Politics / Fashola: Fg’s 795 Ongoing Projects Will Lift Millions Out Of Poverty by limcar: 8:45am On Sep 24
The Minister of Works and Housing, Mr. Babatunde Fashola, yesterday said the ongoing 895 contracts and 795 infrastructural projects nationwide were part of President Muhammadu Buhari administration’s plan to lift 100 million Nigerians out of poverty.

Speaking at the 27th meeting of the National Council on Works and Housing, taking place in Bauchi State, the minister argued that embarking on building massive infrastructure remained the quickest way to create wealth worldwide.

He maintained that nations that are richer than Nigeria have more infrastructure than the country, stressing that in order to bridge the gap there must be deliberate investment plan.

He said no nation would be able to grow bigger than its stock of infrastructure.

“When President Buhari committed on June 12, 2019, to taking 100 million people out of poverty in 10 years, his vision was not a federal government vision, but a national one, which has started with the work being undertaken in all states and FCT and to which the federal government is contributing through infrastructure.

“Currently, the federal government is executing 895 contracts in 795 projects spanning over 13,000 km of roads and bridges nationwide.

“Across all of these, engineers, geologists, surveyors, lawyers, bankers, suppliers, artisans and labourers are involved in an ecosystem of enterprise from which they earn a daily, weekly or other periodic income.

“But that is only part of the story, the employment. The other parts include improved asset value, because everywhere a new road or bridge is built, the land value appreciates by up to 30 per cent creating enormous capital gain,” he explained.

Aside that, he noted tat on completion, journeys that used to take days would take only a few hours, positing that in the definition of poverty, well-being, efficiency and the lack of access, are critical factors.

Speaking on the theme: “Infrastructure Delivery, the Maintenance Economy and National Prosperity,” Fashola noted that since the implementation of the Marshall plan in 1948, after the Second World War, it had become clear to any serious-minded economist or politician that infrastructure provision was critical to development. The minister stressed that with proper maintenance, the life of the infrastructure would be preserved, value for the money spent would be obtained, describing it as a critical contributor and driver of Gross Domestic Product (GDP) in many economies around the world.

“Available data shows that in the ‘built industry’, only about 30 per cent of the manpower is employable by design and construction which lasts until the project is completed; while the remaining 70 per cent is employed in the process of operation and maintenance of the infrastructure,” he added.

He posited that in nine facilities that were assessed by the ministry, the conditions of fittings such as fans, air conditioners, light fittings, toilets and wash hand basins, out of 41,800 installations, 12,459, representing 29.8 per cent was found not to be functioning.

“Currently, we are undertaking maintenance works on 41 bridges that have employed 1,157 people directly and created 3,309 indirect jobs and we have facility management contracts for 25 federal secretariats across Nigeria after we completed renovation works. Each facility manager employs at least 40 people,” he added.

Meanwhile, the minister has called on the people affected by the ongoing road construction project in Nasarawa and Benue states to embrace dialogue in resolving issues related to compensation rather than recourse to agitations.

The former Lagos state governor, who made the call during his inspection tour of the ongoing “dualisation” of the 221 kilometres Keffi – Akwanga-Lafia – Makurdi Road, insisted that agitations do not solve problems.

He said the federal government was closely working with the two states to resolve the issues, pointing out that efforts were being made to ensure that the real beneficiaries get the compensation and not middlemen.

The minister explained that funding for the project was secured through a China EXIM loan, adding that the decision to borrow the fund for the project was taken before the administration of Buhari.

“The decision to borrow this money was taken before our administration. So we just completed the process that had been started, a process that we own because this is money borrowed for investment to improve people’s lives,” he said.

The minister who was later joined by the Governor of Nasarawa State, Mr. Abdullahi Sule, also inspected the National Housing Programme (NHP) and Federal Secretariat Complex in the state capital, Lafia.

Politics / Boko Haram Sponsors Have Been Identified, Detained – Malami Reveals by limcar: 8:17pm On Sep 23
The Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami on Thursday revealed that the Federal Government has succeeded in identifying and detaining the Boko Haram Sponsors in Nigeria.

Malami made this known while speaking with the News Agency of Nigeria (NAN) in New York City.

Recall that Malami had in May announced that the Nigerian government was about to begin the prosecution of about 400 suspected Boko Haram sponsors and was profiling some high-profile Nigerians strongly suspected to be financing terrorism for prosecution.

The delay in their prosecution and unveiling of the suspects have, however, been criticised in certain quarters, but Malami assured the Federal Government was determined to take stringent measures to counter insurgency in the country.

