The House of Representatives has offered to assist towards early completion of the Abuja rail mass transit project.
The $823m project has been bogged down by inadequate funding and non-release of $405m for its completion.
The assurance came on the heels of an oversight function to the project site by the House Committee on Federal Capital Territory (FCT) led by Herman Hembe.
During the oversight visit, the committee members expressed satisfaction with progress of the project at the site.
Briefing the committee, the FCTA Director, Public Building, Anwaninu Anthony, said the project was conceived in 1977 as contained in the Abuja Master plan but revived when a contract for the design and construction of Lots 1-3 of the FCT Rail system was awarded to China Civil Engineering Construction Cooperation Nigeria Limited (CCECC) in May 2007.
The contract was awarded after a review at $823m from the original sum of $841.6 to cover 45.245km.
The three phases include Central Area to Idu Industrial zone terminating at Abuja International Airport and Gwagwa to Dei-dei terminating at Gbazango station in Kubwa.
The EXIM Bank of China, which is to facilitate the project with US$500m with the balance of $323m coming from the Federal Government of Nigeria under the Federal Capital Territory Administration (FCTA), has paid $305m.
The federal government has paid $113m leaving a total outstanding payment of $405m.
Anthony, who said inadequate funding was responsible for the delay on the part of the contractor to meet the December 31, 2015 deadline, assured that it will take the contractor no more than 11 months to complete the project once money is available.
The FCTA official also said everyone affected by the project has been compensated.
In his response, Hembe assured of assistance towards the project.
He said: “I will appeal to my colleagues to see how we can assist FCTA to complete this project because of its importance to residence of Abuja and its environs”.
Another member, Jibrin Satumari, said exploring movement of funds from idle projects to fund the rail project might be an option.
“I will prefer that the money earmarked for the building of the Vice President’s residence is channeled toward this project because of its potential to the people”, he said

According to Gadgets 360, MediaTek has confirmed the existence of this bug and if exploited, an attacker may gain access to a user’s private data.
You’re in luck if you’re running Android Lollipop or newer versions on your device because the bug is reported to affect only devices running Android 4.4 Kitkat. In an email statement sent by MediaTek to Gadgets360 , this backdoor is due to a debug feature developed solely for the purpose of telecommunication inter-operability testing especially for devices to be sold in China.
The bug allows a potential hacker to remotely gain root access to your device, leaving your private data at the risk of being compromised. This bug was first detected by Justin Case (@jcase ), a specialist in mobile security research and developemnt.

Dakuku Peterside, governorship candidate of the All Progressives Congress in Rivers, has promised to lead the party’s campaign for the re-run legislative elections in the state.
The Independent National Electoral Commission said it had tentatively fixed February 6 for the elections.
Elections will be held in the three Senatorial Districts, 11 House of Representatives Seats and 22 of the 32 state assembly seats.
Peterside disclosed this at a stakeholders meeting of the party in Port Harcourt on Saturday.
“I will be in every local government and villages to campaign for our candidates. I want to assure you that we shall not lose one seat.
“All you need to do as stakeholders and supporters is to do your part. The Independent National Electoral Commission (INEC) has promised to provide a level playing ground for all parties”, he said.
Mr. Peterside said the APC would prove to the world that it was the popular party that the people want in the state.
He urged leaders and members of the APC to put behind the loss of the governorship case at the Supreme Court and work for the party’s victory.
Magnus Abe, the APC candidate for Rivers South-East Senatorial District, said the Supreme Court took its decision on the law and as democrats and Nigerians, the party was bound by it.
Mr. Abe said the court was the apex court in the land and members of APC were bound to accept its decision as democrats and progressives that believe in the rule of law.
“If we will not submit to the jurisdiction of the courts, we will not have filed the case. We give God glory and we accept the judgment of the court.
“The Supreme Court decided the case on the law, it was a legal decision, it is not necessarily the decision of Rivers people but we are bound by that decision”, Mr. Abe said.
The former lawmaker thanked God that same judicial process had given Rivers people the opportunity to make their own decision.
“The decision of the people will not be based on the law, it will be based on the prime principle of democracy which is a decision of the majority.
“The case in the Supreme Court between PDP and APC was decided on the law but the case in the polling units will be decided by Rivers people”, he said.
Mr. Abe commended Mr. Peterside for fighting a good fight for the party and the people of the state.
“I thank you for the statement that you released on behalf of us. It was wise, principled, democratic, fair and right”, Mr. Abe added.
Davies Ikanya, the state Chairman of APC, urged the people that defected to the party not to worry because they took the right decision.
“The decision to join APC is a right decision as it was not based on any court ruling. It is based on your conviction that APC is where to be for Rivers people.
“I congratulate you all for joining the party to fight a good course and I know that more people will join us to fight and liberate the state”, Mr. Ikanya said.
Mr. Ikanya said the APC would continue to mobilise more people to join it to win all the legislative seats in the rerun elections.
He said the party was peace loving and very much interested in the development of the state.
The state APC women leader, Caroline Nagbo, assured all the candidates that the women would not disappoint them as they would mobilise and vote for APC.
Ms. Nagbo urged the women to remain steadfast and focused. (NAN)

