take religion out of government/  the sharia shouldn't be highest court in any state
lay off corrupt police; set high standards for new recruits,  pay them some of that oil money!
bump alagbon, kirikiri, and other inhumane facilities/  strengthen the legal system n build effective and reliable prisons.
throw a few shady ones in prison/ enforce accountability
create programs with incentives for professionals in diaspora,  use some of that oil money!
electricity/  better roads.
overpopulation in maj cities/ create jobs in rural area n educate the pple
put more money back into the nigerdelta
