You don't understand. Some countries have very limited resources, and little to no leverage at all in the international community.
They depend so much on aids and exportation of workers. They can't even afford to be corrupt even if they want to be.
Liberia is one of such.
US aid cuts affected them badly. So if their president has to say 'yes sir' to POTUS in order to get the help he needs, it's no big deal or bad thing.

China, Russia etc cannot help Liberia the way US can and has, because Liberia has nothing much to offer in return.