As the country is preparing to load about 62 crude oil cargoes for March 2016 delivery, over 15 cargoes of February-loading are still looking for buyers, according to trade sources.
Qua Iboe crude was offered by Exxon at a premium to dated Brent of $1.50 a barrel, steady to higher than offers heard on Tuesday. The value was pegged closer to dated plus 80 cents.
Loading delays continued on a number of Nigerian crude grades including Bonny Light, Qua Iboe, Brass River and Forcados, say traders.
Nigeria’s March exports, already at 62 cargoes, were on track to show an increase from February before the release of several loading programmes.
Data from the Organisation of Petroleum Exporting Countries (OPEC) showed that despite tenders from Asian buyers, such as India, having helped clear more than 20 million barrels of West African (WAF) crude oil in early December and open arbitrage to the US, WAF crude differentials remained near multi-year lows amid a glut of unsold cargoes with the number expected to rise further.
According to OPEC, the values of the Brent- related West and Northern African light sweet Basket components – Saharan Blend, Es Sider, Girassol and Nigeria’s Bonny Light, decreased by $6.59, or 14.8 per cent, to $37.95 per barrel in December.
Traders, who spoke with Reuters said” “Offers are higher, but I’m not sure how much is going through at these levels,” a trader said, referring to the Nigerian crude market.
Shell reopened the Trans Niger Pipeline “in recent days”, according to a spokeswoman. The pipeline had been closed since late November, creating loading delays for Bonny Light crude of up to 10 days, which made traders more wary of purchasing it.
Loading delays continued on Bonny Light, Qua Iboe, Brass River and Forcados crude, which traders said were limiting upward movement in their differentials to dated Brent.
Light grades such as Akpo, Agbami and Amenam were trading more quickly due to firm margins for light ends.
Angola’s March exports were selling faster than expected, traders said, with just over half the programme already matched with buyers.
High freight rates, dampened interest in distillate-rich crudes and fierce competition for Asian buyers had stymied Angolan oil during the February programme.
But with freight rates easing and several refiners and traders eager to move Angolan oil into the United States, March cargoes have sold quickly, and at higher premiums to dated Brent.
“Angola is clearing quite well,” one trader said, noting the improved arbitrage movements both east and west.
Traders have said roughly 14 February-loading cargoes from Nigeria and Angola were booked into the United States, where sellers of a variety of Atlantic Basin crudes were keen to get a foothold now that the U.S. export ban has been lifted.
The United States is drawing about 500,000 barrels per day of imports from producers such as Norway and Nigeria in a rapid revival of flows that had dwindled to nearly nothing in 2014 to 15 after the U.S. shale oil revolution.

The Movement for the Actualization of the Sovereign State of Biafra (MASSOB), yesterday, dismissed insinuation that it was championing the Biafra secession cause, so as to colonise the south-south geopolitical zone given its huge oil resources.
Reacting to a statement credited to Sagir Mohammed where he described the agitation for Biafra as a desperate ploy to colonize the south-south region and tap the crude oil reserves as its economic mainstay, MASSOB Leader, Uchenna Madu, in a statement said: “MASSOB can never be intimidated, disorganized or shaken because of some disgruntled, frustrated, confused, defeated people like Sagir Mohammed who in frustration, alleged that Ndi Igbo wants to capture and colonize the people of south-south with Biafra.
“MASSOB, Indigenous Peoples of Biafra, IPOB, and Lower Niger Congress, LNC, with our affiliates in Diaspora are more determined, consistent and articulated for Biafra actualization not minding the cries of Sagir Mohammed and his likes. We are not in the Biafra struggle to colonize our south-south brethren but to decolonize them from Hausa, Fulani, Yoruba oligarchy who have held them captives for decades, subjected our brothers and sisters into slavery as was meted to Ndigbo.
“90 percent oil wells in Niger Delta were owned by these criminal parasites of northern oligarchy. Today, the Fulani are crying fowl because they have no stake again as Nigeria is in near collapse under the leadership President Muhammad Buhari. The people of eastern region are wiser now, formidable, united, focused and determined for survival, emancipation and independence of Biafra. Igboland is not locked as alleged by Sagir Mohammed. The people and land of south-east region are more developed individually than the entire 19 states of northern Nigeria,” Madu said.