Speaking with the newsmen on Thursday, Malami assured the Buhari administration was determined to take stringent measures to counter-insurgency.

“We have succeeded in identifying those that are responsible for funding terrorists. We have blocked the leakages associated with the funding and embarking on an aggressive investigation that is indeed impacting positively in terms of the fight against terrorism.

“Investigation is ongoing and for the purpose of investigation, I wouldn’t like to be pre-emptive in terms of making disclosures that would have the effect of undermining the successes we are recording.

“One thing I can tell you for sure is that whatever we do in terms of detention and in terms of arrest is indeed backed by judicial process.

“We have indeed obtained a legitimate court order taking into consideration what we have presented before the court; the court eventually exercised its discretion in terms of granting orders that we can have them in custody,” he said.

While addressing the released inmates, the Chief Judge urged them to be law-abiding citizens and shun crimes in order not be arrested again.

Also addressing Sharia Court Judges, the Chief Judge urged them to refrain from sentencing all manners of suspects into custody especially those with minor offences because, according to her, that brings about congestion in Custodial Centres.

In his remarks, Controller of Corrections Bauchi State Command, CCS Kabir Abba Galadanci Commended the Chief Judge and the State government for making the visit to Custodial Centres possible.

He said that the visit will go a long way in decongesting the Centres and further give hope to the inmates.

Politics / Cui Jianchin Mulls Establishment Of Chinese Banks In Nigeria by limcar: 7:26am On Sep 22
The Chinese Ambassador to Nigeria, Cui Jianchin, says he is in talks with Chinese-owned banks to establish operations in Nigeria.

This, the envoy said, is to boost Nigeria’s economy and expand trade relations between the two nations.

Cui made this known on Tuesday in Abuja while addressing Journalists during the commemoration of the 2021 Chinese Moon Festival and China-Nigeria Cultural week.

According the Cui, the establishment of Chinese Banks in Nigeria will also be one of the key areas of discussion during the China-Nigeria Binational Committee meeting, which he is also pushing for the establishment.

He said that an efficient financial institution was a key driver to achieving a strong economy, one Nigeria can learn from China’s experience.

“Before my departure from Beijing to Abuja, I talked to several banks in China. When you list the World’s 10 big banks, six are in China.

“The Banking sector is very important, because without money, we cannot build our industries.

“What I am thinking here is best to talk to the governor of Central Bank and how we can allow the Chinese Banks to run office here and now, they are doing the feasibility studies on that.

“I am working hard that in the Bi-national meeting, I hope we can make a big decision and give a big push to let the banking industry and insurance industry, because financial integration and institutions are key.

“If you go to China, you will find our banking industry is very powerful, not only for business, but change in the way of life.

“Because of the COVID-19, the Banking Industry is a little hesitant, but I told them Nigeria has a lot of human resources and as long as we work together, we can do big things.

“And that is why it is important to invest in the banking industry, to solve this problem,” Cui said.

Extolling the extant China-Nigeria trade relations, Cui noted that the volume of trade between China and Nigeria is nearly 20 billion US Dollars, with an increase from 2020’s 19.2 billion dollars.

Politics / Nigerian Customs To Deploy Drones At Seme Border by limcar: 7:25pm On Sep 20
The Nigeria Customs Service, NCS, says it will soon deploy drones at Seme for effective patrol in checking smuggling activities in the border area.

NCS Zone A Coordinator, Modupe Aremu, an Assistant Comptroller General, ACG, of Customs, disclosed this on Monday during a working visit to Seme Border Area Command.

According to her, border management surveillance will be done electronically through the use of drones to ensure that there will be an area overview of what is happening.

“Seme command visit is the end of my tour in Zone A and I must commend all the commands, they account for over 80 per cent revenue collection by the NCS and so they should keep up the good work.

“With the tour of all commands, I have seen that all the officers are doing well but they can still do better. And I am telling them that they should be expecting impromptu visits from the Zonal Coordinator, so they should not relax on the job.

“Also, e-customs’ N300 billion contract that is end-to-end automation that is about to kick-off is about Information and Communication Technology connectivity; when it comes on board, we are going to have electronic signature, drones patrolling the border,” she said.

She noted that the service was trying to minimize person to person contact to reduce human interaction and make the work faster and more efficient.

Mrs Aremu expressed satisfaction with the joint border post buildings that was commissioned on Oct. 23, 2018, noting that it ushered in an era of coordinated border management.

“This is one-stop-shop and from what the comptroller has shown me, it is what is practiced abroad; this is really commendable that what we see when we travel, we have it here in Nigeria,” she said.

She urged Seme Customs to keep abreast of all the Economic Community of West African States, ECOWAS, protocols in order to understand what was happening.

