Ops, tell ur pay master to compare Kigali with Abuja not River state...Cos, Kigali's the capital of Rwanda and Abuja's the Capital of Nigeria...Apart from Akwa-ibom, state within the South-South...no other state wil be compared wit River state in terms of Development. Ops, try to visit places like Bayelsa and Delta state( Warri) and see things for urself...
