*UZODINMA AND THE DRAMA ON FORMER GOVERNORS' PENSIONS*. *_By Nwadike_* The Imo state governor Hope Uzodinma on Friday signed into law an Executive Bill he personally sent to his boys at the Imo state House of Assembly requesting them to cancel the monthly payments of pensions to former governors, their deputies, Speakers and deputy speakers in the state. The passage of that Bill which went with the speed of a lightning surpasses all previous legislative abracadabra known in the history of the Imo House of Assembly, including those of the former governor Rochas Okorocha who, it seems, is fast becoming beatified by Sen. Hope Uzodimma and may soon become a saint. Governor Achike Udenwa had signed that law as ‘The Imo State Governors and Speakers Pensions and Privileges Law No. 5, 2007’ while in office, to provide monthly stipends to former governors, their deputies, Speakers and Deputy Speakers after they left office. That law had allowed an official approval of Five Hundred Thousand Naira (N500, 000) only as a monthly allowance to a former Governor in Imo state after he or she might have left office. My estimate is that a former Governor in Imo state is entitled to an annual sum of Six Million Naira (N6m) only to manage himself, his medicals, his family and the retinue of aides and societal dependents the allure of his former office created. This amount is about the same package given to a retired Permanent Secretary. Sen. Uzodimma while assenting to that Bill as was swiftly passed, described it as a “bad omen” and a “condemnable law” which he could not personally condone, hence his immediate demand from the lawmakers to repeal it. Commendable! But when a governor who is presumed to have been elected through democratic processes begins to manifest undemocratic features and actions, then the making of a dictator is ongoing. The process of law making, including the repeal of an existing law, requires some rigorous approaches, beginning from the stage of the originating of the Bill to its final assent. An Executive Bill from a governor requires nothing less than Seven to Eight stages, with the most important being the Gazetting stage. Gazetting of Bill before consideration comes after the initial review with the primary purpose of “giving the public notice that a new piece of legislation is being considered, and to give members of the public and concerned persons the opportunity to weigh in on the process and potentially give written representations either in favour of the proposed law or against it” Conceding that Sen. Uzodimma as a serving Imo governor, now has all “powers” of Ndimo at his very disposal, but wouldn’t it have been decorous to have notified the public, especially, these senior colleagues (former governors, deputies, Speakers, etc.) of his intention to end their hitherto legitimate packages? So, at what point was the public notified of the Uzodimma’s Bill? Legislative process also requires a Bill of this nature to be read at the floor of the Chambers the First, the Second and the Third time. After the debate at the Second Reading, this Bill is moved to the Committee stage where it is critically reviewed, deliberated and where necessary, subjected to a Public Hearing. The Bill returns as a Report back to the Chambers for the Third Reading and possible passage, before enrolment by the Clerk of the House for the governor’s assent. At which points, when and where were these procedures observed by the Imo governor before the rush to extricate a legally established law of the state? Did Sen. Uzodimma critically analyze the wider implications of denying these elderly citizens, especially the former Deputy Governors and Speakers their monthly stipends, when evidences abound that most of them, due to old age and health challenges, are now economically weaker? Does Uzodimma not know that those monthly alerts are enough reasons for these guys to live with Hope? Where lies the toga of Shared Prosperity when people are daily impoverished by the Uzodimma’s administration? My quick summation of the so-called pensions of these ‘former this and that’ shows a little above Three Million Naira (N3m) monthly for all of them put together, (excluding Okorocha who is now a serving senator). What is the effect of a N3m positive deduction from Imo allocation for our aged and retired leaders where a serving governor like Uzodimma personally pockets undeclared Millions of Naira as Security Votes monthly? If Governor Uzodimma truly has “conscience” and cares about his place in "history" as he claimed in his brief address during his assent, why has it not occurred to him that this unaccounted Security Vote he pockets every month is illegal, “bad omen” and “anti-people”? What is the difficulty in revealing the amount and surrendering it to Ndimo “as a young state grappling with enormous challenges”? How does the governor’s “conscience” go to sleep knowing that most civil servants, pensioners and teachers still have their salaries denied them while his Information agents fling out lies and propaganda, including suspension of workers who dare to complain? Imo’s Post Covid-19 era will require a concerted effort of all, especially former governors and leaders. This is the exact time to court them and tap from their stocked wealth of administrative ingeniuties and coordinations which, unfortunately, are