I don't even think there's anything as a professional level, in as much as you can build something reasonable with the language you're good, there's too much to learn.

I think the OP mean is to understand the basics of programming not just learning programming languages. When you understand the basics and concepts of programming you would be able to learn any language and framework. However, the time to master each language varies due to several factors like time devotion and language complexity.
