THE National Open University of Nigeria, NOUN, has cancelled the recently approved restructuring of examinations by semester. Announcing the cancellation order, Registrar of NOUN, Mr. Felix Edoka, informed all staff and students of the university in a memo that the decision was arrived at during the 87th meeting of the University Management Committee held in Abuja on Wednesday, 17th February 2021.

The meeting, which was chaired by the new Vice-Chancellor, Professor Femi Peters, discussed a number of issues, including the conduct of university examinations.

According to Mr. Edoka, the new policy on the conduct of the university examinations which restricted its process to semester by semester has been cancelled with immediate effect. He announced that the university’s examination process has now been reverted to the former method where students will be examined in all courses during examinations, adding that student admission and registration will now be a continuous process in keeping with the university’s policy of flexibility and accessibility.

The registrar assured that management is desirous of tackling to the barest minimum all identified challenges facing the conduct of the university examinations, admissions and registration. He appealed for calm, patience and understanding of all stakeholders in the business of moving the university forward.

The Central Bank of Nigeria (CBN) has issued guidelines for NIRSAL Microfinance Bank to begin the disbursement of the N75 billion Youth Investment Fund.

The apex bank made the declaration in a statement titled ‘‘Framework for the Operation of the NIRSAL Microfinance Bank Window of the Nigeria Youth Investment Fund’ made public on Wednesday.

It noted that the initiative was developed by the Federal Ministry of Youth and Sports Development as a strategic response to youth empowerment challenge in the country.

The initiative intends to resolve the fragmentation youth programmes that impede the evaluation of impact, and to provide Nigerian youths with investment inputs needed to grow successful businesses.

NIRSAL MFB will receive an initial take-off capital of N12.5 billion.

Young adults between 18 and 35 years are eligible for the fund. The guidelines detail the actions required to support business establishment, expansion and employment generation for youths in vital sectors of the economy as well as social sectors.

Youths will also be provided with a special window for accessing funds, finances, business management skills and other imperatives for sustaining enterprise development, the document said.

The apex bank disclosed that the youth and sports development ministry is the lead implementation body and is responsible for budgetary provisions and for fund mobilisation.

According to the regulator, the fund plans to empower Nigerian youths to create 500,000 jobs between 2020 and 2023.

You can either wait for your phone to remind you with a pop-up alert that iOS 14 is available or you can force a manual update. (Before you update, it’s always a good idea to back up your data.)
Navigate to Settings > General > Software Update and select Download and Install. If your iPhone has a passcode, you’ll be prompted to enter it. Agree to Apple’s terms and then…wait. You’ll see Update Requested on the screen, which means Apple has added you to its download queue.
Once it begins downloading, you’ll see a time estimate bar up top; how long you’ll wait depends on how many people are trying to upgrade. Your phone will then need to reboot, which could also take a few minutes.
If there’s not enough room on your iOS device, you’ll get a message asking to temporarily remove apps. Hit Continue and the apps will be restored when the installation is finished. If you have trust issues, hit Cancel and remove apps manually before returning to the update.
If you need your phone during the day, there’s also the option to Install Tonight, which will do exactly that — install iOS 14 while you sleep, provided your device is charging.
You can also turn on automatic updates. Go to Settings > General > Software Update > Automatic Updates. Your iOS device will then automatically update to the latest version of iOS overnight when it’s plugged in and connected to Wi-Fi.

Public Beta

If you want to get in on the iOS action early next time around, consider the public beta. Some of your existing apps might not work with the OS and you could lose data, but if you’re willing to try it out there’s no fee to join. The point of a public beta is to find bugs developers have not yet uncovered. If you’re an iOS fan, this can be an interesting side project. Especially if you have an older iOS device you can afford to upgrade with possibly buggy software. At least 12 people have died after a plane carrying 95 passengers and five crew members crashed shortly after takeoff near the city of Almaty in Kazakhstan on Friday morning.

The plane "lost altitude after takeoff and broke through a concrete fence," before colliding with a two-story building at approximately 7:22 a.m., local time, according to Almaty aviation authorities.

Flight Z2100, operated by Kazakhstan-based Bek Air, was scheduled to fly from Almaty, the country's largest city, to the capital Nur-Sultan.

Data provided by Flightradar24 indicated the flight crashed 19 seconds after takeoff, approximately 5 kilometers (3.1 miles) from the airport. Videos and images of the crash site show the damaged plane broken into several parts, with the nose embedded in a small partially-collapsed house.

Airport authorities said emergency responders were now working to evacuate passengers and crew members from the wreckage. There were no reports of a fire following the crash.

The cause and circumstances of the crash would be placed under investigation, airport authorities said.

The general overseer of the Mountain of Fire and Miracles Ministries, Pastor Daniel Olukoya, has come under serious fire from Nigerians, over his comment about Christmas being a pagan celebration, that the celebration is umbilical.

Olukoya made this known during his Wednesday “Manner Water Service”, which was hosted same day with the 2019 Christmas celebration, at the Church’s Headquarters in Lagos.