Telecom operators have threatened to shut down network services in seven states over closure of Base Transceiver Stations (BTS) by the state governments.

Association of Licensed Telecommunications Operators of Nigeria (ALTON) Chairman, Engr. Gbenga Adebayo, while addressing a press conference on the state of the industry yesterday said Ogun, Ondo, Akwa Ibom, Ebonyi, Osun and Kaduna states are treating telecoms industry as an extractive sector by imposing myriads of taxes on operators and closing down the BTS sites arbitrarily.

ALTON’s chairman said many sites in the listed states have been shut down or about to be shut by agents of government not minding the security and economic implications on their states.

According to him, the Association has resolved that its members will not reopen any sites closed by state or local government authority.

“The arbitrary sites closure without following the Nigeria Communications Commission, (NCC) guidelines and best practices will no longer be tolerated,” he added.

He noted that ALTON’s members continue to record cases of sites closures in many states in an attempt to force service providers to pay local taxes and levies.

He said some of these levies and taxes are multiple in nature because most of them are only aimed toward telecom operators.

He said, “We are considering very carefully the situation of site closure and harassment of our members in some of those states and we may begin anytime soon to have them feel the impact of their actions on telecom operators if they do not desist from deliberate disruption of our operations.”

He said ALTON will serve the necessary warnings and if such practices continue: “we are then faced with two options: first is to pay the charges by such state government, and to increase the tariff chargeable for calls originating and terminating from networks in such states: With all the attendant service delivery issues.
“Where such actions on the part of government continue: we shall then advise all our members, after due consultation with relevant authorities, because of the security and economic implications, to shut down the entire network in such state for one full day as a final warning to such state or local government area. Enough is enough.”

He appealed to President Muhammadu Buhari to place a presidential declaration on “telecom Infrastructure as Critical National Security and Economic Infrastructure” as provided by the cybercrime law of 2015.

President Muhammadu Buhari is against devaluing the naira, his office said on Thursday, backing the central bank’s stance of keeping rates unchanged in the face of sharp falls against the dollar on the black market.
The Central Bank decided on Tuesday to keep the current official exchange rate against the dollar at around 197 compared to street rates as weak as 305.
Africa’s top oil exporter is in the middle of an economic crisis as a slump in global oil prices has eroded public finances, hit the currency and dried up commercial banks’ dollar supplies needed for basic imports.
“Likening devaluing the Naira to having it ‘killed’, President Buhari said that proponents of devaluation will have to work much harder to convince him that ordinary Nigerians will gain anything from it,” his office said in a statement titled “President Buhari rejects devaluation”.
Nigerian firms and foreign investors have complained that they cannot get hard currency to fund essential imports such as food or machinery spare parts.
Foreign stock and bond market investors have become reluctant to put money into Nigeria because they assume the West African nation will have to devalue its currency eventually.
Buhari also backed the Central Bank’s decision to stop selling dollars to foreign exchange bureaus, saying: “We don’t have the dollars to give to the BDCs (bureaux des change). Let them go and get it from wherever they can other than the Central Bank.”
“We had just 74 of the bureaux in 2005, now they have grown to about 2,800,” Buhari said, describing their business as a “scam and drain on the economy,” according to the statement.
The Central Bank stopped the dollar sales this month to preserve dwindling foreign currency reserves, irritating Nigerians trying to get hard currency for travelling abroad, reports Reuters.
Buhari was “optimistic that the Nigerian economy will stabilize soon with the efficient implementation of measures and policies that have been introduced by his administration,” the statement said.
The former military ruler has said he wants to diversify the economy away from oil by boosting agricultural, mineral and other non-energy sectors, a plan previous administrations have tried in vain