major lacks in the Uzodimma's administration, not scaring them away like we witnessed under the Okorocha-led eight years of hell in the state of which consequences are well known to all. Uzodimma should avoid the mistake of emulating Okorocha who once bragged that there were no men in Imo. Imo nwekwara men! (Imo has men), and I can tell you that they are quickly gathering having learnt from the past. With the heeps of wastes and refuses now piling heavily on our city roads; the mess our roads are gradually returning to (especially the Orlu-Owerri road); the ineffectiveness and clueness now made of our men and women appointed SAs and SSAs; the withdrawal of Rights of fiscal control from the appointed chairmen and members of the Interim Management Committees of most councils, etc., one is daily tempted to query how and where the hell the governor spends our resources these five to six months in office with the state gradually sliding back to the Okorocha era. How did Emeka Ihedioha perform the noticeable feats we observed under him, both in administration, governance and in quality road infrastructures at the state and Local Governments Councils? It will amount to passing the buck for anyone to use the Covid-19 pandemic as excuse in answering my various questions here, because allocations of the state have been coming to the governor even with the Covid-19. The governor may just have to humble himself and submit to superior ideas and suggestions if he seriously desires a comfortable place for himself in history. Perhaps he should review his relationship with past and present Imo leaders. He should also be humble enough to consult and acquire some administrative senses from them, or better still, under-study the Prof. Ben Ayade’s Post Covid-19 palliatives measures for Cross Riverians. Certainly, Sen. Uzodimma needs more to be able to enliven and stimulate our people for his government. GOD IS DOING NEW THINGS... Today, the newly recruited E-rats employed by the government of the day in Imo state; facilitated, charged and supervised by some people from my own ward fully commenced their work as charged. Their charge is simple: "Attack Greg Nwadike personally henceforth when he writes, and attempt destroying his person" So when you see them... about 10 of them coming online to attack my person instead of my issues raised, please do not be perturbed. They are simply collecting their own shares of hopeless prosperity (sorry...frustrations),, and it is understandable. They will write that I was aspiring for a post in the PDP as if I started my writing career just yesterday. They will say my people at home had told them about me as if they were told that I came from another Agburu or born a bastard; . They will say I am jobless as if they are the ones feeding my family. They will say I am looking for cheap recognition/appointment from the government as if they had not invited me and I politely declined their offer and declared to remain in my PDP. Most of them had not even had a single call from the governor, and will never have till their end. What I do is write against policies. I do not insult individuals, and so long as God is in the throne, we shall continue to reel out facts and defeat these hired kids with truths. When their money doesn't come, they will gradually disappear, but right now, and even without money, I still de here kampe! Iro si n'ulo! And we are aware of it. I wish however, to congratulate the new recruits and their contractors. I do hope our engagements henceforth would be intellectually backed and issue based. Thank you Jehovah for lifting me this far. Thank you for making me a vessel to talk/write in such a way that I have caused some sleeplessness that warranted my being discussed, while in the way helping the government in power to apply human face to our people. OUR IMO GOVERNMENT OF SHARED FRUSTRATIONS By Nwadike The cold mood that greeted Imo state that very day Sen. Hope Uzodimma was announced governor by the Supreme Court has never left the state. Till date, the state has been immersed in mourning, loss and pains even among die-hard supporters of this aberration called government. They have remained mere hopeful where ordinarily, they should be swimming in the pool of realization of their hopes. Check it out; from civil servants who work at our Local Government secretariats to their state counterparts; from traders in our markets to worshippers in our churches; from politicians to contractors; from students to teachers, and even among the so-called “beneficiaries” of the government’s appointments who may be tempted to counter my views here; none has added a single prosperity index to himself, let alone friends and families. It has been just hopeful and _Waiting for Godoth_. I once defined the word “Hope” as an imaginary concept that's not a reality. Hope is "...a feeling of expectation and desire for a particular thing to happen” which never happens. The key words here are “feeling”, “desire”, “expectation”. When we hope, we desire, expect and want something. It is a constant state of being, that yields no physical result. So, when friends asked me why I quickly chose the part I play today, I explained that I understood this name, hence our prosperity expectation is way far from being a reality. It will remain an illusion for Imolites, except