By Emma Una CALABAR—The Dean, Faculty of Law, University of Calabar, Prof. Cyril Ndifon, accused of sexually assaulting a 20-year-old 400-level student in his office was yesterday suspended by the panel instituted by the school’s Vice Chancellor, Professor Ivara Esu. Professor Ndifon, who is the first professor of Law from Cross River State, was briefly arrested and detained by the police and later released on Wednesday before he was suspended yesterday evening by the panel set up to investigate him. The professor was accused by mother of the victim, Mrs. Irene Akpan, in a letter sent to the university, alleging that the incident happened between 3 and 5pm on August 29 at the dean’s private office on the top floor of the faculty building. According to the lady, Professor Ndifon forcibly had sex with her daughter after a fierce struggle. The school authorities confirmed receipt of complaints from the victim, while the police also affirmed it but was quick to add that the matter was undergoing thorough investigation. Narrating her daughter’s ordeal, Mrs Akpan explained that the dean had set a one-hour test for the students on that Saturday, assigning two lecturers to carry out the supervision. She alleged that 20 minutes to the end of allotted time, Ndifon entered the hall and ordered the students to stop writing. She said while the students were preparing to submit their answer sheets, Ndifon approached her daughter, tore her answer sheet and left the shreds on the seat. Mrs. Akpan said: “He walked straight to my daughter’s desk, collected the script and tore it. He left the torn script on her seat, so the girl collected the pieces and put them in her bag. According to her, you will still have to pass through the faculty before leaving the building. “She said as they were leaving, the dean accosted her again and asked if she still had the shredded script, she said yes. He instructed her to follow him to the general dean’s office to recopy the answers on another plain sheet, which she did.” “The unsuspecting girl followed him to the general office where two people were, including the dean’s secretary. The office of the dean is on the first floor of the building, according to my daughter. “She said while writing in that office, the dean who had earlier gone out, came in again and instructed her to follow him to his private office on the second floor so that she could comfortably use the table.” The victim’s mother said five minutes after getting to his private office, the dean locked the door, concealed the key and started making advances, adding that they struggled but Ndifon subdued her and had sex with the girl. She said her daughter was later taken to Airport Police Station, along IBB Way in Calabar, where she gave statement and also had medical examinations at the police clinic. The Public Relations Officer of the university, Mr. Effiong Eyo, said the institution was seriously looking into the matter. “A panel has been set up to look into the matter. The authorities are looking seriously into it,” Eyo said. Also, the state Police Public Relations Officer, Mr. Hogan Bassey, said the command was investigating the case. REVISITING THE IGBINEDION AND OSHIOMHOLE'S GOVERNMENTS: BEYOND MYTHS, LEGENDS AND PROPAGANDA. EDUCATION Lucky Igbinedion: He built two Hostels and a lecture thearter at the then Edo State University, Ekpoma, less than one year into his government. in his eight years at Ekpoma. He went ahead to complete the gigantic library that was before then under construction for so many years without completion. He also built two other lecture thearters, albeit they were supported by the Education Trust fund and the Ford foundation. I can also recall that Lucky erected a massive new Admin block in that University, though it was not fully completed before he left. Lucky established Institute of Management and Technology at Usen, College of Agriculture at Iguorhiakhi, and revived the College of Education at Igueben. He also built new Hostels and lecture thearters at College of Education Ekiadolor. When he was sworn in as Governor, it is on record that he cleared a backlog of salaries and allowances owed teachers and gave accelerated promotions to those deserving. Lucky, to my knowledge, did not give bursary to Edo students. Adams Oshiomhole: He is supervising the renovation of many primary and secondary schools in Edo State with counterpart funds from the federal Government amounting to 60%. The host local governments and the Edo State Government contributes the remaining 40%. It would be essential to note that the buildings have splendid exteriors and interiors but some of them have no chairs and desks. The libaries are also not provided and it would seem the teaching staff are not motivated. The teachers have not been promoted for at least five years now. they have also been left devastated by how the Governor describes them as unfit, unqualified and indisciplined. One would expect that a Governor that knows this would organise training and retraining programmes for them... Adams has also done nothing much at AAU Ekpoma and other higher institutions owned by Edo State. There are muted rumours though that he is building a University called Edo State University at his village of Iyamho. The wisdom in this has not been established. It is now we are starting to understand the challenges of Salaries with Ex Governor Igbinedion who was still responsible towards the people of Edo State by paying the backlog not owing one day in salaries and pension. The Ex Governor was able to achieve all these and more listed above with NO DEBT compared with Comrade with N300 Billion debt with nothing to show for it. Why on earth will Governor Oshiomole want to build another State University in his village when the Edo State have Ekpoma that is poorly funded? Can the state afford to run 2 State Universities? |

