The 53-year-old exonerated inmate was transported from a Northern California jail to the Twin Towers Correctional Facility in downtown Los Angeles, where he left a free man, CBS Los Angeles reports. “It was just an emotional feeling that just came out of nowhere,” Register said. “Finally, after 34 years.” His release followed a Thursday ruling in which a judge overturned Register’s murder conviction in connection with the 1979 fatal shooting of a 78-year-old man in West Los Angeles. “I lost my eyesight for a minute. I couldn’t see. I was so rejoiced,” Register’s mother said. “I couldn’t believe what I’d heard. That he had his freedom back.” His freedom is due in part to Keith Chandler, a former inmate at Folsom State Prison and prison library clerk. The Minister of Niger Delta Affairs, Elder Godsday Orubebe, in this interview with journalists spoke about allegations of corruption against him by stakeholders in the Niger Delta, his relationship with Chief Edwin Clark and the 2015 governorship election in Delta State. ADELANI ADEPEGBA was there. What are the challenges facing your ministry? I think the basic challenge is funding. If you look at Nigeria, we are coming from long experience of inaction and President Goodluck Jonathan assumed leadership of the country at a time when almost all infrastructure in the country were begging for attention at the same time and so the resources we have as a country are not enough to go round all the things that we want to do. So funding is the main problem, but due to the dynamic planning, transparency being preached by Mr. President and because we prioritise our projects, we are doing things we need to do to move this great country forward. Some stakeholders in the Niger Delta feel that the problem is not funding but that you are just pocketing the money being made available for the development of the region? Today, there is a process of doing things in this country and the President has emphasised the importance of due process. Before a project is done, it has to first go through the National Assembly; it has to be appropriated. So, how do you pocket money in such a situation? Before you do anything, it has to go through due process. Contracts are tendered, advertised and people who have interest tender for these contracts. When these contracts are awarded, they are awarded to people. So how do you pocket money? People who are saying that are talking out of ignorance. They don’t know what it takes for a contract to be awarded. As a minister, I don’t have the power to sit down in my office and call in Mr. A and say I have given you this contract. It has to be advertised first and then it will go through the due process. When due process is satisfied, you will be given a certificate of no objection and it is with that certificate that you would forward your memo to the Federal Executive Council. At FEC, we have 42 ministers, the President, the Vice-President and other technical advisers who will look at the contract before it is awarded. So, if a contract will go through these processes, how will a minister pocket money? But a former member of House of Representatives asked the Economic and Financial Crimes Commission to prosecute you for corruption… I am not corrupt and cannot be. A former member of the House of Representatives said I awarded N27bn contracts that were not in the budget and pocketed the money. He said I awarded one contract for N1.2bn and then increased it to N12bn and paid it. But I believe Nigerians are clever and now understand the process of awarding contracts. The man said I was given N27bn but the contracts that were awarded were just N6m. He also said I was given the money but mobilised the contractors with only N990m. As at the time of the accusation, we were owing some contractors. We even approached some of their bankers to let them know that truly we gave them contracts and we had yet to pay them. We had a media tour, where many media houses were invited because the mischief makers also claimed that the contractors and the communities where those contracts are were not in existence. Besides, journalists based in the South-South carried out and published their findings. So most of the negative stories about me in the media are fabricated but I am not perturbed and will not be distracted. There have been calls on Mr. President to sack you. What is your take on this? I am not bothered at all because Nigerians, including Mr. President, know that these are people that are just being mischievous. If you observe, you will see that most of the times, I don’t respond because I don’t want to be distracted from my work. Some of those who made these unfounded allegations against me do so because they expect certain things from me and when those things are not available, they say ‘Orubebe is a bad man.’ But as far as I am concerned, that concept of blackmailing people for personal gains is old fashioned. My concern is to follow the due process and be transparent so that we can move the nation forward. A lot of them have sought favour from me and a lot of them have benefited from me in one form or the other. If you ask them, they will tell you and if they want me to publish it, I will publish it. Some of them are not credible as they want Nigerians to believe. They are just deceiving the public. How true is the news that your are interested in the governorship race in Delta State? My immediate concern is to work for Mr. President and support him to enable him to deliver his transformation agenda for the people of this country. I stand as one of the key supporters of Mr. President, who will do what he wants us to do to move Nigeria forward. As far as I am concerned, 2015 is still very far and it is in God’s hands. When we get to 2015, that is when other things will come up. I have the right to contest like any other Deltan but that is not in the agenda for now. It is not my priority. But Chief Edwin Clark, is one of those who opposed you and even said you were not fit for the office of governor. What is your reaction to this? Well, Chief Clark is entitled to his opinion. If I want to contest the governorship of Delta State in 2015, Chief Clark also knows that I have the capability to run. I am not barred by the constitution and I have the support of people and if I want to run, nobody will stop me. Clark is free to support anybody but there are thousands of people, who will also support me if I want to run in 2015 but today as I said earlier, that is not my priority. What is your relationship with Chief Clark? My relationship with Chief Clark is very cordial. I don’t have any problem with him. He is one of the leaders we have in Ijawland. Is it true that he recommended that you should be made a minister? It is not true that he recommended me but it is true that he supported me when there was crisis over any appointment. I know the person who recommended me and at the appropriate time I will mention the person’s name. I was recommended to the government by a young man. What is your relationship with the leadership of Peoples Democratic Party in the state? My relationship with the leadership of the PDP is very cordial. Peter Nwaoboshi is my state chairman; he is a great man and we are blessed that he is doing very well and I am supporting him and his entire executive so that we can deliver all the elections in 2015 to the party. PDP is the only party we have in Delta State. I am very happy with the party chieftains and the way they run the affairs of the party. But you have been accused of instigating some members to drag the party to court? How can I instigate people to take the party to court? The beauty of democracy is that you have the freedom to say whatever you wants. If people are aggrieved and they go to court, are they saying they don’t have the right to seek redress in court? If somebody is walking and stumbles on a wood, it is Orubebe. Operatives of the National Drug Law Enforcement Agency, NDLEA, Thursday, arrested two suspected drug traffickers for illegal importation of 2.615 kilogrammes of cocaine concealed inside ceramics meant for interior decoration as well as buttons from Brazil at the Murtala Muhammed International Airport, MMIA, Lagos. The suspects, Mr. Ogbonna Chukwuemeka, 38, and Mr. Otum Godgive Osondu, 45, were arrested when officers of the anti-narcotics agency discovered the cocaine after breaking the ceramic ornaments imported by the suspects and subsequently arrested them. The suspects, however, stressed that they got involved in the illegal importation of hard drugs because they were offered huge sum of money that they could not resist. The boat rolled over on Tuesday in choppy seas 125 kilometers (78 miles) north of Christmas Island, Home Affairs Minister Jason Clare told reporters. The Australian island is 500 kilometers (310 miles) south of Jakarta, Indonesia. Two navy ships had been sent to assist the vessel earlier in the day, but rescue crews were unable to board as waves reached as high as 4 meters (13 feet), said David Johnston, Commander of Australia's Border Protection Command. The navy ships instead began escorting the boat to Christmas Island, where Australia operates a detention camp for asylum seekers. Several hours into the journey, the boat started leaning and some passengers began jumping into the water. Shortly after, the boat rolled and capsized, Clare said. Officials don't know what caused the boat to flip. Rescuers dropped life rafts into the water and plucked 144 people to safety. The bodies of two women and two men were recovered before the search was called off Tuesday night. The survivors, from Afghanistan, Pakistan, Iran and Iraq, were taken to Christmas Island, along with three Indonesian crew members. There were several infants and children on board, Johnston said. "It is a dreadful feeling in the stomach when we hear that a vessel has capsized, or that it is in some difficulty," Johnston said. "Recovering 144 people in the conditions they had yesterday was extraordinary work." Christmas Island is a popular destination for asylum seekers who crowd into rickety boats at Indonesian ports and pay people smugglers to ferry them to Australian shores. LAGOS — The Coordinator for Goodluck Jonathan/ Namadi Sambo Presidential Election in 2011 in Kaduna State, Alhaji Umar Gana, has debunked media reports that President Jonathan might drop the Vice President, Namadi Sambo for the former Governor of Zamfara State, Senator Ahmed Sani Yerima, describing such claims as “absolute rubbish.” Gana who spoke with Vanguard in a telephone interview, yesterday, said that if Senator Sani could not develop Zamfara “which is the poorest state in the country today, the North would not do him a favour by giving him higher responsibilities.” His words: “It is utter rubbish and a figment of some people’s imagination to suggest that Senator Yerima will replace Namadi Sambo as vice president. They are flying kites. I was involved in the 2011 campaign that brought Jonathan and Sambo into office. Some Nigerians believe that the Presidency is divided. In this country, we have only one presidency. We are not in a parliamentary democracy where the Prime Minister and the President would be trying to carve a niche for one another. ABUJA—THE