Good you pointed that out too.. I feel that actual verse was to distinguish clearly that tithing is never a prerequisite to be in tune with God.. You failed to complete that sentence.. Jesus didn't condemn tithing but condemned tithing without salvation, judgements and justice.. You said tithing was for just food items but in Mathew 23:23 you quoted I guess you know all those things Jesus made mentioned of aren't food items right??

I think everyone who pays tithes is of age and knows what is good for him or her and how they choose to appreciate God for His provisions and supplies.. The poor and needy is always there with you and around you and if you feel you want to be of help while not do that immediately instead of waiting for when you'll be getting the money from which people pay their tithes on..