On enforcement activities, she urged the command to keep pushing as the nation at this point in time needed the service to properly secure its borders.

She expressed the hope that the scanner at the border would start functioning to help simplify processes as much as possible.

She urged the command to ensure proper compilation of case files and prosecution of arrested suspects to show the seriousness of the service in fighting smuggling.

Earlier, Seme Customs Comptroller, Bello Jibo, noted that enforcement activities were not affected by the border closure as the command made remarkable interception of 1244 suspected smuggled goods with a duty paid value of over N856 million.

He noted that despite unfriendly economic policies imposed on goods transiting through Benin Republic, the command was able to collect about N719 million as revenue and processed export volume of 635,149.23 metric tons with free on board value of N15.5 billion.

“The command has a very good understanding with host community and in cementing this relationship, the command built and handed over a modern toilet facility to the Badagry West Development Area and partnered with an NGO to equip the Badagry United Football Club.

“Some projects undergoing work or completed in the command are: 16 classrooms for primary school, construction of 30-man rank and file quarters and others.

“The challenges faced has to do with ICT interconnectivity at the Joint Border Patrol, signing of bilateral agreement, connection of the barracks to the national grid and inadequate junior staff,” he said

Politics / Entry Age Limit: Lagos Debunks Viral Report On Social Media by limcar: 7:43pm On Sep 18
The Lagos State Ministry of Education has debunked a social media report alleging that the State Government will, from next academic session, enforce the entry age of 12 years for pupils seeking admission into Junior Secondary School (JSS1) in a bid to deter underage registration.

A statement signed by the Commissioner for Education, Mrs. Folasade Adefisayo, noted that the unsigned and undated document about the age limit for Junior Secondary School entrants had earlier been denounced in Y2020 when it was first circulated.

The Commissioner maintained that such statement was never issued by the State Government, stressing that what was wrongly published and circulated was not a policy statement, but an internal memorandum containing suggestions and a summary of discussions that was drafted after a consultative meeting.

She explained that the said meeting was held with relevant stakeholders in the Education Sector in Y2020 on how to implement the National Policy on Education in the State, which was clearly stated in a press release issued by the Ministry in April, 2020.

Describing the perpetrators of the social media report as saboteurs, Mrs. Adefisayo urged the general public to ignore the viral statement and rest assured that the Ministry will always involve stakeholders in policy decisions and implementation.

Politics / Gbenga Daniel Speaks On Contesting For Senate by limcar: 2:27pm On Sep 18
A former Governor of Ogun State, Gbenga Daniel has expressed his interest to run for Senate in the 2023 elections.

Daniel who dumped the Peoples Democratic Party for the All Progressives Congress in February confirmed on Friday that he would contest for Ogun East Senatorial poll in 2023.

The former Governor while speaking at a gathering in Sagamu on Friday said he has been under pressure to run for “national offices in 2023.”

He stated this at the Continuous Political Education Programme of POLA with the Theme, “Understanding Democracy, Quality Representation and Political Management.”

Daniel also lamented about the poor representation at the National Assembly, especially from the South West.

He said, “I have read the news and watched videos from diverse groups and individuals who have been calling on me to run for some National offices in 2023; while this is neither the time nor the occasion to react to such clamour, I agree mostly with their reasons.

“The position that only those with the required capacity should be allowed to make laws and sanction policies that affect the lives of the citizens cannot be over-emphasised not just in Ogun State but the entire country.

“The National Assembly plays a vital role in our democracy and requires the best of vibrant intellectuals our nation has to offer.

“Laws made must be in tandem with the goals to create a better society for the people, one not just rooted in the ideals of good governance, but forged with the mindset of the advancement of the present inventions and future innovations.”

Central Bank of Nigeria’s (CBN) InfraCorp Plc’s N15 trillion infrastructure fund aimed at raising finance for capital projects, will be created in October, the bank has said.

Mr. Godwin Emefiele, CBN governor, announced this on Tuesday in Abuja at the Chartered Institute of Bankers of Nigeria’s annual banking and finance conference.

According Emefiele, the InfraCorp project, which was designed by the CBN in collaboration with the African Finance Corporation and the Nigerian Sovereign Investment Authority, will aid in addressing the country’s infrastructure deficit.

“I am pleased to announce that InfraCorp, the infrastructure company being created by the CBN, African Finance Corporation and the Nigerian Sovereign Investment Authority to raise N15 trillion, will be unveiled in October 2021,” Emefiele said.

“InfraCorp would enable the use of mostly private capital to support infrastructure investment that will have a multiplier effect on growth across critical sectors.