Senate,yesterday, struck out proposals for a six year single term for the president and governors even as it rejected agitation for local government autonomy while passing the bill to alter the 1999 constitution. Yesterday’s voting on the proposals of the Senator Ike Ekweremadu-led Senate Committee on the Review of the Constitution, was at one time interspersed with accusations of religious bigotry as former Zamfara governor at one stage threatened a walk-out on the allegation that the Senate president was not disposed to Islamic interests. Consideration of a similar report in the House of Representatives was, however, not possible yesterday following mutterings about poor circulation of the report to members. The senators also altered the constitution to allow automatic codification into the law books of any bill passed by the president after 30 days in the event of the president withholding assent or wielding the veto. The 101 senators who were present at the session also upheld the committee’s recommendation that election disputes be settled within 180 days and that election disputes be resolved before the inauguration into the elective offices. The Senators also threw out the committee’s recommendation for a mayoral status for the Federal Capital Territory and the proposal to split office of the Minister of Justice and Attorney General of the Federation. The Senate also adopted a recommendation that removed a presidential assent to any bill altering the constitution. The bill passed by the Senate also gave latitude for underage marriage as it altered section 29, (4), (B) to allow for any woman who is married to be deemed of full age. The Senate nevertheless rejected moves to include aviation and prison which are presently on the exclusive list on the concurrent list. Recommendations to delete the National Youths Service Corps and Public Complaints Commission from the Constitution were equally rejected. With the current position of the upper legislative chamber, proponents of local financial autonomy for local governments, six-year single term for president and state governors, as well as mayoral status for the Federal Capital Territory, have completely failed in their efforts at realizing their goal. The Senate equally okayed proposal for former Senate Presidents and Deputy Senate Presidents, as well as former Speakers and Deputy Speakers of the House of Representatives to enjoy life-time pension amounting to the equivalent salary of the incumbent holders of such offices. The upper Chamber killed the proposal for the removal of the National Security Agencies Act and the word ‘Force’ from the Nigeria Police Force which the proposal had sought to replace with the word “Service”. It also rose against the recommendation to transfer Prisons from the Exclusive Legislative List to the Concurrent Legislative List even as it okayed the transfer of labour, pensions and railways, stamp duty, health care, arbitration, agriculture, road safety and youths to the Concurrent List. The transfer of labour to the concurrent list if approved by the House of Representatives and adopted by the states could liberalise negotiations giving room for the states to negotiate different minimum wages. The proposal for removal of the Chief Justice of Nigeria and other serving judicial officers as chairperson and members respectively of the Federal Judicial Service Commission, FJSC, was rejected. The Ekweremadu led Constitution Review Committee had recommended for the appointment of a retired Chief Justice of Nigeria or retired President of the Court of Appeal as the chairman of the FJSC, even as the lawmakers approved the proposal for direct payment of funds to State Houses of Assembly, State Judiciary and State Independent Electoral Commissions. At the end of the exercise which lasted for over five hours, emotion was high as religious and ethnic sentiments came to play in a particular portion of the proposed constitution, following allegation by both Senators Ahmad Sani Yerima, ANPP- Zamfara West and Danjuma Goje, PDP, Gombe Central, that the Senate President, Senator David Mark played double standard in the voting process. Senator Ahmad Sani in particular, accused the Senate President for allowing a second vote on two issues raised by Senator Ekweremadu and Senate Leader, Senator Victor Ndoma-Egba, but refused to call for a second vote on an issue he raised, and threatened to storm out of the chamber if not recognized. He said that Senator Mark’s action infringed on the rights of adherents of Islam regarding marriage. He said the Senate vote deleting Section 29 (4b) was against Islamic laws, insisting that the Constitution forbids the National Assembly from making laws that go against Islamic injunction. But Senator Mark in a sharp riposte said he took exception to the accusation, insisting that he had been consistent in the conduct of the voting process. In his remark, the Senate President described the process as ‘historic’ because senators stood up for what they believed in. “Today is a historic day in the history of democracy in this country. We have voted in what we believe and we voted for those issues that we think will ensure that democracy continues to mature and take a firm root in this country. “I want to thank you because I believe that the committee worked very hard to be able to get us to where we are now. “Whatever emotions or sentiments people had to express we put them in practical terms. Mark said that a conference committee would be set up between the Senate and the House of Representatives to harmonise their positions before forwarding to State Assemblies.
