Iran is surrounded by US military bases. You cant expect a country under siege not to bolster defence, if possible a nuclear deterrent.

You dont need to leave your continent to fight a senseless war in another country, only the aggressor nation does that which in this case is the US, you fight the contingent that comes to you. and mind you Iran does not have ICBMs, and if they have they may want to keep it under wraps.

Without those bases, they wont be able to carry any war to the Persian Gulf.

That is why Iran cant be convinced through any negotiations not to develop its military or develop its ballistic missile programme.
