As an update, she did send me a CBN payment telex for my tuition after I sent her my second tuition invoice.

The telex didn't reflect what sessional tuition was paid nor date. In a way, I cannot dicipher if this telex payment is different from the first one we received. I hope she isn't thinking I am complaining of having received no tuition at all!

This suppose new payment hasn't reflected in my school, (I understand it takes some days anyway) making the matter more confusing!

Have you been in contact with her? Did you receive another tuition payment?

Hello, at the moment I have not heard anything from her. I conferred with my colleagues and as it is for most of us, we have only been paid for one year tuition, no one is responding to our inquiries for the outstanding debt. I intend to check on her again next week. I think she is misreading your message. It may very well be the payment you have just received.

I'm happy we have been paid but nddc is the most inefficient body I've ever witnessed. They are all mute on 2017 list. I try to agitate for prospective scholars as much as I can on social media, nothing.

In the meantime, I suggest you send your outstanding invoice(s) as well. I emphasized in my email that my 3rd-year fees are now overdue, and it is.

I emailed the coordinator about this, she responded by asking me to send my tuition invoice which I informed the house in a previous post. This was on Monday. Other than that, she did not provide more info so I can't tell if this would be sorted out soon or is being considered for payments; nothing of the sort. It was simply 'Please kindly send your (3rd year) tuition invoice.'

I will contact her again for clarity.

" sound ungrateful" as per say scholars should be so grateful to NDDC, like they've done u a favour in paying ur fees from their pockets; if not for the rot in the system, should we be so apprehensive to question those we put faith in.

I'm happy for ya'al but dnt make mistakes to think they've done anything spectacular.
since the cash they stacked in banks run by criminals has yielded so much they finally decided to dispense the capital
they are still a bunch of rotten thieves

those NDDC informants here please go tell them they are still CRIMINALS in caps.

Why is this so? I've been pensive about this. If the current exchange rate falls less than the rate of the 1st year of the scholarship would they maintain the rate of the first year?.
Is it a policy to maintain the rate of the year when the award was awarded or they jst calculate it as they please?

I have no idea. I hinted this to the coordinator but of course, no response on this as expected. We don't want to sound ungrateful.

My people...my people.....Pls I need some advice here. I am also waiting for the 2017 list for PhD. I have moved my admission from Sept 2017 to January 2018 but with January 2018 almost over I am a bit confused as to if my university will allow me to move my admission date again as they were reluctant to move it the first time. Even if they decide to move my admission date what is the best date to move it to? if I move it to September 2018 will NDDC be ready to pay for this despite the fact that I am a 2017 scholar?

Pls anyone who can help with some advice I will really appreciate. God help us!

I know NDDC will pay you if you move your resumption date as it is no fault of yours but theirs but you need to clarify/obtain approval with them first. I cannot say with absolute certainty if your university will allow you to defer your admission again. That is something you need to confirm from your school and the sooner the better so you know where you stand.

She did answer me about the two year session. She said they haven't start processing 2nd year tuition. The tone didn't seem reassuring. She sounded like there isn't fund for that.

Very few people are owed two sessions and usually those in PhD program. I am afraid nddc may want to evade payment they are not pressured into. And I also hope NDDC isn't thinking that the money paid is meant for our personal pockets!

Just an update. I sent an email to scholarship coordinator to remind that I am still due one more year tuition as I said in an earlier post; and was not expecting anything to be honest, at least not now. However, she responded by asking me to send my year 3 invoice. So if you are due one more payment or the second payment from nddc (PhD scholars) then perhaps you should also send your invoice(s) to coordinator as well.

2017 prospectives, I will inform if I have got any new info.

However, did they pay for two years?

No, they only paid one year. I have emailed the coordinator to remind and ensure they know they still owe us for another session/year and it is now overdue for most of us. So before NDDC decides to take us for another ride, rest assured we will not relent until they settle us once and for all.

I got my payment today. For UK students, the commission short-changed us (paid us with the old rate!). That being said one less thing to worry about. Now we agitate for 2017 list. I will pass on any info I have. Thank you, 2017 prospective scholars, for bearing with us.

