I have removed the old paypal account and added a new one, waiting for 24hours and yet no payout. Now am adding another paypal account now.

If you have any issues that require you to contact customer service, the first thing you need to do is to edit your profile before contacting them. The reason is because issue regarding withdrawal is taken seriously, and they would want to know the actual owner of the account. To pass the test, u need to edit your name so that verification with government issued ID would not contradict.

It takes 90days, for ebay to permanently delete successful transaction between both parties(you and ebay), they do this in other avoid issues like the one you have pasted above..

I wonder how someone will conduct some form of transaction with me as far back as Sept 2014, only for him to ring me up July 27th 2015(almost one year later), telling me that i owe him 12k plus...