He said no book in the bible recorded the word “Christmas” or that Jesus was born on December 25, but Nigerians did not allow him to land before pounding his flesh on social media.

According to various social media users, Olukoya was told that, it is also not in the bible that pastors should be flying private jets, as Jesus Christ himself did not do such.

Jesus Christ during his life time, did not mention the word Christianity or Christian, it was his followers that gathered together after his death, that saw to what we call Christianity today.

According to the bible, it teaches that Christians and followers of Christ must forgive the enemy and pray for them, but Olukoya's church in contrary to the word, believed in praying for their enemies to die by fire, this has further fuelled the criticism against his church and his stance against the celebration of Christmas.

President Muhammadu Buhari signing 2020 budgetIn October, when President Muhammadu Buhari presented the 2020 Appropriation Bill before a joint session of the upper and lower Houses of the National Assembly, his proposal was an aggregate of ₦10.3 trillion.

However, when he signed the bill into law in December, after the National Assembly’s perusal, the new aggregate was about ₦10.6 trillion — a difference of about ₦264 billion.

The Senate Committee Chairman on Appropriation, Ibrahim Barau, who first made this known, said the increase was targeted at offsetting the infrastructural deficit in the country.

Analysis
Nonetheless, analysis of the add-ons obtained by PREMIUM TIMES has shown that the Federal Capital Territory Authority (FCTA) is the most favoured institution in the increments across Ministries, Departments and Agencies.

Mr Buhari initially budgeted ₦28.4 billion for the FCTA but upon passage, its new capital expenditure was increased to ₦62.41 billion.

In spite of the infrastructural rot bedeviling the capital city, renovation of the National Assembly complex would chalk off ₦37 billion from this.

Thus, for the coming year, renovation of the legislature building would gulp more funds than the entire stretch of the federal roads in the country would get.

Next to FCTA is the Universal Basic Education (UBE) Commission. Its capital allocation, which falls under the category of statutory transfers, got a raise of about ₦21.6 billion — up from ₦4.6 billion to ₦26.2 billion.

The increment is billed to cater for a flurry of vague projects inserted by federal lawmakers.

These include the “supply of instructional materials to various schools in the North-east,” priced at ₦500 million, same as the “supply of laptops and writing materials to schools in Borno State.”

Curious increase
In terms ratio of increase, the presidency’s Office of the Senior Special Assistant on MDGS (OSSAP-MDGS) took the lead.

The capital expenditure of the office which was initially ₦34 million is now ₦5.1 billion.

What the over ₦5 billion increment is for, among others, includes “supply of goods, fertilisers rice, maize and beans in Katsina” and “supply of tricycles, motorcycles, sewing machines,” each of which will cost ₦500 million; as well as “supply of new Toyota Hiace buses, utility vehicles SDG intervention,” which would gulp ₦1.9 billion.

‘Free money’
The Independent Corrupt Practices and Other Related Offences Commission (ICPC) in its recent report categorised projects of these nature — capacity building and empowerment programmes as they are called — as “free money without accountability, aside from being difficult to track.”

An analysis done by this newspaper on the other projects tucked under the budgets of other institutions by federal lawmakers also showed that a slew of them are the same controversial projects that the ICPC recommended be suspended from the nation’s budgetary system.

Like last year, when over 391 projects were smuggled by federal lawmakers into the budgets of the Small and Medium Enterprise Development Agency of Nigeria (SMEDAN) and Border Communities Development Agency (BCDA), this year too, over 300 projects found their ways into the two agency’s budgets.

The said ICPC report singled out these two agencies as “conduits for embezzling funds” because of the size, type and number of projects domiciled under them.

This is notwithstanding the fact that some projects in both agencies are overpriced.

Changed presidential stance
When federal lawmakers, while exercising their power over the budget document last year, altered the initial proposal by adding over ₦500 billion and 6,000 new projects, the president was unimpressed and reacted quickly. Not so this time around.

That was a time when the relationship between the legislature and the executive was at an impasse. Then, the president chided the legislators for hijacking the executive’s role of proposing projects.

Mr Buhari, who is now serving his second and final term in office, said then that the funds for some necessary projects have been cut and some unnecessary ones got a raise.

“The National Assembly made cuts amounting to N347 billion in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to N578 billion.

“Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualised, designed and costed and will therefore be difficult to execute.

“Furthermore, many of these new projects introduced by the National Assembly have been added to the budgets of most MDAs with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required,” a displeased Mr Buhari said.

With the relationship between the two arms of government now ‘cordial’, the president simply heaped praises on the National Assembly for passing the budget in record time.
This is in spite of obvious concerns according to an analysis of the 2019 budget, for which the legislators were reproached.

“It is my pleasant duty, today, on my 77th birthday, to sign the 2020 Appropriation Bill into law.

“I’m pleased that the National Assembly has expeditiously passed this Bill. Our Federal Budget is now restored to a January-December implementation cycle,” pleased this time around, Mr Buhari wrote on his Twitter page.
