Boko Haram has released some 10 policewomen and University Maiduguri lecturers abducted last year while on an oil exploration trip in the Northeast of Nigeria. A security source told Saharareporters that the women and the university teachers are being flown to the Nigerian capital, Abuja where they will be debriefed before they are reunited with their families.

Sentiments aside, democracy is always and will remain game of highest number...i will advice the south east to play its politics very well along side other parts of Nigeria by forming a strong alliance to achieve what it wants to achieve including the referendum. This things can't be achieved by blackmail but through consensus and building bridges with other parts of Nigeria.

Its so unfortunate that the majority of our youths who come online to criticize political leaders have no PVC to change anything... When is time for elections they will never go to the pooling units to exercise their franchise and leave us at the mercy of old people who constitute voters on an election day.

Governor of Bayelsa State, Mr. Henry Seriake Dickson; his deputy, Rear Admiral John Jonah (retd.) and Ben Bruce-Murray, a senator, Mr Emmanuel Paulker, also a senator; and other political bigwigs have hijacked the skills acquisition scheme for 2,000 jobless youths in the state, shutting out the people for whom it was established.

According to SaharaReporters' investigation, hundreds of unemployed people have been trying to acquire skills through Bayelsa State office of the National Directorate of Employment(NDE), which runs the Federal Government-funded scheme, but have been unable to access training that could make them self-employed.

The skills acquisition scheme was conceived by the Federal Government and set up in the 36 states to train 2,000 people in each state. SaharaReporters' checks revealed that lists of candidates recommended by politicians for the scheme adorn the walls of the NDE office in Amarata, Yenagoa.

Mr. Dickson has the longest list of names. Next to him is his deputy. They are followed by senators and members of the House of Assembly.

An NDE staff admitted to SaharaReporters that the selection of the people for the scheme in the state was done based on the lists from the governor, deputy governor, and serving ministers.senators, House of Representative members and traditional rulers among others.

Ebi Emmanuel, one of the unemployed persons, said he is unhappy with the way ordinary people were denied participation in the programme in preference for those on politicians' lists.

“I learnt that this programme targets at least 2, 000 unemployed people in each state of the federation, but here we are, some politicians have hijacked everything. I believe this is an open programme, but the reverse in the case.
How will those who do not have people in the corridor of power benefit? I am not sure this is what the Federal Government planned," he said.

Ayibatonye Alagoa, another unemployed youth, expressed the same sentiment. He lamented that politics has replaced fairness.

“Using politics to do everything is not helpful. This way, favouritism will continue to rule,” Alagoa said.

Another NDE official, who spoke on condition of anonymity, confirmed the hijack, saying they were only acting on’ orders from the above’.

He explained that the programme was meant for 2, 000 participants, noting that the training was to equip the unemployed youths with relevant skills and make them self-reliant.

“It is a nationwide programme. The training is in two categories. Some are being trained in cosmetology and hairdressing, while others are being trained in phone and computer repairs,” the officer said.

Bayelsa State NDE Coordinator, Mr Napoleon Amachree, declined to disclose the criteria used in the selection of beneficiaries. He maintained that he merely carried out directives issued to him from the NDE headquarters.

They tell me APC should stop the blame game and focus on the jobs that need to be done. I agree but those who destroyed our yesterday should keep quiet while we fix what needs to be fixed. The destroyers of yesterday do not show any remorse, they pretend that nothing went wrong in 16years, and they talk as if we are the ones that should apologize to them.

The shenanigans in their wildest imaginations think that we have all forgotten the pains they inflicted on us, how they frittered away billions of dollars of our hard-earned resources in the days of the oil boom, how they left Nigeria desolate, decimated and at best desecrated. They stole al the food, all the Children's food and broke the pots and destroyed the plates and even the kitchens.

