I quietly disagree with your analysis of half year for study duration. In fact if you hold a German degree, you receive expedited consideration. Meaning you do not even have to stay for the required minimum years as for someone without a German degree. Please do your research very well as your post might be misleading. For the avoidance of doubt, section 18b of the Residence Act states that Section 18b "A foreigner who has successfully completed his or her studies at a state or state-recognised university or a comparable educational establishment in the federal territory shall be granted a settlement permit, if 1. he or she has held a residence title pursuant to Sections 18, 18a, 19a or 21 for two years, 2. he or she has a job commensurate with his or her degree, 3. he or she has paid compulsory or voluntary contributions into the statutory pension scheme for at least 24 months or furnishes evidence of an entitlement to comparable benefits from an insurance or pension scheme or from an insurance company, and 4. the requirements of Section 9 (2), sentence 1, nos. 2, and 4 to 9 are met; Section 9 (2), sentences 2 to 6 shall apply mutatis mutandis". After your graduation, working for just two years qualify you for a settlement permit!

No, you can't apply for permanent resident during the 18 months. You qualify for Permanent resident after staying 5 yrs in Germany and u qualify for d German passport after staying for 8 yrs.

But also note that ur years used studying qualify as half to your permanent resident status meaning when counting d no of years, if you used 5 (msc+ bsc) years to study it only counts as 2.5 years while full year counts only wen u start working full time after graduation or u stsrt phd as phd is recognized as a full time job if its the one u get a contract for. So if u do a 3 year phd, it counts as 3 yrs. Meaning in your case if u only do a 2 yr MSC, den u av only gotten 1 yr of d needed 5 yrs to qualify for PR. Your 18 month job hunting period will also count as 9 months towards your PR. Meaning In all by d time your 18 elapse u only av used 1 yr and 9 months towards PR.

And as for health insurance, u pay monthly for it to remain covered for as long as u stay in Germany. Its a monthly payment thing that u must not default or u get a fine for each month u default

Just go ahead and fund. It gives you sufficient time to receive the funding confirmation before the interview which will be critical to the speedy processing of your application.
