I will not hold brief for Ortom but the popular opinion in Benue is that his predecessor Suswan took on massive loans which he looted of course, and used the states future allocations as collateral. So Ortom is cash strapped as the creditors are always at the door to collect their monies. That's said, the Benue state government has failed.
But that is not related to the hersdmen a issue on ground. You can't blame Ortom as he has no security forces under his command to arrest the deteriorating situation.
