If a player is improving on the pitch for his club that improvement will all things being equal be transferred to the national team. In that regard it is beneficial to the national team for players to improve.

If a player is losing competitive edge in his club it is not beneficial to the national team.

When players realise that thier club performance can impact negatively on thier national team selection. They will not take call up for granted.

The pool of talent that Nigeria is looking at is too small. Most team's with realistic World cup ambitions will test and select from at least 50 players.