Come to Apapa and Tincan Island Ports and see the ruins they left behind. They were busy looting everything in sight and could not think about raising up the minimum wage. They were busy stealing every kobo in sight forgetting that a wise person saves for the rainy day. They even forgot one of their own, the South East that has been voting for them since 1999. They left Enugu-Onitsha Road to go under, they left Enugu-Port Harcourt road to go under, they abandoned Nnewi-Okigwe road to decay and then forgot the critical 2nd Niger Bridge.

Billions of dollars ‘invested’ in the Power Sector went under the drains, which opened the highways and byways to private properties in Europe, America, and Asia. Nigeria they left behind became a dumping ground for imported rice and other items which can be produced here.

While the massive looting was going in all fronts, our educational systems, Hospitals, Infrastructure, our National carrier could not be restored, security of the nation suffered without measure, and our Foreign Reserves depleted with reckless abandon. We woke to behold recession.

Today the idiots in PDP tell us that Nigerians are suffering, nothing is working and nothing is going on. They are Liars from the pit of hell, all. They have no shame, no regrets, and no remorse. They are planning to come back. They cannot even wait for what they destroyed to be fixed. They are pretending that the past never existed or that Nigerians have short memories. They have lost their thinking caps. They cannot trace their navigational compass. They missed the road to the promised land. They got lost in the land of Patmos.

Look at their man Friday, Atiku Abubakar, a sad reminder of our ugly past. He is talking tough as if we are strangers in Nigeria. The excess baggage is just too much to ignore. They want power back at all cost. Absolute nonsense! They play politics without principles. They seek power without responsibility. They seek wealth without work. A foolish constituency is the hobgoblin of small minds. The level of greed ravaging them is yet to be discovered scientifically. They are over bloated kids with a protozoan intellect. They have eyes but cannot see. They have ears but cannot hear. They need to receive brains.

Ah, ah, the fundamentals have changed. The era of Epicurean spirit is gone and gone forever. Great soldiers, great writers, great journalists do not die in their beds. In the fullness of time, we will checkmate their infantile hunger for power and wealth without responsibility. We will do our duty to the fatherland. We will tell them 1999-2015 story. The story of avaricious tendencies and rapacious greed on all fronts. A story of Alibaba and the forty thieves. The story of vicious plunderers and congenital thieves without conscience.

APC should not lose sleep over Atiku and PDP’s road to nowhere. Let us fix our eyes on the ball, doing the needful, fixing what needs to be fixed, and telling the story as it is.

This is Alhaji Atiku’s last chance and he knows it. President Buhari will retire him from politics in 2019, and that will be the end of the story.

In Chief Paul Unongo words, by 9.30am on the election day, Atiku would have been permanently retired and disgraced out of politics. It is only then that Turaki and his gang will know the difference between a leader and a dealer, the difference between light and darkness and the difference between Egbe( gun) and Egbe( kite).

Okk thanks bro... How did it go?? Have they started yet. I was reading through the previous thread and I saw that the other set wrote a test. Please what test was that?
Went their today... The place was deserted... Verification hasn't started yet. Last year their was test even though their was anxiety from the prospective Npowerlites whether the state govt will use that to disqualify some people but the test was for placement into either primary schools or Agric related institutions.

In a nutshell, those that perform well in d test where posted to primary schools while those that didn't do well where posted to agro-related institutions hence no one was disqualified. As a matter of fact no state nor focal person can disqualify anybody without a resort to Npower situation room in Abuja.

We don't know yet how posting will be like this batch.... Whether their will be a similar exam like last year. Anyway, after verification...things will become clear

A former Vice President, Atiku Abubakar, on Friday announced his withdrawal from the governing All Progressives Congress, APC.

In Friday’s announcement, Mr. Abubakar said he was still pondering his next political move. But if he ends up returning to the major opposition Peoples Democratic Party as he is widely expected to do, it will be the third time that Mr. Abubakar will be returning to the party after defecting to other parties.

He was a founding member of the PDP in 1998.

1999-2006.
Mr. Abubakar was elected governor of his home state, Adamawa, in 1999 on the PDP ticket.