for the few Oluwole Market traders now in the system. Stumbling on a letter by a group known as the Imo State Registered/IMSUBEB Contractors recently, where they were calling for urgent intervention/payment for their ongoing 2016 and 2017 IMSUBEB Action Plan Jobs, I laughed and hooted at one of their members who incidentally is a friend and a member of the APC in my area. The day he was celebrating the Supreme Court’s judgement despite winning a job contract under the Ihedioha/PDP government, I remember telling him that he may experience sorrows instead of prosperity from the present administration. Today, he terms me a prophet. How could our people; our own very people from Imo state invest their hard-earned resources in building for the state only for a governor to simply sit on their joy? Sadists should make no mistakes about this because I am not a contractor. But that dead body inside the coffin was once a living body. What affects the eyes equally affects the nose. Prosperity would have been widely shared when people work and be paid for their works. These contractors, in their letter dated 8th of May 2020, and sent to the Executive Secretary of the Universal Basic Education Commission (UBEC) Abuja for which a copy was obtained by this writer, disclosed that jobs awarded to them in December 2019 had not been paid regardless of their commitments towards ensuring speedy completion of the jobs. “The Imo state government through the Imo State House of Assembly passed a resolution requesting the governor, Distinguished Sen. Hope Uzodinma to revoke the ongoing UBEC/IMSUBEB jobs. The jobs (2016 and 2017 Action Plan) awarded to us by the immediate past administration of Rt. Hon. Emeka Ihedioha followed due process. Attached herewith is a photocopy of one of the Newspaper publications that carried the job advert. “We have attained different milestones without mobilization. To our greatest surprise, the state government rather than pay us according to milestones covered went ahead to advertise new jobs as published on the Nation Newspaper of 4th May 2020, page 16-viii, see attached. Before now, we have written an open letter to the Imo State Governor, personal letter and equally wrote to the Ag. Chairman demanding for our payments but to no avail, see attached”, the contractors’ letter reads in part. It should be noted that these contractors are professional contractors who are both members of the APC, PDP, APGA, Accord, etc. and their jobs which are all about our schools in Imo state are equally benefitted by both children of APC, PDP, APGA, Accord, etc., hence politicizing matters around these jobs would be against the spirit of education development in the state. It should be noted that these contracts were also won by most of the politicians who are today members of the Uzodinma’s political family. Of note are the now heartless members of the Imo state House of Assembly who personally grabbed these jobs, sold them to these professional contractors only to turn around today to ask the governor to cancel these jobs. What a wickedness! It should also be noted that these contractors borrowed monies from banks, money lenders and some even sold their properties and gave out others as collaterals to raise monies for the deliverance of their jobs. I leant that one of them has just been ejected out of his personal home by the court for failing to repay money he borrowed from the bank for his job. What is even disgusting, revolting and repulsive to good consciences is that the Federal Government through UBEC as a major counterpart funding commission, has long released the money for these contractors, and the money has been there, and wickedly sat upon in the Zenith bank by the governor who is now making frantic efforts to divert it and apply it to awarding new jobs of his own. Imolites should remember that this was exactly how the previous administration of Governor Rochas Okorocha started, and at the end, souls were lost and many contractors who were our kits-and-kin perished. Their cries in agony still haunt our dear state. Signs of semblance of that era are here again with us, but some out of political blindness are simply clapping even as our governor jumps to his peril. At the end, it’s not only this writer that is suffering from the backwardness that Okorocha had pushed the state. All of us are in for it. Same way that at the end of this Shared Frustration government of Uzodinma, all; not just them, would feel the afflictions. Sen. Hope Uzodinma is encouraged to quickly constitute the board of the IMSUBEB to enable it pay up these contractors, especially as he was the one who directly ordered them to return to sites when he came on board as the Imo governor and they obeyed him. The fact that the Emeka Ihedioha government reserved this money at the bank for these contractors is cheering. But more cheering is the fact that the Federal Government had even sent another money for a new round of jobs for the 2018/2019/2020 UBEC/IMSUBEB Action Plans. Uzodinma should be gratified with this and even more to come. Uzodinma should be strong enough to conquer this tempting greed and avariciousness so that he retains himself a better place for himself in the Imo Hall of Fame history. A project manager of an NGO Human Reproductive and Child Health Action Center HUREHAC, Dr. Ezeama