He is claiming the fund has not drop and the bank might reverse it back. Since he gave ending of the month to sort everything, i think you should reason with him.

Incase of next time though, if your account is permanently limited and you have fund inside, one easier way to move out fund without waiting for the 180 days is to check through your transactions history that is not up to 180 days.

Look for one of your trusted guys you have transacted with before, refund the person then provide another mail for the person to pay the fund you refunded.

If that doesn’t work for you, once the 180days is completed and no bank was linked to the account, chat paypal support and provide them a mail. They will send you a form to fill, after filling, paypal will grant you access to send out the fund.

Another way is to look for Afticard, link it and transfer the fund.

Verified escrows? Or you're talking about impersonators? Because there's a huge difference. The only thing I'm sure of is scammers using their alternative numbers to act as escrows. And of course, no experienced trader will use an escrow without confirming to a reasonable degree that it's the right person handling the deal. All the escrows made their contacts public. Regardless, I have seen more people lose their money to unfamiliar traders (read as scammers) who deal directly or insist on dealing directly, or scammers impersonating other traders.

He's looking for cheap publicity, just ignore him. That's their modus operandi. Firstly, they will not want an Escrow. Secondly, they will start attacking escrows. Thirdly, attacking the old traders that has done thousands of deal questioning their absurd terms of not wanting an escrow, and the next is seeking for their prey to strike.
PS: anyone that doesn't want an Escrow is a red flag, in such cases; proceed with the transaction with 20 escrows. T for Thanks!