This story is an attempt to draw comparison and highlights between certain entities. For as much as we can remember and will remember the variable known as truth, has not been told of them. Hence, my story which started 16years ago... (1999-2007) The first thief came into power with a realistic plan and motive. He loved the people, saw the needs of the people and then he got to work. First, he recognized the need for a buoyant economy (no wonder his major campaign strength bordered on industrialization of the state), so he marshaled employment by making sure that government parastatals were up and running and also are remitting to the state's purse. Also he gave free rein to private owned ones, attracted foreign investors, who in turn took working hands out of the streets for a meaningful life. He built industries all over the state, fulfilling his campaign promises. Industries like Cassavita Factory, Uromi; Fruit Juice Factory, Ehor; Chemical and Fertilizer Plant, Auchi; Solid Minerals Processing factory, Ikpeshi; were all built. Hence, our economy was vibrant and active, lucre exchanged hands in rapid succession and we hardly recognized poverty and hardship. Thus brought the slogan: "You chop, I chop"!!! Again, he, to a very reasonable level fortified our system and process of education from primary to tertiary levels. He reopened College of Agriculture, Iguoriakhi; revamped the dead Institute of Continuous Education(I.C.E), renovated Edo College; set up College of Education, Igueben; College of Education, Afuze, College of Education, Abudu; Edo State Institute of Technology & Management, Usen. He renamed Edo State university to Ambrose Alli University after a former governor Prof. Ambrose Alli, with buildings constructed including twin hostels for male and female. State and national competitions were rampant, willing teachers and very active students and pupils were all over the place. In housing, he established Iyekogba housing estate; Iguosa housing estate, Iguosa; Post service estate, Eyaen. and many more!! Sports which is now a thing of the past, served as a major preoccupation for youths. In 2002, Edo State hosted and won the National Sport Festival, it was beehive of sporting activities, Ogbe Stadium was renovated and renamed "Sam Ogbemudia" stadium in honour of a former Bendel State governor. I remember the glory days of Bendel Insurance, Ethiope publishing, Bendel Brewery(makers of crystal beer and malt), Edo Line, Edo Courier, Okhoro Dam, Water Board and so much more! His fault and flaws were, he didn't tarred roads and also did not renovate more secondary and primary schools. God-fatherism was the song of the day, which many people didn't want to hear and voted against. Otherwise, he didn't owe workers, he generated revenue for the state without heavy or over taxing and he did not owe a dime! Instead, he left 4Billion Naira in the state's treasury for his successor. 8years ended, he left office. A total of 196 Billion Naira was gotten as revenue and federal allocation during these 8 years period. A higher caucus branded him a thief, he was tried and crucified and we applauded... Amid all of these achievements!!! (2008-2015/2016) Barely two years later, the second thief came into power. Energized with the prosecution of the first thief, he gave the people high hope and promises. Some of which he readily broke even before he got into office. Others he cannot or may not even remember if we were to ask him now. He came into power with a mastered, doctored and a well calculated plan. He did quite well as regards Ring road in the heart of Benin city, in-cooperated with water fountain, but he ventured into projects that were federal government responsibility which he was later paid for. He made us believe that he did them (with the state's funds). One hundred and thirty(130) Billion Naira was remitted to Edo state in December 2014, by the federal government for projects that the state did on its behalf. The projects were Airport road, Double lane road through Oluku, Ugbowo, Uselu, to Dawson, Sapele road, Akpakpava road, and New Benin road. Employment is barely felt and hardly noticed, foreign investors left, some private and almost all government parastatals shut down. As a result, our economy crumbled, and as we speak, almost dead, the only Parastatal functioning with full capacity is the Board of Internal Revenue, a tool he uses for milking the masses. He did well to renovate schools at some levels but he also made us believe that these were state projects, whereas, the funds of the project was 65% federal, 20% state and 15% local government. Which means, he claimed the federal government's glory. Then, he started antagonizing teachers without listening to their challenges, and trying to sort them out. Private schools became foes to him, a war was staged between them. Renovated classrooms lacked desks and chairs and even teachers and we can hardly talk of free education. The heavy hammer of tax landed on us, excessively high and unregulated tax, of which we see nothing. Nothing is done with tax payers money, absolutely nothing. Youth development is long forgotten, sports died a natural death. Casual wokers became a norm, an act which he advocated against when he was the national labour leader. Pensioners are been owned pension and gratuity. Touts or "Agberos" became the voice of the government. Ironically, 15,000 casual workers were sent home without feelings or remorse because it was planned all along. The state is presently at a standstill with a high debt profile and very little to show for it. This