The Ogun State Government has imposed a curfew on the state starting from Wednesday, September 30.

This was announced in a statement by Kunle Somorin, the Chief Press Secretary to Governor Dapo Abiodun, on Wednesday.

The statement noted that the curfew would hold from 10.00 pm to 6.00 am on both days.

It also restricted the movement of commercial motorcycle riders, popularly called Okada, from all major roads in the state from 10.pm on Wednesday to 6.00 am on Friday.

The statement titled, ‘Ogun opts for low-key 60th independence anniversary’, said this became expedient as a result of the COVID-19 pandemic and the need to ensure public health, safety, and security.

The statement read in part, “Additional safety measures to ensure that the 60th Independence is celebrated in an atmosphere of peace and security include: “There will be a curfew in Ogun State, effective tonight (Wednesday) from 10:00pm to tomorrow (Thursday) morning at 06:00am.

“This curfew will again be effective tomorrow (Thursday) at the same time, 10:00pm-06:00am.

“Restriction of operations of commercial motorcycle riders, popularly called Okada, from all major roads in the state from 10.pm tonight (Wednesday) all through to 6.00am on Friday

“Operations of all commercial buses are also suspended from 10.00pm tonight till Friday morning;

“Taxi cabs are permitted to operate within the hours outside the daily curfew period. However, the number of passengers remains limited to a maximum of three only.

“All forms of gathering in the state, except the State announced Independence Day Anniversary programme, are restricted to a maximum of 20 persons from 10.00pm tonight till 6.00am on Friday.

“No procession whatsoever is allowed.

“Owners and operators of hotels, suites guest houses, motels, and such establishments providing accommodation should note that the restriction on operations has not been lifted;

“All residents are to monitor and report any suspicious movements and activities in their neighbourhood to the security agencies.”

The Osun State Government has ordered the reopening of markets and places of worship in the State.

This was contained in a statement signed by the Commissioner for Information and Civic Orientation, Mrs Funke Egbemode, on Wednesday.

In a new guideline easing the lockdown induced by the COVID-19 pandemic, the government said all markets are now allowed to commence full operations, while worship centres that were restricted to once weekly meetings can now commence their weekly services, subject to COVID-19 safety protocols.

The statement read in part, “The State Government of Osun has appraised the current status of the State in the ongoing fight against the COVID-19 pandemic, and has decided to relax some of its lockdown measures following some emerging positive indices.

“In the light of this, approval has been given for the full reopening of all markets and worship centres in the state, for the purpose of serving the needs of the people on the one hand and to preserve the means of the traders’ livelihood on the other.

“All citizens, whether traders or clients, are urged to continue to wear nose masks in public places, and also ensure regular use of hand sanitizer especially at the end of every exchange.

“The government has also granted approval for worship centres to commence their normal weekly activities in addition to the Friday jumat and Sunday Services .

“Worship centres are enjoined to observe the regular precautionary measures of wearing of face masks, hand washing, temperature screening and avoidance of physical contactsts in public places.”

The Federal High Court in Abuja on Wednesday dismissed a suit challenging President Muhammadu Buhari’s appointment of 21 out of the 33 persons pencilled down as judges in the High Court of the Federal Capital Territory (FCT).

Justice Okon Abang, in his judgment, held that the plaintiff lacked locus standi to institute the case in view of the fact that they have not shown any special interest as to confer on them the locus to commence the suit against the respective parties.

The plaintiff, JRP Foundation Ltd/GTE, comprises about 15 Senior Advocate of Nigeria (SAN).

While President Buhari is the first defendant in the suit marked: FHC/ABJ/CS/602/2020, the NJC, the Judicial Service Committee of the FCT, Attorney General of the Federation (AGF), and the 21 nominees are the 2nd to 25th defendants respectively.

The plaintiff had asked the court to declare “that in its exercise of its constitutional duties to recommend suitable persons to the 2nd defendant as judges of High Court of FCT, Abuja, the 3rd defendant must only recommend such persons as have met the criteria and satisfied the conditions set out in the extant Guidelines and Procedural Rules for the appointment of judicial officers in Nigeria made by the 2nd defendant.

“That in exercising its constitutional duties to recommend to the 1st defendant (The President of the Federal Republic of Nigeria), from the list submitted by the 3rd defendant, persons to be appointed judges of High Court of FCT, Abuja, the 2nd defendant can only recommend such persons as have met the criteria and satisfied the conditions set out in its extant Guidelines and Procedural Rules for the appointment of judicial officers in Nigeria.

