There are various things that could cause that odour, hygiene and diet.
The fact that she washes a lot does not cure it. She should only wash with lukewarm water and very mild soap. If she washes too much the bacteria there that’s needed to maintain the vee hygeine is gonna die and it may lead to irritation thereby causing fish smell.
She should watch what she eats, there is a saying that I tell people “you smell like what you eat” she should maintain a constant fruit diet, maybe a particular fruit especially pineapples for a week, no carbonated drinks and lots of water, I can say for sure that it’s ginna improve her smell in a short time, and you’ll wanna gobble her up before you know it.

There are insertion drugs too that improve the vee odour in different flavors too.
