If any government does what Ironsi did today, Nigerians will still resist it. Nobody wants state civil service to be under fg control and what Gowon did by giving autonomy to minorities is still popular till tomorrow.
No, resource control is not the most important part of true federalism. Autonomy over your own affairs is what is most important. States in actual fact don't need resource control to work properly. They need state police and they need to generate their own revenue among others
