Corruption: Transparency International says Obasanjo government worse than Jonathan’s by Janeth J · May 17, 2015 by Ranti Joseph jonathan and buhari Well as shocking as it sounds, Transparency International (TI) has rated the out-going government of President Goodluck Jonathan as the best compared to the past governments headed President-Elect Muhammadu Buhari and that of Olusegun Obasanjo. According to the analysis done by Pointblank news, it stated that in TI’s data from 1979 till date, the tenures of both Buhari and Obasanjo were more corrupt than the tenure of Jonathan. The data also showed that under the administration of Jonathan, Nigeria recorded its best score in the Corruption Perception Index (CPI) since 1979. But the point that the figures from Transparency International make so clearly is that, in comparative terms, Nigeria is actually much less corrupt today, and perceived globally to be much less corrupt today, than it has been in the last 35 years – including under the regimes of Buhari and Obasanjo, both of who are in support of anti-corruption. Shockingly, according to the TI data, Obasanjo’s first tenure had the worst scale of corruption during the 35 years period between 1979 and 2015. The TI Corruption Perception Index is a rating of countries from 1 to 100 showing their corruption scale. A rating of 1 is the worst and rating of 100 means a country is completely free of corruption. The pass mark is 50 and any country scoring below 50 is considered a corrupt country. In the year 2000, Nigeria was ranked the most corrupt country in the world and improved marginally in 2001 and 2003 when it was rated the second most corrupt nation in the world in the TI’s Corruption Perception Index. This was certainly not under the watch of President Jonathan. Since 2012, Nigeria has made steady improvements in the CPI. Indeed, under President Jonathan, for the first time in decades, Nigeria is not in the list of 1-10 most corrupt countries in the world. In the 2014 Transparency International’s Corruption Perception Index, issued in December, Nigeria was ranked 136 out of 175 countries surveyed in the report. This ranking placed Nigeria, alongside five other countries, as the 39th most corrupt country in the world. This is Nigeria’s best ranking in the last four years. With this ranking, Nigeria leap frogged eight countries within a space of one year from the 31st most corrupt nation in 2013 to the 39th in 2014. This may be regarded by cynics as a small achievement: but it represents a big step in the right direction. Indeed, the administration of President Jonathan deserves some commendation for the positive steps it has taken, and the modest achievements it has made so far, in the war against corruption rather than the vengeful knocks it is receiving from various quarters. Apparently it appears that this media are an ardent supporter of President Goodluck Jonathan but with the details by the TI, it is something to consider critically. Is GMB administration going to be different this time around or should we expect something worse than the previous led administration. |

Despite claims by the All Progressives Congress, APC, of concrete plans by the President Muhammadu Buhari administration to provide constant power supply, a recent poll conducted by NOI POLLS has revealed power supply recorded horrible figures, on account of continuous neglect and poor policy direction in the power and energy sector. Lai Mohammed the APC spokesman during an interview on Channels TV had denied claims that the APC promised to provide 5000 MW in one year and insisted that what is in their manifesto was to provide only 2000 MW and went on to say that 5000mw was only contained in the APC’s Road map. This has been interpreted as sending a signal that president Buhari might not deliver on the major promise made to Nigerians especially in the power sector. Buhari in his inauguration speech vowed not to allow the misery and frustration of erratic power supply to continue and also promised to take Nigerians away from darkness. “No single cause can be identified to explain Nigerian’s poor economic performance over the years than the power situation. It is a national shame that an economy of 180 million generates only 4,000MW, and distributes even less. “Continuous tinkering with the structures of power supply and distribution and close on $20b expanded since 1999 have only brought darkness, frustration, misery, and resignation among Nigerians. “We will not allow this to go on.” Following tacit policy formulation since he got into office, the Nigerian Electricity Regulatory Commission, NERC, had revealed that more than 70% of Electricity Distribution Companies, Discos, in the country stand at below 45% ability to meet their financial obligations. The power companies who have raised alarm over the neglect by the Buhari administration have attributed the current decline in power supply and halt in their investments in the electricity distribution assets to the failure of the President to design a policy direction for the energy and power sector. The results from a power poll conducted by NOI polls has insisted that despite the promise made by the President to immediately reduce the frustration and pain from erratic power supply, almost 8 in 10 Nigerian Households continue to rely on alternative sources of power as erratic power supply has continued to put more Nigerians in darkness. The results also confirm that most Nigerians have adapted the use of alternative sources of power such as generators, solar inverters etc. It was affirmed that as Nigerian households continue to grapple with alternative sources of power, the impact has continued to negatively affect their health and income. NOIPOLLS1 These have been proven through the use of generators resulting to an increase in noise pollution which ultimately could result to deaths. The key findings from the poll suggests that Nigerians have lost hope in Buhari’s ability to provide adequate power supply and have adjusted to the use of alternative sources of power due to the frustrating and erratic power supply. The poll also shows that the overall average use of alternative power supply stood at 77% over a 27-month period. These findings according to NOI suggest that the Nigerian power sector has persistently been running a short fall in spite of interventions. NOI polls subsequently called for an urgent focus by the Buhari administration into exploring renewable energy such as solar, nuclear and wind as a form of alternative to the deplorable state of power in Nigeria. |
