Apart from the school fees, the beneficiary also gets a monthly stipend.
When fees were #19k or thereabouts in federal universities there were students who found it hard to pay. Taking a federal government loan is better. When fees were low there were parents who had to sell their properties to send children to school and there were girls doing dirty things to survive in school.

This is the way it is done even in places like USA. If fees remain abysmally low, how will the schools cope. But when you live in a society where you want the government to do everything for you then don't complain if the country doesn't move forward in anyway
