Thanks for all your responses, but let me state categorically that I agree and disagree with what you guys have said. I am not a troublesome client and will never be I like to keep my own side of the deal.
Actually when I posted the offer and this guy responded and shows me about 2 or 3 works he has done, I also remembered that he said he did some in conjunction with some other people and some himself. I  believed him and actually he made frantic effort to chat with me and I later called him and we booked appointment to meet at my place and he actually came to my place and he said he will finish the work in the next 3 weeks and after agreeing on a price I gave him his advance about 40%. After about 5 weeks he told me that he needed his balance as he will be concluding and handing over the work to me and in between those periods I have actually tried to see him at his supposed office address that he gave me but he will later said that I should better meet him at one of his clients office that he is always there, but I kept up the faith since about the end of that 3 weeks he uploaded the design of the site without the scripting aspect being done.
In between the 6th week he came to my place again and he handed over the work with so many pages given variable error messages and he actually promised correcting them and said I should give him the balance but on suspecting that if he collected cash he might not do the work I decided that I will give him apostdated check for him to know that I could stop the collection of the money and to ensure that he will be on his tows to correct those errors (even though he promised to correct the errors that night when he got home or the next days) and that is not the end.
In between those periods, he promised helping me to sell e gold worth of $550, in which he only gave me the e gold money of $100 and the remaining is still with him till now. What irked me is that he has collected the money, and the  money that was with him actually belongs to a friend who is now on my neck and each time I call him it is either that I should call him back that he is on the road,in a meeting or somewhere and that I should please call back in the next 1 hour and by then he would have switched off his phone or may never pick the phone. In fact this has been going on now for the past 7-9weeks and if anybody said that I have not been patient enough please let that person put himself in my shoe.
What really pains me more is that I have to give the project to another person and the most painful one is that I will have to refund the remaining $450 to my friend after suffering so much losses from my contact with this guy.
It is really very very painful and pathetic and I intend to send him this thread before I made his details public.

Infact I couldn't believe that this is happening to me, can you imagine somebody from this forum actually duped me tight.
There is a certain time that I posted a job order for a web development work for my site, people actually responded but I like to work with the first person that responded to my call because even before anybody replied at all "this guy" actually responded about 2 - 3 days before any other person. Not suspecting anything I asked for some of the work he has done and projects he has undertook. Well, he showed them to me and we got logged on together. We bargained on the amount of the money he will be collecting and I paid the advance which we also agreed to on schedule, but I was so surprised that "this guy" that this guy is such a dupe because it is over 3 months that we entered into this project and up till today there is no headway as the project is just about 75% complete please advice me on what to do to this guy as I am bent on exposing him soonest with all his identity, making him known to all this forum community like those who are about entering into any deal with him. Please I do not know what to do to this guy yet and I hope some advice would be useful but when next I might be posting on this I might be forced to reveal all his identity.

Have you ever been scammed before on the internet,If yes I know that by now you will be a bit wiser.If No,then this has really hooked in my money and please NEVER try to join any program like HYIP on the net without doing your due diligence.Haveyou ever heard of Fx stable before this kind of money manager promises to pay you money based upon the money you invest with them and based upon the plan you choose but to my surprise it was like a Mirage that i got my money hanged into this scheme and I fell for it.
Do not blame me at least I did a due diligence on them but its like they have managed to cover their ass well at least as of now, as there was nothing really negative about them for the 3 months that I carried out my search (perhaps may be my review about them was not too total).To cut a long story short I got my money hanged in there and even though when I checked my account it was always shown that my money was being paid as and at when due (no thanks to web scripting magic).Not until a friend decide to loin me and i decided to withdraw some of my money to sell to him too to invest that I found out that it was possible for the cow to pass through the eyes of the needle than for me to get my money out of their site.For the past 4 weeks I have always been trying to withdraw my proceed from them only to always see that everything was always on "Pending Withdrawal". Thank God that I have only gotten the friend money converted into but not yet sent to the Fx stable people and thank God for the thought of even selling part of my own proceed to get money that I discovered this and I have to refrain from depositing my friends money into a deep pit.I just paste an info on whoever that wants e gold funding,as I want to help turn the account back into cash for him soonest as requested by my friend.The amount is just $500.
Please try to learn from this my experience and I hope you will not be their next client victim.To your success.

Actually for you to consider designing a website,you have to look out at other alternatives that could be lurking around for you and will make you achieve your goal faster than having a website.
You might want to consider having a blog instead or even setting up a forum or combination of the above.