They better not otherwise my school will withhold my certificate and not let me graduate. It is clear this means we do not have to relax, hence I will continue to chase this up with her and sound the alarm so they know they must complete their financial obligation to us. Of course they know it is not just for our personal use, my invoices attest to that. I wonder what this means though for 2017 list / scholars. This is sooo exhausting.

Heard from a secondary source that NDDC is under presidential directive to clear every “outstanding debt” with regards to their overseas scholarship before doing any other thing (contacts, New list, etc; I hope they add payment of staff salaries and allowances).
I tried to inquire If the term “outstanding debt” implies outstanding two years tuition fees of some scholars in this unfortunate situation, but got no tangible answer.

Tried as well but they conveniently did not answer it. Hopefully they will sort that out soon enough. It is a shame they have to be pushed by FG to fulfill their obligations

Anyway I just got in touch with one of the officials just now and of course in our usual unfriendly phone manners, the official stated that they are still "processing" other payments. But when I asked when that can that be finalized, the reply was "I cannot answer that now because I am not the one processing the payment and the phone was hanged up. So it is possible that ours may not have been processed after all. I wonder what they mean by processing

Naija with their lousy manners (and they go to other countries and expect to be treated cordially). When I was dealing with one particularly rude (nddc) scholarship coordinator - not the current one, the lady was beyond rude I hung up the phone on her.

I don't know what 'processing' means either and that word has always meant they are not doing anything. I really hope it is just a matter of payment being done in batches, possibly. I really hope so.

I just checked my school account and found I have been paid. Whereas I have two sessions outstanding, only one session was paid for. Just letting you to know there is truth about received payment. I am hoping you receive yours today. Mine is in the United State anyway so it might be due to country difference. However it is good you constantly remind them as anything goes with this commission. Like you, I would be sending email for the second tuition. Without it, I am still in the wood.

Thank you for letting us know. Yes, you are right country difference could be a factor (I am in the UK). I am still waiting and hoping. If you don't mind my asking, are you 2015 set? I need to be sure they are dealing with all scholars and not just 2016 set. I am 2015 and I owe two session's tuition. It is sad they have only settled one and as soon as I receive mine I will have to chase them again for the final session or all my hard work here will be futile.

Well I will encourage you to go ahead and email them. But information I got said some scholars details were incorrect and so they were sent back to our “competent” NDDC for verification/correction. But for this imbroglio, everyone would have been paid between yesterday evening and at most two days (depending on your foreign bank).

I also know that only one outstanding fee was paid (for all the people I know who got paid), despite the fact that the second/third year fee is also due. It is not sounding like there is a solid commitment to clear “outstanding debts”, will they have to wait till next year before payment for the current year is made?

One would have expected NDDC to settle both fees at the same time, maybe they are yet to receive the invoices for payment of the second or third year fee.

I have submitted both second and third year invoices to NDDC via scholarship coordinator so she in particular is very aware of my situation as my school has been on my case for unpaid debts. In September (2017), she emailed me to request for my personal and school bank address which I provided so I will really be pissed if for any reason I don't receive my dues cos they did this April Fool to us last year March. I have sent her an email as we speak to clarify.

I hope they pay both cos I have submitted all the invoices. Whatever the case, I will inform the house as soon as account gets credited in real time, God willing.

The latest I've heard is that payments have been authorised and the delay is from CBN. Please, can anyone verify this as well? And how long does it take CBN to process such transactions? I will keep bombarding NDDC higher-ups until I hear from them directly because as much as I want to believe this, it is still hearsay. Ladies & Gentlemen, now that we have identified some of our problems can we profer solutions and building a united front?

In 2014, a similar case as now occured until the scholars acted in unison despite the cogs in their wheel of progress that sought to derail their cause. However, the present situation has surpassed our wildest imaginations of how insensitive the current mgt is.
We must (prospective scholars) know that without the financial settlement of owed scholars nothing can be done in our case.
2) Being indifferent on the current issues while others take up the challenge of confronting the devil won't make it any better for you.(if u talk, u die. if u no talk u still die. i'd rather talk & die)
3) "e no concern me" has brought us to where we are. Most of us where mute because the timeline of delay wasn't affecting us until the very obvious starring us in the face.