N4 trln contractual debts: Buhari to raise special task force to probe Jonathan Posted by Naija247news How did the 28 Federal Ministries, their departments and agencies under the administration of President Goodluck Jonathan incur a whooping N4 trillion contractual debt? Who issued the jobs and did they pass through due process and if so, did the contractors complete the assigned jobs? These and more are the duties which a special task force to be raised by the Federal Government, is to undertake before the debt could be classified as Federal Government liability and settled by the new administration. The N4 trillion debt, which is nearly the country’s budget for one year, was handed over by the previous government to the present administration as part of the hand-over note given to the Transition Committee raised by President Muhammadu Buhari. But after looking at the debt profile and not being able to establish its authenticity, the TR headed by Ahmed Joda, has made a strong recommendation to President Buhari to raise a ministerial task force to probe how the huge debts were incurred in the first place. The committee in its report noted: “The handover note from the previous administration showed an aggregate contractor liability of N4 trillion as at April 2015. “It is imperative that the administration establishes an inter-ministerial task force to review all outstanding contracts and associated liabilities across all ministries, departments and agencies. “The mandate of the task force is to confirm the existence of the liabilities and authenticate the accuracy of the information provided in the handover notes. “The government should only recognise the liabilities verified and confirmed by the task force,” the committee recommended. The Joda committee said that it could not rely on the handover note it received from the Jonathan administration because of the fact that the specific dates when the contracts were awarded were not provided thereby raising suspicion about its genuineness. A breakdown of the huge debts shows that the Ministry of Education top the list with N1.2 trillion followed by Ministry of Finance with a debt of N467.7 billion. Other debtor ministries are: Power, N370 billion, Works, N296 billion, Transport, N289 billion and FCT, N194 billion. Others are: Land and Housing, N151 billion, Aviation, N138 billion, Water Resources, N111 billion, National Sports Commission, N104 billion, Environment, N51 billion, Police Affairs, N36 billion and Health, N36 billion. |
The House of Representatives on Tuesday asked President Muhammadu Buhari to publish the details of the handover notes of his predecessor, former President Goodluck Jonathan. The House said the notes should be published in the official gazette of the Federation so that Nigerians could access them for “information and record purposes.” The resolution followed a motion sponsored by a Peoples Democratic Party lawmaker from Abia State, Mr. Uzoma Nkem-Abonta. However, the resolution noted that Buhari could exclude aspects of the handover notes, which might have security implications or restricted by law. Nkem-Abonta had hinged the relevance of the motion on the argument that there had been “conflicting” comments from government officials on what the previous administration did or did not do. He also observed that Nigerians were at a loss regarding the exact amount of funds the former President left in the national treasury before he left office on May 29. “We have heard of empty treasury, near-empty treasury, money, no money and all that. “As it stands, we are not sure what exactly was included in the handover notes,” Nkem-Abonta told his colleagues. He argued further that the publication would end the “needless speculation.” Part of the motion read, “The handover notes would have expectedly captured the activities, projects, programmes, achievements and constraints of the last administration, including counsel to the new administration on the way forward. “ But some members opposed the motion on the grounds that the Freedom of Information Act had taken care of the issues raised by the sponsor. ADVERTISEMENT One of the members, an All Progressives Congress member from Edo State, Mr. Pally Iriase, said all that anybody who wanted information on the content of Jonathan’s notes needed to do was to invoke the FoI Act. “The motion is well-intended no doubt. “But, we don’t have to go this way. The FoI Act has taken care of everything. “It is for one to just invoke the law and make a request,” he added. However, when the Speaker, Mr. Yakubu Dogara, put the motion to vote, it was passed in a majority voice vote. Meanwhile, the House set up a 15-member adhoc committee on Tuesday to screen the new service chiefs recently appointed by Buhari. Dogara had set up the committee after he read a letter the President wrote the House notifying members of the appointments. The screening committee is chaired by a member from Kaduna State, Mr. Garba Dhatti. |