Before he could be sworn in as governor, he was picked as running mate by Olusegun Obasanjo who secured the PDP presidential ticket. The ticket proceeded to win the presidency, with Mr. Abubakar becoming Vice President from May 29, 1999 and for a second term in 2003.

2006-2009.
Before the end of their second term, however, Mr. Abubakar left the PDP for the first time in 2006 and joined Action Congress, AC, after years of internal battle with Mr. Obasanjo.

The influence of Mr. Atiku in the PDP was systematically eroded through fresh membership registration that saw most of his supporters pushed out of the party, all in a bid by Mr. Obasanjo to ensure that he was not nominated as his successor.

Mr. Abubakar thus defected to pick the AC ticket to run for president in the 2007 election.

He was in AC from 2006 to 2009. Following disagreements with one of the leaders of the AC and former governor of Lagos State, Bola Tinubu, the former vice president dumped the AC and returned to the PDP in 2009.

2009-2013
Mr. Abubakar ran for the PDP presidential ticket in the 2011 election and lost to incumbent Goodluck Jonathan.

Following the success of the PDP in 2011 and the appointment of Bamanga Tukur as the national chairman of the PDP, the party was engulfed in a serious crisis.

Mr. Abubakar alongside seven governors eventually staged a walk out of a PDP national convention in August 2013, accusing the leadership of the party and then President Jonathan of impunity.

They eventually formed the ‘new PDP.’
2013-2017
After efforts to reconcile with the Bamanga Tukur-led PDP failed and their push to stop Mr. Jonathan from running for election also failed, Mr. Abubakar and five of the governors and others announced in November 2013 defected to the APC.

Mr. Abubakar and a former Kano State governor who was also in the ‘new PDP’, Rabiu Kwankwaso, ran for APC presidential ticket and lost to Muhammadu Buhari who eventually won the 2015 election.

Mr. Abubakar remained in the APC but has been consistently absent in many of the party’s activities at the national level.
The former vice president had complained that Mr. Buhari and the party had been side-lining him.

November 2017-huh
Mr. Abubakar eventually defected from the APC on Thursday, November 24. Reports suggest that he has done so because he has received commitment of the PDP to give him its platform to again run for president in 2019.

The former vice president has, however, not formally declared for the PDP, nor has he declared he would run for the 2019 presidency although he is expected to do both.

Whether he will remain in PDP or his new party for long remains to be seen, given that he had announced on September 2014 that “As for me, as far as I am concerned, APC is my last bus stop.”

Embattled former chairman of the Presidential Task Force on Pension Reforms, Abdurasheed Maina, has claimed that the federal government is owing him over N159bn.

Maina, in a statement through his lawyer, Sani Katu, challenged the Economic and Financial Crimes Commission to set up an open panel of investigation where he would spew out all the unknowns to Nigerians.

In a statement issued on Sunday, Katu said Miana in 2011 stopped the daily stealing of N300m from police pension.
Also, in 2011, he halted the monthly stealing of N1.04bn from police pension allocations.

“Same 2011, he was able to stop the yearly stealing of N52.5bn, which has been an annual ritual at the head of service pension.

“It would interest you to know that between 2011 and 2012 the PRTT under Maina’s leadership recovered cash and asset worth N1.63trn which had been with the EFCC.

“It would be recalled that some pensioners had petitioned the National Assembly to ensure that EFCC produces these recoveries so that Nigerians would know.

“Similarly, between 2016 and June 2017, Maina, released the intelligence and tip-offs that stopped the annual stealing of N1.3trn.

“Also, between February 2017 to October 2017, Maina recovered N152bn, N60bn, and other sensitive materials. These achievements go to further to prove the importance of Maina to this country. It means the Government acted in public interest by obeying Court order which brought Maina to office.”

The statement further added, “Now let’s total what Maina recovered, then apply the whistleblower 5%, and get the total to be paid to Maina, then subtract N2.1 bn which even though is a complete fabrication by the EFCC, then pay him the balance of over N159bn.”

