The M23 rebel group in the Democratic Republic of Congo’s volatile east has summarily executed 29 civilians since mid-June in areas under their control, Human Rights Watch said Monday. The M23 — or “March 23 Movement” — leapt to prominence when it briefly captured the eastern Congolese city of Goma in 2012 before being driven out in a joint UN-Congolese offensive. After lying mostly dormant for years, the group resumed fighting last November. The rebels have since made significant advances in eastern Congo. Last month, M23 fighters captured the strategic town of Bunagana on the Congolese-Ugandan border. “Witnesses told Human Rights Watch that on June 21, following fighting around the village of Ruvumu, M23 rebels summarily killed at least 17 civilians, including two teenagers, whom they accused of informing the Congolese army about their positions and hideouts,” HRW said. “Some were shot dead as they attempted to flee, while others were executed at close range,” the rights monitor said. The other deaths took place in subsequent attacks on the same village and in the hamlets of Ruseke and Kabindi, taking the death toll to 29, HRW said. “Since the M23 took control of several towns and villages in North Kivu in June, they’ve committed the same kind of horrific abuses against civilians that we’ve documented in the past,” said HRW’s senior Congo researcher Thomas Fessy. The DRC has repeatedly accused neighbouring Rwanda of backing the M23, a charge the small central African country has always denied. HRW said there were “heightened concerns” that M23 “is receiving Rwandan support for its operations in North Kivu province”. “Donor countries should suspend military assistance to governments found to be supporting the M23 and other abusive armed groups,” the New York-based body said. Residents of Papua New Guinea’s capital were told to stay home and troops were deployed to its streets Monday after a brutal election-related attack hospitalised two people. In a politically motivated attack, a machete-wielding gang chased down two victims outside a counting centre in Port Moresby on Sunday, leaving one with a traumatic brain injury and another with an injured limb, doctors and police said. Gunshots were heard elsewhere in the capital, with more violence expected. “The situation does remain very volatile at this point,” police commissioner David Manning said, as he requested more troops to help his overwhelmed and understaffed force. “They accepted our request and actioned our request for additional manpower,” he said. Papua New Guinea is nearing the end of a month-long vote already marred by violence. About 10,000 police, army and corrections services personnel had already been mobilised for the vote, but they have struggled to maintain control. During the last vote in 2017, Australian National University monitors documented more than 200 election-related killings and widespread “serious irregularities”. Buba Galadima, a former member of the board of trustees (BoT) of the All Progressives Congress, APC, has decried the approach of President Muhammadu Buhari towards nipping corruption in the bud in his administration, Vanguard reports. Galadima, while giving his assessment of the fight against corruption in Nigeria, said the arrest of the former Accountant-General of the federation, Ahmed Idris did not justify that the Buhari-led administration was fighting corruption. Galadima, who spoke on a Channels TV programme, said: “Do you believe this man is fighting corruption because he arrested the Accountant-General? How many times was he told of the actions of the Accountant-General? “It was because the pot was almost overflowing and there was nothing he could do that he was forced to pick him. “It’s not the first time. Even when the Accountant-General’s tenure had expired, he allowed him to continue. “When did his tenure expire? Two years ago? Why did he leave him in public office? Was greasing the palms of some people around him?” The former ally of Buhari has, however, said whoever becomes the President has got a lot of work to do. Speaking on the specific area the next President would need to work on, Galadima said: “He has to build trust between the governed and the people in government. “He has to create an atmosphere that every Nigerian will feel he belongs to. “The beginning of insecurity in Nigeria starts with the stealing of public funds by governors (the local government funds). “As long as any government cannot address this there will be insecurity, because money will not be in circulation, because people steal more than they need,” he said. Recall that Galadima, a former National Secretary of defunct Congress for Progressive Change (CPC), was one of the signatories to the merger that birthed the APC. He later broke away from the ruling party, alongside some agitated members to form a reformed APC. Galadima afterwards denied his affiliation with any of Nigeria’s two dominant political parties. The governors elected on the platform of the All Progressives Congress have begun the search for a consensus presidential candidate. A source privy to the first meeting of the governors told our correspondent that the meeting ended in a deadlock. “No agreement yet. Meeting has been postponed to later this week,” the source told The PUNCH on Wednesday. The President, Muhammadu Buhari, had asked the Progressive Governors to search for the right successor at a meeting in Aso Rock on Tuesday. Buhari also informed the governors that he would be seeking reciprocity ahead of the presidential primary which