Amid public uproar, the senate, Nigeria's upper legislative chamber today denies knowledge of the controversial National Grazing Bill. This was made known to pressmen in Abuja through a press statement released by the Chairman, Senate Committee on Rules and Business, Sen. Babajide Omoworare. Several sections of the country have been under the cush of the marauding Fulani herdsmen with notable pogrom committed against Agatu, a village in Southern Benue State. The President, Muhammadu Buhari has refused to make any statement condemning the raping, killing and leveling of the village and the villagers' farmlands. Tens of thousands of the villagers internally displaced are in camps. Pressure has been mounting on the senators not to enmesh the country into further crisis as they were urged to drop the Bill said to gave gone through Second Reading. At the resumption of plenary today, Senator Enyinnaya Abaribe, representing Abia South challenged the Senate to confirm if indeed it had before it a bill on "Grazing Reserves". Abaribe who came on a point of order asked the Senate to clarify rumours making the rounds that the So-called grazing bill had passed 2nd reading in the Senate. The Senate leadership was unable to confirm Abaribe's concern but noted it all the same. Consequently, Omoworare issued a statement shortly after plenary saying, "Several distinguished Senators of the Federal Republic of Nigeria have been inundated with the request by members of the public concerning the pendency of a National Grazing Bill in the Senate. "This is to clarify that no such Bill has been presented by the Executive arm of Government and none has so far been filed by any Senator of the Federal Republic of Nigeria in the 8th Senate." The Senator added, "For the avoidance of doubt, a ``National Grazing Reserve Establishment and Development Commission Bill” (SB. 60) was presented by Senator Zaynab Kure (Niger Central) during the 7thSenate (2011 – 2015) which has now expired by the operations of law on the 6th June 2015 in furtherance of Section 64(1) of the 1999 constitution of the Federal Republic of Nigeria as amended."

It is made know to the general public that Senator Bukola Saraki wont benefit from the Amendment ..... See full statement below The Senate today (Tuesday) clarified its position on the proposed amendment of the Code of Conduct Bureau and Tribunal Act as it said under no circumstances can the amendment affect the on-going case of its President, Dr. Abubakar Bukola Saraki before the tribunal In a statement by Chairman of the Committee on Media and Public Affairs, Senator Aliyu Sabi Abdullahi, the Senate stated that many of the comments on the proposed amendments were made by those who have neither read the bill nor understood the principles behind it. Abdullahi said since the Saraki case commenced in 2015, any amendment of the law in 2016 cannot retroactively affect an on-going case. He added that the proposed amendment would still take a minimum of six months given the long process that law making requires. According to him, this process include committee hearing; public hearing; report back to Senate committee of the whole; the concurrence in the House of Representatives and; assent by the President as the final stage. "There is no way we will even complete the process of finally effecting the amendments before the completion of the Saraki case. So those who read selfish or ulterior motives to this ordinary legislative activity are either mischievous or ignorant of legislative procedures", he stated. Abdullahi added that the sole aim of the amendment was to give effect to the right to fair hearing as enshrined in Section 36 of the 1999 constitution and the recent pronouncements of the Supreme Court. "The amendment only affects section 3 and paragraph 17 of the Third Schedule of the current law. The sub-sections in Section 3 were re-arranged in such a way that it will reflect elegance in legal drafting. "Also, the proviso in Sub-section 3 (d) was removed since it has also been removed in the constitution. To give fair hearing to the defendants in cases involving the bureau, sub-sections 3 (c) was enlarged to ensure that the person concerned was invited to state his own case, after which the CCB can still refer the matter to the tribunal for trial. This eliminates the constant complaint that a defendant was not given the opportunity to make explanation on the inconsistencies alleged to have been found in his Asset Declaration form. This is bringing the law in compliance with the judicial principle of Audi Alterem Partem (Hear from both sides to a case before taking a decision). "The proposed deletion of Paragraph 17 in the Third Schedule of the law is to ensure that the court does not assume a procedure for which the drafters of the law and the law makers did not intend. The Penal and Criminal Codes mentioned in the Paragraph are no longer relevant. The CCT was not created to be a court with criminal jurisdiction and that is why the law provides for the defendant to be referred to another court if criminal issues emanates from any matter. " We have found this amendment necessary so as to cure the inconsistencies and mischief arising from the operation and interpretations of the present law. Unfortunately, this ordinary act of legislation has been caught in a conspiracy theory beyond the wildest imagination of lawmakers," he said. The Senate spokesman therefore urged all members of the public to always seek to have full information about anything that goes on in the Senate before making comments or seeking to condemn the legislative institution. He also invites all interested members of the public to make submissions to the National Assembly now or ensure to attend the public hearing, which would be duly announced. As Nigerians eagerly await President Muhammadu Buhari’s assent to the 2016 Budget, the Director-General of the Debt Management Office (DMO), Dr. Abraham Nwankwo, has hinted that the Federal Government will borrow N1.884 trillion from within and outside the country to execute the budget. Nwankwo said that N900 billion would be sourced from external sources while N984 billion would be obtained from the domestic market. He therefore charged the Nigeria Union of Journalists (NUJ) and the media in Nigeria to key into the Federal Government’s debt management policy. At a one-day workshop on “Debt Sustainability and the Challenge of Financing Economic Recovery organised by the DMO for the NUJ in Abuja, at the weekend, Nwankwo said the challenge of infrastructural development and economic recovery were enormous, hence the imperative of the Federal Government to seek alternative funding, of which debt-sourcing is an integral part. The DMO boss observed that the NUJ and the media as a whole have a critical role to play in informing Nigerians of the importance of debt financing in economic development, especially with the declining oil and gas revenue being face by the country and around the globe. Nwankwo told the participants that Nigeria’s debt-to-Gross Domestic Product (GDP) ratio as at December 2015 was at 13.02%, which he said was far below the peer group ratio of 56%. According to him, the Federal Government will borrow N900 billion and N984 billion from the external and domestic markets, respectively to finance the 2016 Budget. He said the logic of the mix, external and domestic borrowings, is “to rebalance total public stock in favour of less costly external funds,” stressing that “the utilisation of the borrowing proceeds are entirely on capital projects to support the growth of productive capacity.” Nwankwo said that to address the huge infrastructural deficit in the country speedily and effectively, the funding implications for Nigeria is about $25 billion per annum over the next five-seven years. The worry in the funding of such huge infrastructural challenge, the DMO boss said, lies in private sector equity and debt, which he explained is uncertain as well as public sector revenue and debt which have been adversely affected by declining oil revenue. To address the imbalance, therefore, “the imperative is to depend on well- structured, substantial, affordable, long-term external debt financing to fund the desired long-term economic change,” he stated. Nwankwo urged the leadership of the NUJ to weigh in on the workshop and engage their members to present the desirability of public debt financing to Nigerians. In his speech, the NUJ President, Mr. Waheed Odusile, commended the DMO for the workshop, which he described as timely and educative and urged the agency to expand its enlightenment campaign to other critical stakeholders. Odusile promised that the union will continue to engage with the DMO in order to help pass on the appropriate information on the activities of the office and the importance of debt-financing for the country’s development needs. Toyin Aimakhu’s ex-lover, Seun Egbegbe, has sounded a stern warning to all movie producers to desist from dealing with the actress henceforth. Speaking with encomium.ng in Ikeja, Lagos on Wednesday, March 23, the CEO, Ebony Films and Records Production International, said, “I am saying this for the first time, it’s over between Toyin Aimakhu and I, and I mean it.