Saraki’s Crony Files Suit To Stop EFCC From Arresting Him Over ₦15b And $13m Laundered For Senate President

Kennedy Izuagbe, a Lagos businessman and one of the fronts used by the Senate President, Bukola Saraki, to launder funds, has filed an application at the Federal High Court in Lagos to stop the Economic and Financial Crimes Commission (EFCC) from arresting and prosecuting him.

Mr. Izuagbe is urging the court to relist his fundamental human rights enforcement suit, which was previously struck out for lack of diligent prosecution. The applicant, alongside Carlisle Properties and Investment Limited and its directors/shareholders, were exposed by the EFCC as being involved in the laundering of huge sums of money stolen by Mr. Saraki from Kwara State to purchase choice properties that was a subject of Saraki's trial at the Code of Conduct tribunal.

The renewed interest in the lawsuit he had earlier abandoned is on account of plans by the EFCC to commence investigations and prosecution in the case.

In an affidavit sworn to by a lawyer, Mr. Efut Okoi, and filed before the court by an Abuja-based legal practitioner, Mr. Mahmud Magaji (SAN), the deponent averred that Mr. Izuagbe rebooted the lawsuit against former EFCC’s Director Operations, Mr. Olaolu Adegbite, and the Attorney-General of the Federation to restrain the anti-graft agency from arresting and detaining him.

Mr. Okoi further averred that on September 10 2015, the applicant prayed the court, through an ex parte application, to restrain the EFFC and the Attorney-General from unlawfully arresting him pending the hearing and determination of the substantive suit.

The order, he stated, was granted by the presiding judge, Justice A. Yahaya, and directed that the applicants should serve the order on the defendants and return to the court for a report of service.

The deponent equally averred that following the retirement of Justice Yahaya, the case was re-assigned without the knowledge of the applicants, after which the matter was adjourned four times before it was struck out by Justice Olawale Faji for lack of diligent prosecution.

Mr. Okoi stated that the applicants were not aware of those adjourned dates, as they were not in receipt of any hearing notices of the court.

As a result, the applicants are urging the court to set aside the order of the court striking out the suit and restore the case to the court's cause list.

In a bid to forestall his arrest and detention, Mr. Izuagbe and the other applicants had dragged EFCC before the court, joining the EFCC Director of Operations and the Attorney-General of the Federation as co-defendants.

In a statement in support of the application to enforce his fundamental right filed before the court by Mr. Magaji (SAN), Mr. Izuagbe, who is the Managing Director of Carlisle Properties, stated that he was first invited by the EFCC on November 13, 2014. He also stated that after rounds of interrogation, he did not hear from EFCC until April 29, 2015, when he was re-invited. On his return, the EFCC requested for some documents, including the one on how the Senate President purchased his landed properties that Carlisle manages, but he told agency that inquiries about properties owned by Mr. Saraki should be addressed to the Senate President.

Mr. Izuagbe said he was, however, surprised to notice that the EFCC had been feeding the media with information that the portfolio of his company is traceable to theft of public funds and proceeds of corruption by its beneficial owners.

On August 26, 2015, while in the United States on holiday, Mr. Izuagbe said he was informed that EFCC came to the headquarters of his company with a lorry load of policemen, ransacked the place and went away with many documents. Based on this, he approached the court for an order restraining the EFCC from further intimidating and harassing him and staff of the firm.

But in a counter-affidavit by the EFCC Legal Officer, Mr. Israel Akande, filed before the court and deposed to by one Mutairu Olusesi, the agency denied almost all of Mr. Izuagbe’s claims.

Mr. Akande said the commission is investigating a case of money laundering involving Saraki in which it discovered several lodgments of cash and monetary instruments by companies linked to the Senate President and regular cash inflows into his personal account by his aides and others yet to be identified. The aggregate of the inflows, stated the EFCC, were N15 billion and $13 million.

