I have a kid brother who has not travel before with is passport but to our greatest surprise he was told that he has apply for K1 before with is passport number at these point we confuse because he has not travel before that is first time of going to the US embassy please can you please educate us on what next to do to deal with the issue

I have been rejected twice base on the facts that my dad apply for a K1 visa but never went ahead with because of change of mind at the long run any time I go or my brothers we are been denied the opportunity please what can we do on these case
