From the pix it appears you chained(plinth beam) your DPC.
I'll advice you just carefully chisel the concrete off the section where the column meets the bottom of the block and lap the extension reinforcement steel rods for continuation.

in this situation, that casting has been completed. Is it advisable to crack the casting and then insert the reinforcement rods.

For the Engineers in the house, how can one remedy a situation where the lap length is less than the recommended 1 foot length. please see attached picture.

Our walls here are 10 block courses high, plus the lintels, then another two blocks on top, before we do the decking beam. Enough headroom in this house.

I have seen a situation where the rods in the column concrete casting extends 5inch out of the German floor. Please how do you remedy such a situation considering that the minimum length is 1 foot. Won't it be difficult to tie in the rod for the block wall casting.

Internal plumbing is always done as soon the foundation so all other works can be aligned to fit into the already set plastic pipes.

Yes it can. Soil pressure, especially with the added weight of water can push down high walls without beam reinforcement.

There are 20 pillars currently, the drawing had 18 column positions but we introduced 2 new columns to make it a total of 20.

Well done oga mi, apart from the cost of filling with sand, what is another challenge with having a high DPC? Can the sand cause the block work to bulge?

In waterlogged lands and areas with a high water table, there's usually incidences of rising damp which sometimes affect floors and lower walls of a building, causing unending wetness which might peel the paints or build up algae on the lower walls.

A sheet of nylon is usually spread on the foundation top just before the cast of the mass concrete DPC, this will help to stop incidences of rising damp, by keeping capillary action (where water naturally surge to the top) at bay. Thanks.

Please why do you use sharp sand on top of the laterite for the final filling