Mr. Akande averred further that the situation peaked in October 2009, when 88 different persons paid a total amount of N80 million into Mr. Saraki’s account on the same day. This triggered an investigation to unravel the sources of the fund.

In the course of the investigation, it was discovered that Mr. Izuagbe is the Managing Director of Carlisle Properties and Investment, the company that received the funds from several individuals and over 150 companies.

Acting on behalf of the Senate President, Mr. Izuagbe directed that the inflows into the company’s account be wired to offshore accounts to those that laundered them for Mr. Saraki to purchase properties abroad.

Based on the investigation being conducted and considering the weighty allegations leveled against Mr. Izuagbe, the EFCC added, he was invited with a view to obtaining his reaction to the allegations.

He made voluntary statements and was asked to report back. However, during the course of the investigation, he broke the news of his mother’s death and was allowed to go on compassionate grounds. Since then, stated the EFCC, he became incommunicado, thereby hampering the investigation.

When all efforts to reach him proved abortive, explained the commission, a warrant was issued for his arrest.

Mr. Akande averred further that EFCC is statutorily empowered to cause an investigation to be conducted as to whether an individual or corporate entity has committed any economic or financial crimes. Therefore, restraining EFCC from further investigations into economic or financial crimes reported to it will encourage criminally- minded persons to hide under the protection of the court.

He thus urged the court to reject the request of the applicants.

No date has been fixed for the hearing of the application.

Nigerian govt cancels NPA contract with Atiku’s company, Intels

Nigerian government has directed the Nigerian Ports Authority (NPA) to terminate the boats pilotage monitoring and supervision agreement that the agency has with Intels Nigeria Limited, a company co-owned by former vice president Atiku Abubakar.

Government says the contract with Intels, a leading integrated logistics and facilities services provider in the maritime and oil and gas logistics sectors of the country, was void ab initio.

Attorney General of the Federation (AGF) and Minister of Justice, Mallam Abubakar Malami (SAN), in a letter dated September 27, 2017 to the Managing Director of the NPA, Ms. Hadiza Bala-Usman, said that the agreement, which has allowed Intels to receive revenue on behalf of NPA for 17 years, violates the Nigerian Constitution, especially in view of the implementation of the Treasury Single Account (TSA) policy of government.

Intels, also co-owned by Mr. Gabriel Volpi, an Italian national who also has Nigerian citizenship, will lose several millions of dollars in the cancelled deal.

In the maritime industry, pilotage is compulsory for all ships of 35 metres overall length or greater unless a valid Pilotage Exemption Certificate is held by the ship’s master.

In return for the service, ship owners/companies are required to pay a pilotage fee, which Intels collects on NPA’s behalf and retains 28 per cent of the revenue as commission for the services rendered.

In the memo obtained by Thisday, Malami stated that the agreement violates Sections 80(1) and 162(1) and (10) of the constitution, and wondered that the parties – NPA and Intels – did not avert their minds to the relevant provisions when they were negotiating the agreement in 2010.

Section 80(1) of the constitution states: “All revenues or other moneys raised or received by the Federation (not being revenues or other moneys payable under this Constitution or any Act of the National Assembly into any other public fund of the Federation established for a specific purpose) shall be paid into and form one Consolidated Revenue Fund of the Federation.”

Section 162(1) states: “The Federation shall maintain a special account to be called ‘the Federation Account’ into which shall be paid all revenues collected by the Government of the Federation, except the proceeds from the personal income tax of the personnel of the armed forces of the Federation, the Nigeria Police Force, the Ministry or department of government charged with responsibility for Foreign Affairs and the residents of the Federal Capital Territory, Abuja.”

While sub-section 10 of the same section states: “For the purpose of subsection (1) of this section, ‘revenue’ means any income or return accruing to or derived by the Government of the Federation from any source and includes: (a) any receipt, however described, arising from the operation of any law; (b) any return, however described, arising from or in respect of any property held by the Government of the Federation; (c) any return by way of interest on loans and dividends in respect of shares or interest held by the Government of the Federation in any company or statutory body.”