“The purpose of the N15 trillion being raised is to address some of our infrastructure needs while providing reasonable returns to investors.

“We believe this well-structured fund can act as a catalyst for growth in the medium and the long run. The support of the banking community will be important in achieving this objective.”

Politics / 2023: Zoning Presidency To South, Wishful Thinking – Sen Adamu by limcar: 8:22am On Sep 14
The Chairman, Senate Committee on Agriculture, Senator Abdullahi Adamu, has kicked against zoning the presidency to South or any part of the country during elections.

Adamu, who represents Nasarawa South in the Senate, said the 1999 Constitution (as amended) did not mandate political parties to zone presidency or any other political office to any part of Nigeria.

Responding to a question on power shift to the South at a briefing yesterday in Abuja, the lawmaker said, “My answer to that is constitution. Nowhere in the Nigerian constitution that says we should zone any public office.

“There is federal character, but not that parties must zone positions for presidency during election. The constitution is being reviewed. If you want a specific provision that a presidential position be zoned, you say it, and tell us how you want it to be zoned.

“You can’t just wish away a situation that is fundamental to a country. You can’t talk of merit and talk of zoning.

You can’t. Let’s just go by merit. Let every party find a way of selling itself in a manner that will garner the votes that will win the election. It’s as simple as that.

“Do we have anything like that in the American constitution? Are we more democratic than them? It is democracy. Why do you want to change it? Wishful thinking only.

“Yes, somebody is saying the South East has not had a president. I agree, and I sympathise with them. But the constitution says you can only become president through the ballot box. And we have been saying it during elections that every vote must count.

So, why do you want to zone? Zone your mind if you want to zone.”

Politics / Army Disowns Pictures, Videos Of Mass Burials In Zamfara by limcar: 10:06pm On Sep 12
The Defence Headquarters (DHQ) has dismissed trending pictures and videos in circulation showing dumping of dead bodies into mass graves, purported to be bodies of people killed in military operations.

The Director, Defence Information, Maj-Gen. Benjamin Sawyerr, dismissed the pictures and videos in a statement on Sunday in Abuja.

Sawyer said that a picture with the caption, “Alhamdulillah, Zamfara Must Secure” and several other viral gory pictures and videos were purported to have emanated from the ongoing military operations in the North-West and North-Central parts of the country.

According to him, it is pertinent to state that the allegation is false and malicious and has no link whatsoever with the operations being conducted by troops of the Armed Forces of Nigeria (AFN).

“However, it is true that the AFN are presently conducting successful military operations against bandits and kidnappers in line with their constitutional roles.

“These operations are conducted in strict compliance with the rules of armed conflicts, utmost professional manner, strict adherence to rules of engagement and respect for fundamental human rights and dignity.

“The viral pictures being circulated have nothing in common with the ongoing operations.

“This callous action of linking ongoing operations with falsehood is deliberate and thus seeks to tarnish the good image and reputation of the AFN,” he said.

Sawyerr stated that the military had been carrying out periodic media briefings where pictures of the operations were usually displayed to complement achievements in the ongoing operations.

The Academic Staff Union of Universities (ASUU ) has called on the National Assembly to pass the Bill to amend the National Universities Commission Act to address the proliferation of state universities.

The coordinator of the Kano Zone of the Union , Prof . Abdulkadir Muhammad made the call at a press conference held at Bayero University Kano, on Friday.

Muhammad, who called for the passage of the bill, also called on the visitors of the Universities to live up to their responsibilities.

“We are calling on the national assembly to , as a matter of urgency , consider and pass the Bill. Due to bad governance and underfunding, our state-owned universities may soon collapse beyond redemption.

“Visitors of state universities had turned establishment of state universities into projects for appeasing electorates in their senatorial and state constituencies, while neglecting the existing state universities.

“Besides non funding of capital projects , most state governors have also failed in the primary responsibility of regular payment of staff salaries in their universities,” he added.

The coordinator said that the association also rejected the charging of exorbitant tuition fees in the state universities because it places university education beyond the reach of common Nigerians.

On the issue of University Transparency and Accountability Solution ( UTAS ), he explained that end user acceptability test had been completed and that the union was waiting for the subsequent deployment of UTAS in the management of payroll and personnel systems of the federal universities.

The association also urged the Federal Government to sign and implement the draft ASUU/FGN renegotiated agreement of May , 2021, in addition to the release of the first tranche of the N30 billion fund for the revitalization of public universities.

“The government should also release N25 billion Earned Academic Allowance.

