Justice Gabriel Kolawole of the Abuja division of the Federal High Court has summoned the Inspector-General of Police (IGP), Solomon Arase to appear before him on August 4 over the controversial Senate Standing Order 2015. He is to explain to the court why he should not be restrained from taking any further action or issuing any report in connection with what the litigant termed “the devious and malicious petition of the Senate Unity Forum”, pending the hearing and determination of the substantive suit seeking to preserve the independence of the National Assembly. Ruling on an exparte application by Senator Gilbert Nnaji, Justice Kolawole noted “Whilst one may find the involvement of the first Defendant (IGP) being an agent of the executive arm of government dabbling, albeit on an invitation of certain members of the senate, into the internal affairs of the Senate a little bit worrisome, the court is a bit wary on an ex parte proceeding, to allow the Plaintiff to have his day in court” Drawing reference to the fundamental principles of separation of powers, Justice Kolawole said “courts are not created or established to supervise the National Assembly in the way and manner it will run its own constitutional duties except where its acts, as I had earlier remarked, border on a substantial infraction of the Constitution, which goes beyond its own internal “rules” of procedure or application of its “standing “The only legitimate order I should grant, is to order the defendants, the first defendants (IGP) in particular, as there is no sitting Attorney-General of the Federation within the provisions of Section 150(1) of the Constitution, to attend the court on the return date for the hearing of the plaintiff’s motion on notice dated July 23, 2015 and to show cause why the orders being sought by the plaintiff (Senator Gilbert Nnaji), probably to preserve the sanctity and independence of the National Assembly, the Senate in particular, pending the hearing and determination of the Plaintiff’s Motion on Notice dated July 13, 2015 should not be granted”. The court, however, warned that “where the first Defendant conducts its investigation and prepared its report, it is still within the judicial powers of this court pursuant to Section 6(6)(a) of the Constitution to take a decision to set aside such report where the Court was of the view that it was prepared in defiance of the proceedings of the Court, which the Defendants are already aware of its pendency at the time the first defendant may prepare its report”. http://sunnewsonline.com/new/court-summons-igp-over-probe-of-senate-rules/

SPEAKER of the House of Representatives, Yakubu Dogara, Thursday said the 8th House is now set to work for Nigerians after the 49-day crisis that rocked the House from inception. Speaking at the end of the All Progressives Congress, APC Caucus meeting, which ended at about 12.15am, Thursday, Dogara declared that “there are no more factions in the House what we have today is a group of lawmakers loyal to the House leadership and our great party”. “It is only in unity that we can positively contribute to the change we all worked for and move Nigeria forward towards our desired dream of a greater nation”. On the issue of why the South East was not represented in the new leadership configuration, Dogara said”we are already working on that to see how the zone will be adequately compensated”. No more factions in the House-Gbajabiamila Also speaking almost in the same vein, the new Majority Leader of the 8th House, Rep Femi Gbajabiamila, APC, Surulere Federal Constituency, Lagos said: “There are no longer factions in the House, whatever happened earlier is now behind us and we are ready to serve Nigerians to the best of our ability”. On the marginalisation of the South East in the new leadership structure, Gbajabiamila said”it is not right to play the ethnicity or regional card for now but they will be adequately compensated”. In his contribution, Rep Abiodun Faleke, APC, Ikeja Federal Constituency, Lagos, said”we are no longer fighting as you can see, we are now ready to work with other legislators and move our dear country forward”. Barely two months into its new status as the opposition political party, having governed the country for sixteen years, the Peoples Democratic Party, has started struggling with the challenge of being an opposition, as it yesterday announced that the party will reduce allowances, staff strength by 50%. PDP National secretariat , Abuja PDP National secretariat , Abuja The party has also said it would reduce the salaries and allowances of its staff by 50%, even as the allowances of members of the National Working Committee, NWC would be slashed down by 50%. In a letter signed by PDP National Secretary, Professor Wale Oladipo and addressed to all director and administrative staff of PDP, the leadership of the Party would also reduce the number of its security by 50%. The letter dated 29 July, 2015 with reference number PS/DD/AD/HOD/SAs/PAS and obtained by Vanguard, the Secretary who noted that the decisions were reached at the 406th meeting of the NWC yesterday, stressed that the party’s Research Directorate has also been abolished and functions of the Directorate transferred to the Peoples Democratic Institute. The copy of the memo, entitled “Reorganization and Restructuring of Staff at the National Secretariat of the Peoples Democratic Party”, read in full, “The NWC, at its 406th meeting held on 29th July, 2015, considered the Report on the reorganization and restructuring of staff at the National Secretariat and approved the following: i. Reduction of the allowances of all NWC members by 50%. ii. Reduction of the number of personal staff of the NWC members by 50% iii. Reduction in the number of security personnel attached to the National Officers by 50% iv. The reduction of the salaries and allowances of all staff (Establishment and Staff of NWC members) by 50% effective August, 2015. v.