comes up in the next six days. He told the governors, “The party has successfully established internal policies that promote continuity and smooth succession plans even at the state and local government levels. “For example, first-term governors who have served credibly well have been encouraged to stand for re-election. Following rising cases of militancy championed by the Niger Delta Avengers (NDA) and other armed struggles, the poor implementation of the Presidential Amnesty Programme (PAP) and proliferation of Small Arms and Lights Weapons (SALW) in the country have been identified are reasons responsible. This was disclosed weekend in Abuja by the Chairman, Presidential Committee on Small Arms and Light Weapons (PRESCOM), Amb. Emmanuel Imohe, during the Inter – Ministerial Roundtable on the ATT in Nigeria organized in collaboration with West African Action Network on Small Arms and Light Weapons (WAANSA) and Control Arms Coalition. Imohe raised alarm that Nigeria is awash with SALW and said that the implementation of the Amnesty programme was poorly carried out in that the militants might have returned knocked out weapons in exchange for funds with which some might have likely used to purchase more sophisticated arms. He said that while PAP initiative was a right move, but its execution did not align with the spirit and letter of its initiators. He said: “Something is wrong with the implementation of the Amnesty Programme so that the spirit does not tally with the letter of the programme. There is no congruent in the two and I pray that as the things stands in the Niger Delta, government does not allow the crisis to degenerate further. “Anybody who wants to resolve the security situations in this country must first of all mop up the weapons so that these groups do not have access to them. The country is awash with small arms and light weapons. So it is important for us as a country to put up a system that can help mop up the weapons in circulation.”. Speaking further, Imohe who is the President, second Conference of State Parties (CSP2) of ATT coming up in August this year in Geneva, Switzerland, urged African countries to ratify the treaty. He frowned at poor level of ratification of the Treaty by African countries despite the fact that the region is bearing the highest burden of the consequences of the unregulated trade on arms. According to him, no Arab and North African country has ratified the Treaty, saying that it does not portray good signal for Africa as “small arms are the continents Weapon of Lass Destruction (WMD)”. “It is important for us to embrace the ATT and to know that Africa will be the most beneficial and that’s why we compelled at the discussion leading to the ATT for the SALW to be included. Small arms is what has been killing our people. It is our weapons of mass destruction and that is why I said ATT is a significant addition to all the efforts against arms proliferation.” Presently, he said, 130 countries are signatories to the Treaty, out of which 86 countries have ratified including 18 from Africa with 16 signatories. Imohe however highlighted that resource constraint is most likely to be a contributing factor for the low rate of participation of African countries in the implementation of ATT adding that “exploring the platform of the Regional Economic Community (RECs) in Africa to enlist the participation of African countries in the ATT implementation was critical in view of their active participation in canvassing the African position during the ATT negotiations”. On his part, the President of WAANSA- Nigeria, Mr. Orji Dickso, reiterated the importance of ATT especially when considered within the context of the grave impacts of illicit SALWs proliferation in Africa. Orji noted that an effective implementation of the ATT would help in curtailing illicit SALWs proliferation thereby decreasing the prevalence of instability and threats to international peace and security. He further emphasized the universality of ATT is very crucial, thus Africa should practically be in the forefront towards achieving it in view of the immense advantages. According to him, Africa’s presidency of the CSP2 and the interim head of the ATT Secretariat should serve as platforms to be explored to galvanise more enlistment of African countries as State Parties of ATT. Orji further noted that the implementation of the Treaty in West Africa in general and Nigeria in particular has remained a crucial issue of discussion. This, he said, is against the backdrop of establishing the institutional framework for implementation of ATT, which is wider in scope vis-à-vis the ECOWAS Convention on SALWs. He recalled that Stakeholders are looking at the possibility of the National Commission on SALWs becoming the institution to equally drive the ATT implementation in the sub-region. At the meeting of the round table, the Chairman of PRESCOM who is also the President of CSP2 of the ATT was urged to continue engaging critical stakeholders both in government, legislature and CSOs towards an effective implementation of the ATT and other arms control instruments in Nigeria. PRESCOM was also urged to engage critical government stakeholders especially the heads of the defence, security and intelligence institutions in the country to ensure that they always explore regional and sub-regional platforms to promote international arms control instruments such as the ATT. Osinbajo is to meet with 50 leaders of the Niger Delta in Uyo, Akwa Ibom State on Thursday over the escalating violence in the region.
