1999 constitution: you are having issues with comprehension, even if the election has a low turn out, according to the constitution, the candidate with majority vote (even amidst the low turnout) will carry the day, stop making this thing a biggy, there's no way some people won't vote and winners will not emerge on that day. Election will hold but with low turnout and winners will emerge |

The government has zero motivation to appoint an administrator.
