Government can fulfilled the agreement without no hindrance.. The major problem we have in this part of the world is that Govt is not since with Education and Health sector simply because they ve alternative ( foreign education and foreign medical trip).

I think our major problem is NNPC ,since it is difficult for the organisation to generate revenue.