Ndukwu in collaboration with Ndukwu Hospitals has carried out a sensitization program on Covid-19 and free medical treatment in the two local government areas of Imo state. The program was part of efforts to support the government on the fight against the outbreak of novel corona virus in the communities and proper ways to maintain personal hygiene through washing of hands and keeping social distancing. Correspondent reports that the program also provided an avenue for question and answer session. The sensitization program aimed at educating the rural dwellers on the need to protect themselves against the deadly corona virus and Lassa fever was carried out in Amaifeke community in Orlu and Umunam Atta in Njaba Local Government Areas of Imo state. A nurse educator from our lady hospital Ihiala Mr.. Chibueze Obiyo who lectured on Corona virus disease, the symptoms, mode of spread and best ways to wash hands said covid-19 is linked to the same family of viruses as severe acute respiratory syndrome and some common cold. Mr. Chibueze explained that most infected people developed mild to moderate illness and recover without hospitalization with common symptoms like fever, dry cough, sore throat, headache and loss of taste and smell while the severe symptoms, incudes difficulty breathing, chest pain and loss of speech. He said the virus could be transmitted through direct contact with respiratory droplets of an infected person through coughing, sneezing and touching of contaminated surfaces but called on people to get tested to avoid mistaken it with malaria symptoms. Another health practitioner Mrs. Adaobi Anyanwu advised people to maintain good hygiene by covering their food materials in a container and get rid of rats at home to avoid contacting Lassa fever. A program officer on global fund for HIV and Association for Reproductive and Family Health Imo state Mr. Richard Nwamadi says the association with his counterpart from Italy Reverenced Sister Agnes Nwosu also donated kits for HIV testing and more drugs. Earlier the Coordinator of the program Dr. Ezeama Ndukwu stressed that the program was born out of desire to alleviate the sufferings of rural dwellers by educating them, as well as provide them with free drugs and hand sanitizers. According to her, Ndukwu Hospital had been at fore front of providing medical services to make people understand clearly any endemic or pandemic diseases around them. Dr. Ndukwu pointed out that treatment including screening of malaria, typhoid fever, blood sugar, high blood pressure, HIV test among others were conducted. Some beneficiaries who spoke to Radio Nigeria thanked the management and staff of Ndukwu Hospital for giving them palliative in the form of drugs and lessons The highlights of the event were demonstrations on proper ways of washing hands, how to sneeze, handling of face masks and refreshment. 20/05/2020 TASK FORCE ON COVID-19 IMO The Imo state task force on covid-19 says it will not allow entry of any corpse from outside the state for burial more especially the states like Kano, Lagos and Abuja. The Chairman of the task force Professor Maurice Iwu stated this in Owerri while interacting with twenty-seven local chairmen, the leaders of National Union of Road Transport Workers and Executives of the markets association. Professor Iwu urged the chairmen of the council to activate local security system in their locality to keep surveillance at the borders connecting other states. The ALGON chairman and chairman of Oru West local government arae Chief Willie Okoliegwo appealed to the state government to equip them with more test kits to enable them carry out their sensitization. The chairman of Ideator South Local government area Chief Chukwuma Bede Ikeaka said they will adhere strictly to instructions given them by the task force. Saturday the 9th day of May 2020 was a good outing for Orlu Youth Council. The Members were drawn from various communities that make up Orlu Political Zone (IMO WEST). It was first of its kind and also observing the social distancing order of the federal government. The agendas of the meeting was on how to bring more members of the zone together, men and women of reputable character and integrity. It was discussed that every last Saturday of the month will be a meeting day and coordinators from the various local government will be appointed or elected. The council had therefor written to the state ministry of health on its plans to begin sensitization campaign on the prevention of covid _19 where the youths will share face masks, sanitizers and gloves if approved by the health ministry. The council urged members while coming to the next meeting to bring more youths and also ensure that all are joined to facebook group of the council. Chief Mrs. Nneoma Ifeoma Ndukwu (Ugosinachi) has felicitated with the entire staff of Orlu Local Government Council on this year' s workers day. She admonished them on their efforts so far in keeping the activities of the council going even before her appointment, adding, without them there would be no meaningful development in all ramifications of the area. Nneoma Ndukwu further encouraged them to always stay safe from contacting the Coronavirus pandemic that has paralysed every activity around the world by washing their hands regularly under running water for 20 minutes, observing