On the basis of all the information available to me, including the documents and information the applicant provided, I find that the criteria for the grant of a Student visa are not met by the applicant.
Reasons
I have assessed the application and the reasons for my decision are detailed below.
A valid application for a Student visa has been made by the applicant.
A visa cannot be granted unless the relevant criteria set out in the Migration Act and the Migration Regulations are satisfied.
In this case, I am not satisfied that clause 500.212 in Schedule 2 of the Migration Regulations is satisfied. This clause provides that:

The applicant is a 26 year old, Nigerian national, never married, male, who wishes to study Master of Management at La Trobe University.
✃ I note that your parents and siblings will remain in Nigeria while you study in Australia. While you have declared other family members in Nigeria, I find that these ties, of themselves, may not constitute an incentive to return to your home country at the completion of your course.
✃ I have considered your education and employment history as listed in your application documents. You have stated that you completed your Bachelor of Engineering in Electrical/Electronic and completed your National Youth services in April 2017 and that you are currently unemployed.
✃ I have considered all the information provided with your visa application. However, given your personal circumstances and the comparatively greater economic opportunities in Australia, I cannot be satisfied that you intend a genuine temporary stay in Australia.
I have given regard to the value of the course to the applicant’s future

You did not provide detailed or convincing testimony as to how this Australian Certificate would assist you in achieving this goal or will support career development. Based on the available information I do not find compelling cause for you to travel to Australia at significant expense to pursue the proposed study.
Accordingly I find that you were unable to provide details as to how the proposed study would substantively improve your future career prospects and remuneration. The significant cost of the course is unlikely to be offset by the potential income derived by you in your expected employment field. It is therefore unusual that you would seek to study in a course that involves significant financial outlay and international travel.
Conclusion
After weighing up these factors as a whole, I am not satisfied that the applicant intends genuinely to stay temporarily in Australia.
Decision
As clause 500.212 is not met by the applicant, I find the criteria for the grant of Student visa are not met by the applicant. Therefore, I refuse the application by the applicant for Student visa

I thought you earlier said it's because you applied for Msc in Project Management which isn't aligned to your previous degree (Electrical Electronics Engineering)

Hello Guys, for 9 days my application has been shown this information in the screenshot. However, my passport and other documents haven't been dispatched back to Nigeria. Yes you can, I submitted same statement of account of 9million to school and for the visa processing too.funny enough the statement of account was even up to one month after print out but there was no issues

And have you gotten your visa approved with the 9 million Naira statement of account?

From A guy testimony he used SOA of #3m with inflows of over 200m so it depends what they need is can you afford and fund your studies

It is due to misrepresentation. He was denied visa to USA before and lied about it.

Another question please. Regarding finance, at what rate does CIC do their conversion in knowing if you have enough funds for study. Is it at CBN rate of 252Naira/CAD or at PTA rate from Nigerian banks at about 300Naira/CAD??

Another question please, I was denied UK visiting visa in 2014 on the grounds that my sponsor did not provide a letter stating to finance my trip... and that they aren't convinced that i will return back to naija at the end of my visit.

Should I mention this in the CIC form which asked about being denied visa into Canada or any other country??