“That the 5th to 25th defendants, having failed to meet the criteria and satisfied the conditions set out in the extant Guidelines and Procedural Rules for the appointment of judicial officers in Nigeria, are not suitable persons for nomination for appointment as judges of High Court of the FCT, Abuja, within the purview of Paragraph 2(1) of Part III of the Third Schedule to the Constitution of the Federal Republic of Nigeria 1999.”

The plaintiff also urged the court to declare that the Judicial Service Committee of the FCT acted improperly, in bad faith and gross abuse of power vested in it when it submitted the nominations of these persons to the NJC for appointment as judges.

The applicant asked the court to declare that in view of this, the affected persons cannot be appointed by the 1st defendant as judges.

The applicant sought the court order to set aside the recommendation of the nominees by the 2nd defendant to the 1st defendant for appointment.

Delivering the judgment, Justice Abang, who noted that the plaintiff was not party to the procedure for the appointment of the judicial officers and that they had not participated in any way, said the applicant’s interest was vague.

The judge also held that the court had no jurisdiction over the matter as argued by the defendants since the subject matter had to do with employment of the persons recommended by the National Judicial Council (NJC) to be appointed as judges by President Buhari.

Abang held that the application by the plaintiff to transfer the matter to National Industrial Court in accordance with Section 22 of the Federal High Court Rule would be baseless since the applicant’s legal right had to be determined first.

The judge, thereafter, dismissed the suit based on the two grounds.

Speaking to NAN shortly after the judgment, Counsel to the 1st and 4th defendants (President Buhari and Attorney General of the Federation respectively), Ibrahim Jibril, commended the judge for the judgment.

He said the judgment was based on the preliminary objection filed by respective parties in the case.

He said the plaintiff had not shown any special interest as to confer on them the locus to commence the suit against the defendants.

“In view of the fact that the plaintiff has no locus, transferring the matter will be to what issue or on what basis?” Jibril asked.(NAN)

Academic Staff Union of Universities (ASUU) Kaduna State University (KASU) branch said public universities lack facilities needed to observe COVID-19 protocols.

The union also said most universities couldn’t boast of internet facilities to offer online teaching or e-learning.

The ASUU made this known in a statement issued on Sunday in Kaduna signed by ASUU-KASU branch Chairperson Tukur Abdulkadir and Secretary Comrade Peter Adamu respectively.

According to them, ASUU as a union does not derive pleasure in the disruption of academic calendar nor hinder students from graduation on time.

The union’s statement came days after some institutions are already preparing for reopening for academic session in some parts of the country.

“We are at a crossroad in the country and the proclivity of the Nigerian Ruling class, irrespective of their divide, have plunged us all into this quagmire.

“We must continually track, engage and resist their excesses for the survival of Public University education and the country at large.

“ASUU-KASU as a union acknowledges the understanding and support demonstrated by patriotic Nigerian students and parents.

“Our strike action which commenced 10th of March, 2020 is now in its 26th week. The goal of the total, comprehensive and indefinite strike is to get government to meaningfully address ASUU’s demands for revitalization funds for public universities, EAA, renegotiation of the 2009 Agreement, visitation panels to universities, and proliferation of state universities and governance issues in them.

“These demands were agreed upon, with timelines, by the Nigerian government in the Memorandum of Action (MOA) it signed willingly with ASUU on 7th February2019.”

As news continued to spread on the purported marriage between the Nigerian Chief of Air Staff, Sadique Baba Abubakar and the Minister of Humanitarian Affairs, Sadiya Umar Faruk, VOA Hausa has quoted a close friend of the Air boss describing the report as false.

It was reported that Sadique and Sadiya got married in a mosque located in the Maitama high brow area of Abuja on the 18th of September, 2020.

However, the VOA Hausa reported that when contacted on the matter, senior Air Force officers in Abuja said they were not aware of the marriage.

“Even an intimate friend of the Air boss, who was in charge of his affairs, said he had inquired from his friend the Chief of Air Staff, and he told him the story was a fallacy.”

A public commentator, Mohammed Usman, told the VOA that it won’t be a surprise if the duo decided to marry secretly.

“They are adults, they may decide to marry secretly in this period of pandemic to observe the protocol again, they are not children, they are senior citizens.

“But where the proverbial spider spins its cobweb, was that the Sadique has denied this marriage with the minister.

“So we should be careful, rumours shouldn’t be peddled, especially by media outlets that the public relied upon with confidence,” he said.

According to VOA, associates of the minister who were contacted said they will not comment because they were not aware if such marriage took place.

In a related development, an Islamic scholar, Sheikh, told our correspondent, that the religion of Islam does not encouraged secret marriage.

“Marriage should be publicised, celebrated. That is why even light beating of drum, the doff, is allowed during marriage”, he said.