The main issue was derailed at some point, and while I do not completely agree with @irahub's take on the issue, I understand the sentiment. If we had a working legal process in Nigeria, NDDC will not play this silly games with us. Everything is chaotic and reinforces this idea of our inferiority exemplified in this case by NDDC in their handling something as easy as a scholarship (NDDC is now a joke in my school). The worst part is that the corrupt elites in NDDC do not care. I troll all of them on twitter; plague their timelines, nothing. I am particularly disappointed in Hon Abike Dabiri, to be honest as she too has gone mute on this issue. I am seriously considering legal action overseas if something is not done as soon as possible - on human rights ground at least.
Bottomline, you may not agree with irahub's thesis but let's be real to ourselves, Nigeria has been on a downward spiral ever since we gained independence and don't heap the blame on our colonial past or any outside force for wrecking things for us 'cos at some point we have to take responsibility.

You are not the only one in this situation, the silence since September was because very few people resumed in September. As January and February approaches more people school fees will be owed for one year and their schools will prevent them for registering for the next year.

It’s time for us to start putting pressure on this insensitive board to do the needful. If it hasn’t come to your turn you need not wait. It is imperative that all outstanding fees for which NDDC has received an invoice, is paid this month, as quickly as possible.

NDDC has no excuse, yes, TSA will delay things because after NDDC approve payment, CBN will have to process it, unlike before when NDDC approves and process the payment themselves. This means NDDC should have factored this 2-3 weeks delay into their plan to give CBN enough time.

But Why will it take a whole three weeks for CBN to process approved payments?, they can’t complain of being understaffed, not when there are many highly qualified unemployed people looking for CBN JOB.

Our country’s condition defies logic.

Information I got so far indicates the federal side of the divide are pushing NDDC to pay, and I also know that NDDC has approved payments. The only important missing link is CBN, I’ve tried using some sources but haven’t gotten any relevant or reliable information.

Yes you are right with regards to approval as all evidence indicates payments have been authorised (even the scholarship coordinator informed without prompting that the officials and higher up have approved payment). It beats me why transfer via CBN will drag out for 3 weeks and some folks in this forum has said it shouldn't take more than 3 days for it to reflect. Fingers crossed. I am not sure what I will do if payments do not reflect this month. I keep hounding them on twitter to the point of embarrassment and they are all mute. A bit of assurance will help at least but as it is with this incompetent administration (the worst by far), they have chosen not to engage with their scholars at all. God help us.

Thanks for your effort brother. However, this does little to help. It is better for NDDC to state a tentative date to expect the payment. You can't just keep people in limbo with a lot of uncertainties. Even if they state it is going to come by March, then one can make plans and know how to package himself or herself. But with each day, "the payment will be made soon", it only leaves uncertainties everywhere. I wonder when we the black people will simply have common sense and understand how the world works.

I appreciate the effort as well, and thank you. To be fair, I was informed to expect payments within 2-3 weeks and I was told this on the 18th of December (2017). The coordinator was also quickly to point out to take into account the festive season so it may be a week further than what she speculated. I know you are using March as an example, but by God, we need the payments NOW. My school has given me an ultimatum (14 days to settle all my debts), and I am severely depressed this new year so pushing it further is not an option. I have waited almost 2 years for payments to be made (a colleague of mine close to 3 yrs), they need to settle us now 'cos there is really no reason whatsoever to delay payments.

@ladybug2 Can you please get more info from the scholarship coordinator as to the payment which is said to have been sent to cbn for weeks now. Is CBN also auditing their computers. I wonder why making swift transfers could take more than 3 days.

Hi, I lack words to justify their excuses either. I have copied and pasted the exact words from the coordinator below for your perusal:

Hello Blessing,

We now have management’s approval so payment of both outstanding tuition fees and yearly upkeeps can be expected within the next 2- 3 weeks, hoping that the Christmas holiday does not alter the existing arrangement.

That was her (the coordinator)response to my email inquiry. I sent the email on the 13th of December. She replied precisely on the 18th (Dec). I am not sure why CBN transfer from an organisation like NDDC should take that long but at the risk of falling for their lies again, I am willing to give her the benefit of doubt. After the festive / new year season, I will email her again.
