The autonomy is just for the collection of the allocations, not for the spending of the allocations. Each parish will still pay tithes to the headquarter. 
I support local government autonomy. But the new policy will not achieve the autonomy. Remember that the elections will be conducted by state INEC, not the main INEC. With this, governors will make their puppets LGA chairmen and decide how those chairmen spend the federal allocations.
If you think the chairmen can decide to disobey the governors, think of how many LGA chairmen that are clean enough to boldly and successfully disobey their political godfathers. Remember that the puppets selected as LGA chairmen are the ones with rotten profiles that can be used to blackmail and silence those chairmen when those chairmen prove stubborn. They will only explain to EFCC how they transferred the local Government money to the Governor….They will feel the heat of transferring the money to the governor and then having to hide like hello |
