Don't work well how? Can be specific? What type of problem do you encounter with it. Cos I have never had any problem with my task bar,it's working perfectly well.

When I press d windows button it won't pop up Windows menu or I try to connect a network through Wi-Fi icon on the task bar it won't pop up d networks available. The cursor of the PC will just load a sec and nothing happens. Thanks

If a PC doesn't have boot menu it can't boot now,boot menu is just an order in which a PC will boot from,the first is usually the internal HDD, followed by CD,DVD,USB and others.
Anyway check wiki how on how to go to boot menu on Chromebook.

The same way it is installed on other computers or laptops.
Get windows installation DVD or download and burn to flashdrive.
If your PC doesn't have disc drive use external disc drive or USB port with Flash drive

Thanks man....but the PC don't have Bois setup or boot menu setup. Whereas no Function keys on the keyboard. The PC is a chromebook pc
