying: “I should have concentrated on my business than coming here because now I don’t have enough time for my business, yet I’m not making anything here.” Yet another said: “Seriously, this is not what I expected. In fact, I can tell you that I was better off as a businessman than a legislator. “The story was different before I came here, at least so I was told. Our predecessors enjoyed their stay at the National Assembly, but our own case is different.” |

The three suspects are Ramoni Akeem, Azeez Ojelade, and Salimon Salami and according to the police, murder was suspected as one of the skulls had a deep machete cut. One day, a friend came to me and said his friend discovered two corpses on a land where he had wanted to cut trees. He asked if I knew what body parts could be used for. I told him that I did not know anything about charms prepared with body parts. “One of our friends, Saheed Ifa, who is a senior herbalist, heard about it and said he could make use of the skulls to prepare charms. When the skulls were produced, the man who brought them demanded for N10, 000. I paid him in four instalments. But that is all I know about the skulls. Ifa has travelled to Lagos. I don’t know where he lives in Lagos.” Salami also said that he discovered the skull but denied engaging in any wrong doing. He said: “I was asked to cut some trees on a large piece of land but when I got there, I discovered two corpses and I told a friend that I was afraid to work on the land because someone killed two people there. He said I should continue with my work while he looked for what to do with the corpses. When he got a buyer, he contacted me and I went back to the bush and dismembered the heads from the bodies.” |

Operatives of the Economic and Financial Crimes Commission (EFCC) yesterday grilled a former Minister of the Federal Capital Territory, Sen. Bala Mohammed, in connection with alleged N1billion fictitious contracts. Mohammed was also questioned on alleged allocation of 12 choice plots to his son, 37 other commercial plots of land worth about N8billion to his suspected front, Tariq Hammoud, and the controversial N1trillion Abuja land swap. A mansion believed to be worth N782million, allegedly belonging to the ex-minister, has been placed under Interim Assets Forfeiture. Mohammed, who arrived at the EFCC headquarters around 9.50am, was immediately ushered into interrogation room. Although Mohammed was quizzed for about nine hours, there were strong indications that the former minister might be detained. Before the ex-minister responded to the invitation of the anti-graft agency, others who had been interrogated were his son, Shamsudeen Bala; Shamsudeen, Hammoud, and top directors of the Federal Capital Territory Administration, including those of Treasury, Ibrahim Bomoi; Land, Babayo Mainasara, and Abuja Geographical Information Service (AGIS), Ms Jamila Tangaza. A top source, who spoke in confidence, said: “We have questioned him for about nine hours and he is likely to be detained for some days because of the many allegations he would respond to. “Some of these issues had been with the commission in the last three, year. Initial findings showed that the ex-minister used fictitious companies to award contracts worth N1billion in FCT. In one instance, a man with three companies was allowed to bid for one slot. “About 16 companies used for fictitious contracts are under investigation because they did not supply items credited to them. “He was also alleged to have allocated plots of land to his friends, business partners. For examples, he allocated 12 plots of land to his son, Shamsudeen and 37 commercial plots of land to his business front called Tariq Hammoud. “Some of those quizzed so far confessed that Bala allegedly used unconventional methods in raking illicit funds and laundering same. Each time the ex-minister allocated a plot of land, he will find out the market value and ask you to pay half of the amount to him in cash. “He was smart in collecting cash. The source added that EFCC detectives have uncovered how 37 commercial plots were allocated to Hammoud with about N8billion raked from the deal. “In fact, we saw a proposal by Tariq Hammoud to sell some of the plots,” the source said. |
For allegedly opening fake accounts to divert N339m benefits The Economic and Financial Crimes Commission (EFCC) has arrested two military officers and four others for allegedly opening fake accounts to divert N339million benefits of next-of-kin of deceased military officers and men within two months. Two other suspects are at large as the commission launches a manhunt for them. Some of those whose benefits were diverted are said to have died in the course of the war against Boko Haram in the Northeast. According to investigation, the officers arrested were from the Military Pension Board including a Wing Commander and Lt. commander. Their other accomplices were Branch Manager and Relationship Manager of United Bank for Africa (UBA). It was gathered that the auditors of UBA raised the alarm when its auditors discovered that huge parts of the funds were “cashed across the counter in a suspicious manner.” Based on the alert by the bank, the EFCC stepped in to crack how the fraud was perpetrated. A top source in EFCC said: “We have arrested a serving Wing Commander, a Lt. Commander and four others for N339million death benefit of some deceased military officers and men. Two others are at large but we have watch-listed them. “The affected military officers were both cashier and computer operator in Military Pension Board and they connived with six others to carry out the fraud in UBA branch, Wuse Zone 3 branch. “Between April and June 2016, they opened accounts where benefits of the next-of-kins of deceased military men were diverted into. In fact, under two months, N339million was withdrawn and wired into more than 11 accounts. The withdrawal was in two tranches of N298million and N41million. ” The Auditors of the bank observed suspicious withdrawal of huge chunk of the cash from across the counter The source claimed that all the suspects have admitted their involvement in the crime. The source added: “During the investigation, the Branch Manager and the Relationship Manager confessed and admitted opening these slush accounts. Some existing accounts of customers and the friends of the suspects were also used to divert the funds. “Findings confirmed that the husbands of the two bank officials benefitted from the death benefit fraud. “Two suspects, who are personal friends of the Branch Manager and Relationship Manager are at large. But we have watch-listed them. We will soon arrest them. “The military officers also admitted to have colluded and conspired with the bank officials to use the slush accounts for the fraud. These serving military officers incorporated a company each and funds were wired into the accounts of their companies.” |