social distancing and using of face masks among others, from their respective homes pending when normal working activities would return to the various councils. She reminded them that the directive by the Executive Governor of State, Distinguished Senator Hope Odidika Uzodinma (Onwa Oyoko) to stay home and the following curfew order in the state were in the overall interest of everybody as it was only the living would be alive to enjoy the dividends of democracy. Furthermore, she noted their challenges for sometime now and advised them to exercise patience with the Governor of Imo state, Senator Hope Uzodinma, stating, the present Government under his leadership is making concerted efforts to live up to his 3Rs mantra of "Reconstruction, Rehabilitation and Recovery", for a "Shared Prosperity", just as she attributed it to the past Governments whose stock in trade was to inflate workers salaries with fictitious names in a bid to enrich themselves. Indonesian Coordinator of Camp Hope Organization World Wide, Asian Chapter Chief Richard Ekwebelem popularly known as Prince Nwajiugo has called on the sons and daughters of Orlu LGA to rally their support to the Governor of Imo State His Excellency Most Distinguished Senator Hope Uzodinma to attract more development in the area. Chief Ekwebelem disclosed this in his home town Okwubala in Orlu Local Government Area while interacting with news men stressing that the present administration has what it takes to better the lives of the people. The coordinator who is also known as Prince Nwajiugo Nna Ya Na Okwuabala said that the Governor is putting necessary measures in place to rehabilitate and reconstruct all the major roads linking Orlu and other parts of the area. The front line politician in the state explained that the Governor who is youth friendly will not relent to fulfil his promises on job creation as well as establishing skill acquisition centres to make youths an employer of Labour. He urged all and sundry to participate in the development of the state through their support and prayers to make Imo a better state. Our correspondent reports the Prince Nwajiugo appealed for calm during this lock down as a result of Covid-19 Pandemic noting that the government is on top of the situation to contain the deadly virus.

A team of technocrats and top dignitaries from Umumaisiaku Community led by the traditional ruler HRH Eze Gerald Achusim paid a courtesy visit to the IMC Chairman of Ideato South LGA Hon Bede Chukwuma Ikeaka to felicitate with him on his appointment as the IMC Chairman of the LGA. The group bared their minds on the erosion challenges facing the community which is damaging both the roads and residential houses and beckoned on the Chairman to use his good office to intervene so as to curb the erosion menace ravaging the community. Also discussed was the issue of security and also for the LGA to embrace agriculture by going back to farming. The Chairman was excited to receive them and promised to visit the erosion site tomorrow for on the spot assessment, he also charged them to map out acres of land for agriculture and he will do his best to attract investors who will channel their resources to large scale and mechanized farming that will generate revenue both for the community and the Local Government

Indonesian Coordinator of Camp Hope Chief Richard Ekwebelem Appluads Governor Uzodinma at 100 Days in Office An Indonesian Coordinator of Camp Hope Organization World wide, Asian Chapter Chief Richard Ekwebelem has applauded the Governor of Imo state Distinguished Senator Hope Uzodinma (Onwa) for delivering dividends of democracy within 100 days in the office. Chief Ekwebelem disclosed this to news men in owerri while commending the achievements of the Governor in the areas of road rehabilitation, setting up a combined security network known as Operation Search and Flush SAF, offsetting salary arrears of judicial workers in the state and make public water to run in all parts of the state. The Asian Coordinator explained that the new administration has made it a mandatory to pay salary of workers within 25th day of every month noting that such has never happened in the country before. He further stressed that the administration been youth friendly has appointed men of integrity to help him pilot the affairs of the state. According to him, the state Governor has given lives to state ministry by providing necessary facilities and conducive environment for workers to complement the efforts of the government by increasing the revenue generation of the state. Chief Richard Ekwebelem while congratulating the governor most Distinguished Senator Hope Uzodinma thanked him for providing palliative materials in all parts of the states to cushion the effects of Corona Virus otherwise known as Covid-19. He noted with happiness that the doggedness of the Governor with combined team work of his cabinet has continued to fight to ensure that the virus did not find its way to the state. Prince Nwajiugo urged the Governor not to be distracted by opposition who finds nothing good in the state, but creating confusion and deceiving the citizens. The Asian Cordinator of Camp Hope however prayed for the Governor and his Deputy to continue to deliver on the mantra of Rehabilitation, Recovery and Reconstruction of his administration.