is the seventh year of the eight years promise of paradise. He came in 2008 after accusing the former party of god-fatherism and the need to put a stop to it. Little did we know, the political virus took another dimension, he became the God-father, imposing less worthy candidates on the people which marred the local government and state house of assembly election. A democratic dispensation became an autocratic one, it was a daylight deceit and abuse of office. Two buildings of 3-storey in Central Hospital complex is taking 7 years without completion, when it took the first thief less than 1 year to build Stella Obasanjo(S.O.) medical facility. Some of the medical equipments bought for the S.O. medical facility by the first thief lie fallow, and uninstalled by this present administration while central hospital remains a mirage with low-staff! I applaud his giant strides here; however, if the Gully erosion control is not state sponsored, the water storm project is borrowed funds, the red-roof school rehabilitation are also 65% federal government counterpart funds, what exactly can we say Edo State Government(EDSG) has done with over 2.5 Billion Naira, monthly IGR, initial 14.7 Billion Naira World Bank loan, & monthly allocation since 2008 beyond some road renovations & construction sir? The total revenue received by this present government including IGR, Loans and federal allocation stand at Seven Hundred and twelve (712) Billion Naira. Come 2016, he will leave, with the dead cliche; let the good work continue. Its time we start seeing Chief Lucky Igbinedion as a true son of the Edo Nation, and A HERO! The actual cost of getting a DL is N6350, but I did mine for N12,000. I asked a licensing officer who gave me the breakdown, he said, he needs to get me a driving school certificate and VIO's approval without stress and money has to be tipped. I agreed, it didn't take up to 8days, I went for my capture @ FRSC office, I have my temporary DL awaiting my permanent DL. |

By Emma Nnadozie, Crime Editor Barely 24 hours after the Inspector-General of Police, Mr Solomon Arase, dispatched a special squad to Edo State to tackle the spate of cultism, kidnapping, robbery and other related crimes, the team has arrested 11 suspected leaders of cult groups in the state, among them, four state government functionaries. Police sources said the team, led by the Deputy Commissioner of Police in-charge of Federal Special Anti-robbery Squad, FEDSARS, Chris Ezike, stormed the hideout of the cultists few hours after arriving Benin City and successfully arrested leaders of cult confraternities for alleged complicity and murder of 10 Nigerians in the last one month in Edo State. The cult leaders were arrested on suspicion of conspiratorial involvement in alleged murder of one Ojo Ayeadu, 55, at old Benin-Auchi Road and nine other persons at different locations in Benin City and its environs. Reacting to the development, an Edo State Government official, who spoke on the condition of anonymity, said: “Those arrested, from what we gathered, are junior workers of the War Against Indiscipline. The state governor does not condone cultism, which explains why when one of his bodyguards was accused of being involved in cultism, he ordered his arrest, which was done immediately.” Confirming the arrests, Force Public Relations Officer, Ag Commissioner of Police, Mr Emmanuel Ojukwu, told Vanguard on phone: “Yes, a good number of arrests has been made, irrespective of their status. The figures are still coming in. The thrust of the IG is yielding positive results.” Sources said the suspects include Engr. David Olukoga, 46, who is the Chairman, Edo State Committee on War Against Indiscipline and Senior Special Assistant on Youth Enhancement to the Governor of the State, Osunde Aigbedo, 48; Executive Director, Special Duties, Government House, Edo State, Dr. Salako Adebowale, 43, of UBTH, Benin-City; Ernest Amadasun, 49, the Managing Director, Pohien Investments and National Coordinator, Human Assistant Initiative and Adebo Ejuaoje, 46, of the Ministry of Education, Science and Tech Vocational, Iyaro, Benin City. Other arrested suspects, according to police sources, include Isabor Larry, 34, staff of Edo State House of Assembly; Totti Omonuwa, 42, of No. 97, Igun Street, Benin-City, Ahunwan-ID Orlando, 39, of No. 2, Ighodalo Street, Benin-City; Josuah Ehiabhi, 36, of No. 11, Upper Mission Road, off Ewa Raod, Benin-City; Felix Evbodi, 46, of No. 12, Aibelegbe Street, Benin-City and Uche Chukwuka, 36, the Private Secretary to the Chairman, Committee on Environment, Ministry of Environment, Edo State. They were alleged to belong to Eiye, , Buccaneers, Aiye and Jurist confraternities. The suspects, Vanguard gathered, denied complicity in the murder charge but made very useful statements to the police. It was learned from sources that the suspects, with others at large, have been fingered as brains behind the sustained and vicious inter and intra-cult war that engulfed Edo State in recent times leading to avoidable loss of lives. It was gathered that following the development, the Inspector-General of Police ordered that robust and coordinated anti-robbery patrols of identified black spots along Isua – Ibillo Road, Ibillo –Lakpese – Okene roads while all Area Commanders and Divisional Police Officers in the area are to partake in the special operation. I was able to get mine, but it took me approximately 3 months before I could get it. My advice to everyone, process your transcript 6 months before you need it and make sure you follow it up if you need it in a foreign university, most of those SSANU staffs will ignore your request and put in under a file till you 'grease' their hands with 'oil' |