“ We also urge the federal government to immediately remit withheld check-off dues to the branches of the withheld and amputated salaries/allowances and third party deductions.,” he added.

The coordinator said that the Union would always deploy appropriate measures to salvage the Nigerian university system from rot and decay.

He said that the union firmly believes in the use of qualitative education to liberate and transform Nigeria from its current state of underdevelopment.

Politics / Gumi Fires Femi Adesina, ‘you’re A Bootlicker’! by limcar: 9:34am On Sep 10
Controversial Islamic cleric, Sheikh Ahmad Gumi, has slammed Femi Adesina, the Special Adviser, Media and Publicity to President Muhammadu Buhari for labeling him “ a bandit lover ”.

According to Gumi, “my mission has not failed but it was sabotaged or discouraged by the same influential people that benefit from the chaos”.

Gumi expressed his thoughts via his known Facebook page on Thursday morning.

Read Gumi’s full post below:

You bootlicker that called me a bandit-lover! I am not one, but my country-lover, my region-lover, my state-lover, and my people-lover, and humanity-lover.

I am a qualified Medical Doctor who knows what it takes to precisely excise a brain tumour without destroying the
delicate surrounding brain tissues. I was a commissioned military officer who knows what the military is for and what is the capability of our military. I am an intellectual with a Ph.D. from Abroad. I am an Islamic scholar who knows the immorality of killing innocent lives. So, silence for me in this ocean of oblivion is not an option.

Only a fool would allow his dwelling to be a theatre of war.

Unfortunately, how many fools are there. Killing rats in your rat-infested sitting room with an iron rod will only end up
destroying your gadgets and furniture probably without killing any. We should not mask out poor governance with
artillery power.

Some disingenuous people say: peace and negotiations with herdsmen bandits have failed, and your mission has failed!

I said my mission has not failed but it was sabotaged or discouraged by the same influential people that benefit from the chaos or like us to destroy ourselves and leave the herdsmen in perpetual ignorance.

Some said we have tried amnesty but it didn’t work. You didn’t try amnesty but tried amnesia. Amnesty without
rehabilitation, reconciliation, and reparation is no amnesty.

Ask the former Niger Delta Militants who killed security men in the past what an amnesty is. What stops us from having
a federal ministry of Nomadic Affairs where their grievances and complaints will be addressed?

All the bandit leaders we saw complained of how some repentant ones were picked and extra-judicially killed after the surrender of their weapons. Without their trust of the very unjust system all Nigerians complain of, which they took
arms to fight, peace and negotiations with them will not work. This brings our role of mediation. They know as religious men we will not deceive them, and they came out in troops to meet us. To our astonishment, it is the same unjust system that turns round to betray our peace mission.

Some of the press for giving a negative narrative, whom I also term criminals-in-purpose, some of the politicians who I see as urban-bandits who out of their share mismanagement
of our meagre resources and misplacement of priority cause
the death and infirmity of more people than the bandits affect.

Of recent, how many Nigerians die of cholera -a water-born disease- because of lack of simple clean water to drink, or
typhoid, malaria, and malnutrition? A nation with a maternal mortality rate of almost 500000/annum because of the lack of adequate maternal health facilities and qualified staff. A country where its highly-priced medical personnel is looking
for a window to escape the inferno. Such a country, please!

By the way, what you may not hear, is that the bandits over the years have developed escape routes from aerial bombardments. They told us: you can only kill our women
and children with your attacks!

Just yesterday, two contingents of banditry victims came to me that their loved ones were abducted by bandits in
Kaduna suburbs – Rigachukun and Keke.

An escapee engineer in the later said, when he overheard and understood that they were strangers in the area as they were calling the locals to lead them, that gave him the courage to slip through densely grown maize plantations to escape. The point is that, if Zamfara is on fire for them, definitely it goes without saying that they will migrate to other areas. So, is the whole of Nigeria going to be under lock-up in incommunicado?

As for the economic impact of the areas now under siege, it’s just a matter of time, you’ll hear them crying out. Already
yesterday a man from Tsafe came begging because of economic stagnation, one would have thought that Gusau
the capital is closer than Kaduna to beg.

As for those cynics that have no value to add in the dilemma except vituperation, and abuses, we know that is the
substance they are made up of. No qualms whatsoever! you don’t expect fragrance from feces.

So, what is the solution?
Good Intelligence! Good proficient policing, engagement of the local herdsmen in policing, rehabilitation, reconciliation, and reparation of all victims of banditry.

The good honest judiciary that protects people’s rights. Money and time well spent on these will surely kill the disease and heal the nation of this delinquency, crimes, and bad governance.

Oh Allah! on Your Mercy we depend.