In the letter titled: “Request for Clarification of Conflict Between Executed Agreement and Federal Government Treasury Single Account Policy,” the attorney general said: “I refer to your letter dated 31st May 2017, ref: MD/17/MF/Vol.XX/583 in respect of the above subject matter wherein you sought clarification on the legal issues implicated by the continuous implementation of the Managing Agent Contract Agreement dated 11th February 2010 executed between the Nigerian Ports Authority (NPA) and Intels Nigeria Limited for the provision of boats pilotage operations, in the light of the Federal Government of Nigeria’s Treasury Singe Account (TSA) policy.

“Upon my review of your letter under reference and the relevant agreements, I have been able to conclude inevitably that the terms of the agreement as agreed by parties and the dynamics of its implementation which permits Intels to receive revenue generated on behalf of NPA ab initio, clearly violates express provisions of Sections 80(1) and 162(1) and (10) of the 1999 Constitution of the Federal Republic of Nigeria, 1999 (as amended). It is thus curious that parties did not avert their minds to the above provisions of the constitution whilst negotiating the agreement.

“The inherent illegality of the agreement as formed has since been expounded by the TSA policy issued by the Head of Service of the Federation on behalf of the Federal Government of Nigeria directing all ministries, departments and agencies to collect payment of all revenues due to the federal government or any of her agencies through the TSA.
“The objective of the presidential directive (TSA policy) in exercise of the executive powers of the president under Section 5 of the 1999 Constitution (as amended) was in furtherance of the spirit and intent of Sections 80 and 162 of the constitution and to aid transparency in government revenue collection and management.

“NPA being an agency of the federal government is bound by the TSA policy and has not howsoever been exempt therefrom. Due to the constitutional nature of the TSA, where there is a conflict between the TSA and the terms of the agreement, the TSA shall prevail.

“Therefore all monies due to the NPA currently being collected by Intels and any other agents/third parties on behalf of NPA must henceforth be paid into the TSA or any of the sub-accounts linked thereto in the Central Bank of Nigeria (information of the account will be communicated in due course) in accordance with the TSA policy.

“For the avoidance of doubt, the agreement for the monitoring and supervision of pilotage districts in the Exclusive Economic Zone of Nigeria on terms inter alia that permits Intels to receive revenue generated in each pilotage district from service boat operations in consideration for 28% of total revenue as commission to Intels is void, being a contract ex facie illegal as formed for permitting Intels to receive federal government revenue contrary to the express provisions of Sections 80(1) and 162(1) and (10) of the 1999 Constitution of the Federal Republic of Nigeria (as amended), which mandates that such revenue must be paid into the Federation Account/Consolidated Revenue Fund.

“In the premise of the above, the conflict between the agreement and the TSA policy presents a force majeure event under the agreement, and NPA should forthwith commence the process of issuing the relevant notices to Intels exiting the agreement which indeed was void ab initio.”
DAILY POST recall that in 2014, Atiku disclosed how he co-founded Intels.

His words: ”Of all the businesses into which I would venture, the most successful and the most lucrative would be a small oil services company I established with an Italian business man in the early 1980s.”

“I met Gabriel Volpi when he was working at Apapa Ports in 1982. The Genoa, Italy-born Volpi was a director in MED Africa, a shipping company.

“Volpi suggested we go into oil and gas logistics. He knew Nigeria’s future was in oil and gas. We registered the Nigeria Container Services (NICOTES), operating from a container office at Apapa Ports. I was not involved in the running of the company.

“NICOTES relocated later to the Federal Lighter Terminal in Port Harcourt when the business began to grow. The company, now known as INTELS (Integrated and Logistics Services), has grown into a multi-billion naira business providing over 15,000 jobs in Nigeria and other African countries, and paying hefty dividends to its shareholders.”
