It may not be asserted clearly as polygamy in the Bible, but I know these scriptures explains that.
Just like you said, polygamy has issues.

Deuteronomy 17:17 is for kings.
Matthew 19:4-5 does not signify monogamy, but ordained marriage (unlike the perversion in the world today with same sex marriage things).

And yea, polygamy has issues, when there is no unity in the family.

And remember, several men of GOD in the Bible had more than one wife, and GOD never complained or spoke to them condemning it.
Abraham had wives and concubines.
David had wives.
Solomon had wives and concubines.
